INFORMATION SYSTEMS OF SUPPORT OF DECISION-MAKING IN MANAGEMENT OF INTELLECTUAL POTENTIAL OF UNIVERSITY

В настоящее время вузы вынуждены осуществлять свою деятельность в условиях динамического развития культурно-образовательного пространства, характеризующегося неопределенностью и неоднозначностью бизнес-процессов, связанных с передачей и воспроизводством знаний. В этих условиях особую актуальность приобретает проблема формирования и эффективного управления интеллектуальными ресурсами и интеллектуальным потенциалом не только на уровне отдельной личности, но и социально-экономической системы в целом.Следует отметить, что процесс управления знаниями сложен и характеризуется рядом противоречий, обусловленных свойствами интеллектуальных ресурсов. Так, с одной стороны, знания независимы от пространства и неисчерпаемы по мере использования любым количеством потребителей, а изобилие знаний нисколько не снижает их ценности. С другой стороны, они быстро устаревают, а потому должны иметь опережающий характер. Кроме того, они не поддаются числовой оценке, нематериальны и нуждаются в объективизации. Вместе с тем, именно информация, знания и образование как особый вид экономических ресурсов обеспечивают формирование интеллектуальных активов общества, являющихся катализатором его дальнейшего развития.Основная миссия современного университета – воспроизводство интеллектуальных ресурсов и интеллектуального потенциала. Разнообразные стратегии управления интеллектуальным потенциалом, используемые в вузах, не ограничиваются развитием компетенций сотрудников путем корпоративного обучения или оптимизацией организационной структуры образовательных учреждений с учетом особенностей информационного взаимодействия их подразделений с внешней средой, а предлагают более широкий перечень мероприятий по совершенствованию процесса накопления, обновления и распространения знаний. Однако, все они требуют использования эффективных инструментов мониторинга результативности реализуемой стратегии как в разрезе достижения определенных показателей обеспеченности вуза интеллектуальными ресурсами (коэффициенты обеспеченности интеллектуальными активами, интеллектуальными продуктами и пр.), уровня его интеллектуального потенциала (показатели интеллектуального потенциала сотрудников учреждения, интеллектуального материального обеспечения, интеллектуального научно-технического потенциала, интеллектуальной информационной базы и прочие показатели), так и в вопросах оценки актуальности составляющих их знаний с целью обновления на качественно новом уровне.Цель: провести анализ подходов к управлению интеллектуальным потенциалом вуза, разработать теоретическую модель рассматриваемого бизнес-процесса и ее информационно-аналитическое обеспечение.Методы: системный подход, основанный на общенаучных методах эмпирического и теоретического исследования, среди которых: сравнение, анализ, синтез, моделирование; природосообразный подход, согласно которому управление социально-экономическими системами базируется на принципах технологичности, опережающего развития, обеспечения равно-качественности систем, мотивации раскрытия и актуализации внутреннего потенциала, максимального использования возможностей окружающей среды, внутренней принадлежности управляющей системы управляемой, генемичности.Результаты: систематизированы основные стратегии управления интеллектуальным потенциалом вуза, описана методика управления процессом наращивания интеллектуального потенциала в вузе на основе информационных систем поддержки принятия решений, а также алгоритмы и инструментально-аналитическое обеспечение ее реализации.Область применения результатов: разработанная авторами настоящей статьи методика и ее информационно-аналитическое обеспечение может быть реализовано руководителями высших учебных заведений при анализе конкурентных позиций на рынке образовательных услуг, при оценке достижения вузом ряда ключевых показателей эффективности его деятельности (в частности, обеспеченности интеллектуальными ресурсами и уровня развития интеллектуального потенциала вуза).Now higher education institutions are forced to perform the activities in the conditions of dynamic development of the cultural and educational space which is characterized by uncertainty and ambiguity of the business processes connected with transfer and reproduction of knowledge. In these conditions special relevance is acquired by a problem of forming and effective management of intellectual resources and intellectual potential not only at the level of the individual, but also social and economic system in general.It should be noted that the knowledge management process is difficult and is characterized by a number of the contradictions caused by properties of intellectual resources. So, on the one hand, knowledge is independent of space and is inexhaustible in process of use by any number of consumers, and abundance of knowledge does not reduce their value at all. On the other hand, they quickly become outdated, and therefore shall have the advancing nature. Besides, they do not give in to a numerical assessment, are non-material and need objectification. At the same time, information, knowledge and education as a special type of economic resources provide forming of the knowledge assets of society which are the catalyst of its further development.The main mission of modern university – reproduction of intellectual resources and intellectual potential. The various strategy of management of intellectual potential used in higher education institutions are not limited to development of employee competences by corporate training or optimization of organizational structure of educational institutions taking into account features of information exchange of their divisions with external environment, and offer wider list of actions for enhancement of process of accumulating, updating and dissemination of knowledge. However, all of them require use of effective instruments of monitoring of productivity of implementable strategy as by achievement of certain indicators of security of higher education institution with intellectual resources (coefficients of security with knowledge assets, intellectual products and so forth) the level of its intellectual potential (indicators of intellectual potential of staff of organization, intellectual material security, intellectual scientific and technical potential, intellectual information base and other indicators), and in questions of an assessment of relevance of the knowledge constituting them for the purpose of updating at qualitatively new level.Purpose: to carry out the analysis of approaches to management of intellectual potential of higher education institution, to develop theoretical model of the considered business process and its information and analytical providing.Methods: the system approach based on general scientific methods of empirical and theoretical research, among which: comparison, analysis, synthesis, modeling; nature corresponding approach according to which management of social and economic systems is based on the principles of technological effectiveness, the advancing development, providing a ravnokachestvennost of systems, motivations of disclosure and updating of internal potential, the maximum use of opportunities of environment, internal accessory of the managing system managed of a genemichnost.Results: the main strategy of management of intellectual potential of higher education institution are systematized, the control technique by process of building-up of intellectual potential in higher education institution on the basis of information systems of decision support, and also algorithms and tool and analytical ensuring its implementation is described.Scope of results: the technique developed by authors of this article and its information and analytical providing can be realized by heads of higher educational institutions in the analysis of competitive line items in education market, in case of an assessment of achievement by higher education institution of a number of key performance indicators of its activities (in particular, security with intellectual resources and a level of development of intellectual potential of higher education institution)

Issues of Digital Transformation of Biological Agriculture in the South-West of the Central Region of Russia

Intensification of world agriculture on the basis of scientific and technological achievements improves labour productivity and the living conditions of commodity producers. It is shown that in the agricultural sector alternative agriculture has been formed due to activation of biological processes. The directions of digital transformation of biological agriculture in the south-west of the Central region of the country are studied in the paper. It is established that smart farming technologies are currently being used in the Bryansk region; they are based on the application of geoinformation and satellite systems, as well as equipment monitoring systems. Digital solutions are being introduced in animal husbandry. The areas and specifics of consulting services to economic entities in order to develop biological agriculture are substantiated

The Innovative and Budgetary Region Development based on the Public-private Partnership Mechanism

The paper has analyzed the consolidated budget dynamics of one of the Russian the regions during 2010-2014, studied the socio-economic development trend of the region, assessed the investment dynamics in fixed assets, and identified the changes in the number of the region organizations dealing with scientific researches. One of the analysis' directions is "organizational and economic regulation of the regions' development". The paper offers the certain recommendations how to optimize the investment and budgetary management of regional development based on the public-private partnership mechanism and gives reasons for the improving the organizational and economic measures dealing with the optimization of the budget management development in the region. Introducing the innovation development programs in the region, the financing of which requires the extensive financial resources, it is impossible to withdraw surplus funds from the local budgets of the region due to the following "slowdowning" of the innovation sector development in the region. Therefore, the vertical budget policy plays an important role in solving such issues. On the Impact of Innovations on the Social Structure

The paper investigates the problem, which does not attract much attention of economics and sociology researchers, concerning the impact of revolutionary technological and other innovations on the transformation of the social structure of modern states. The innovations, which are considered by most researchers as a driver for economic growth, cause significant changes. Some of these changes are negative. One of these negative consequences of innovative development is the middle class reduction in the social structure. The USA statistics over the last 50 years are a reliable source of information for this statement formulation. At the same time, not only developed countries but also developing ones face this trend. As the example, the paper presents the experience of such country as Ghana. Also the paper discusses the problem concerning the growth of unemployment as a result of the implementation of technological innovations into production. As shown below, contrary to expectations the fourth industrial revolution will create fewer jobs than they were in the past and will also have an impact on the social structure.
