Internationalization of Vocational Education in the Arctic Council Member-Statesβ Universities
Nowadays, the potential for international cooperation in the Arctic is concentrated within the framework of such an influential international structure as the Arctic Council, where Russia is presiding over soon in 2021β2023. The article is devoted to international cooperation evaluation of 15 Arctic universities from 7 Arctic Council member-states with a student contingent of at least 3,600 people (2 in the USA, 1 in Iceland, 5 in Russia, 2 in Finland, 2 in Sweden, 2 in Norway, 1 in Canada). It seems possible to evaluate international cooperation potential between Arctic universities through the prism of 10 quantitative indicators, including the number of international students admitted to the university; number of courses taught in English; number of educational programs for international students; a number of foreign scientists invited to the university, etc. We can evaluate both academic mobility within the Arctic universities and vocational education internationalization due to accumulated statistical data

The article provides an updated overview of measures to support indigenous peoples in places of their traditional residence in Yamal. The results of a sociological survey of 10 communities and two (2) small unitary enterprises of the Nents and Khanty revealed basic problems of these indigenous peoples in such areas as education and the labor market in YNAA. A review of open communities in social networks also revealed a number of acute social and environmental issues that concern the indigenous population of the peninsula. The purpose of the study is to outline constructive measures for improving both situation and quality of life of indigenous people in Yamal and suggest recommendations focused on a long-term well-being of indigenous peoples in their traditional places of residence. Such experience would be useful for some other Arctic areas as well as for a wide range of readers of the Journal

The study focuses on nationally oriented (27) and socially oriented (140) NPOs in 18 Arctic monotowns. The volume of funds won by Arctic non-profit organisations over last 5 years was assessed. The leading single-industry towns in the formation of civil society in the Arctic were identified: towns of Norilsk and Severodvinsk. The Presidential Grants Fund has not allocated any funds to Arctic monotowns for such an important area as "strengthening of interethnic and interreligious harmony" over last 5 years. The study concludes that Norilsk is a serious actor of civil society in the Arctic β by the number of registered socially-oriented NGOs (32), by the number of grant funds raised (over a million rubles) and by the number of grants received over the past 5 years. Norilsk is also a truly inter-ethnic Arctic city β the leader in terms of the number of registered nationally oriented NGOs (12), and also ranks 1st among monotowns surveyed in terms of attracting foreign labour migrants

The study focuses on Arctic single-industry towns, where chief town-forming enterprises used to be parts of huge holdings. These enterprises managed to overcome challenges and sanctions in 2022 successfully. The article analyzes extremely difficult demographic situation which has appeared in Arctic single-industry towns for the past 10 years. Rosstat data has shown that around 72,000 people has been leaving Arctic single-industry towns annually for the last five years. Reasons for out- migration became βa return to a former place of residenceβ and βdue to family reasonsβ. An ultra-negative migration balance has been also recorded in Vorkuta and Inta for the last 10 years. Reasons for out-migration are return to a former place of residence and due to family reasons. The external shocks of 2022 might have a negative impact on Arctic single-industry towns demography, which might further contribute to population outflow, however, such a negative forecast would affect only some Arctic towns. Kostomuksha is still in a risk zone since a number of joint Russian-Finnish enterprises have closed down in, and βSeverstalβ has been severely affected by sanctions. This situation might indirectly affect demographic situation in Kostomuksha which in 2019 had a positive demographic change among other Arctic cities
Public Diplomacy in Cross-Border Cooperation
The chapter deals with migration challenges, a burning topic crucial for both the EU and the world. Hereby, public diplomacy tools are of huge interest as a factor influencing social and cultural space sustainability, especially, of cross-border territories. This chapter deals with complex studies of the Finnish case particularly migrantsβ inclusion analysis into local cultural and political environments as well as public diplomacy impact evaluation of an important βsoft powerβ tool where migrantsβ role is rather high. The research method of migrants as a βsoft powerβ is based upon interviews, which result in respondentsβ typology development; political information channels were defined; and the influence of education and social inclusion upon political communication was characterized. The resulting characteristics of migrantsβ political communication might be of high interest in terms of migration policy regulation and understanding the issue of migration quotas and help to predict structural changes in society and also to provide the basis for making decisions on the effective use of public diplomacy tools. At the same time, we believe that via public diplomacy tools it is necessary to rely on not only separate national cultural aspects but also the whole civilizational imageβthe so-called nationβs gestalt

Single-industry Arctic towns are facing a number of troublesome demographic trends: decline in the share of youth in the population structure, ageing of the population and reduction of the labor force in the labor market, general depopulation particularly characteristic of sparsely populated settlements. Concentration of people in big cities and "dying" of small towns in the Arctic are accompanied by huge demographic changes and increasing migration. Our study allows a comprehensive approach to studying 18 single-industry Arctic towns and settlements of the Russian Federation. The research is based on the methodology for assessment of demographic potential of territories developed by N.M. Rimashevskaya. Statistical data on single-industry Arctic towns and settlements was accumulated from Rosstat. Analysis of vacancies at three leading recruiting agencies of the Russian Federation helped to identify top-5 occupations in the Arctic single-industry towns. The occupations in demand were represented by both the number of vacancies the range of wages. Arctic residentsβ problems in 18 Arctic towns over the past year were also analyzed via social networks. In conclusion, there are put forward proposals to improve the system of management of sustainable development and modernization of the single-industry Arctic towns.

Article deals with sociological survey results of two respondents types (foreign labour migrants and local community) within five Russian Arctic regions. Survey results of foreign labour migrants made it possible to create a foreign labour migrant profile in the Russian Arctic. Survey results of local community in the Russian Arctic made it possible to calculate both Conflict Index and Tolerance Index in relation to five Russian Arctic regions. It turned out that Conflict Index is still quite high at Republic of Karelia and Republic of Sakha. More peaceful situation takes place at Chukotka Autonomous District and Murmanskya oblast. Both empirical study and its theoretical generalization revealed foreign labour migrantsβ integration issues in the Arctic as well as what might happen when social climate fluctuates.
The goal of this article is to identify opportunities for cooperation between local communities and foreign labour migrants in the Arctic taking into account socio-economic and ethnic traits of Russian Arctic regions. Based on sociological toolkit a theoretical rationale was formulated in order to demonstrate how foreign labour migrantsβ integration in the Arctic regions occurs and what might happen when social climate fluctuates. A structural model determining interethnic conflicts likelihood was also applied for predictive evaluation

In 2022 the North-Eastern Federal University by M. Ammosov and Petrozavodsk State University β are the two members of a newly established RACAI (Russian-Asian Consortium for Arctic Research) have submitted a project proposal entitled "Human Capital and Social Infrastructure of Arctic Territories next to the Northern Sea Route Water Area". The Observatory of Finno-Ugric Indigenous Peoples in the Republic of Karelia
The article deals with the potential rights implementation assessment for the Karelians, the Vepsians, and the Finns β indigenous minorities and ethnic (national) minorities in the Republic of Karelia. The purpose of the article is to form an observational passport of the indigenous small-numbered peoples of the Republic of Karelia (i.e., the Vepsians, the Karelians, and the Finns), which would record the varying degrees of satisfaction of the indigenous small-numbered population of the Republic with the results of the policy pursued. The subject of this article is the peculiarities of the potential rights implementation Karelians, Vepsians, and Finns - indigenous peoples and ethnic (national) minorities of Karelia. As part of the study, a tool was developed to assess the potential rights implementation in the Republic of Karelia - an observational passport of indigenous peoples. The presented material is based on the results of a survey organized in the fall of 2017 in all municipalities of the Republic of Karelia. The authors substantiate the differentiation of potential rights implementation of the indigenous peoples of the Republic in 4 sectors (economic, social, cultural, and religious), according to 3 levels (low, medium, and high). It was found that the low potential rights implementation in almost every sector of the study is typical of the Vepsians, the Karelians, and the Finns are generally characterized by the potential rights implementation of the average level
