Preliminary analysis of Skylab RADSCAT results over the ocean
Preliminary observations at 13.9 GHz of the radar backscatter and microwave emission from the sea were analyzed using data obtained by the radiometer scatterometer on Skylab. Results indicate approximately a square-law relationship between differential scattering coefficient and windspeed at angles of 40 deg to 50 deg, after correction for directional effect, over a range from about 4 up to about 25 meters/sec. The brightness temperature response was also observed, and considerable success was achieved in correcting it for atmospheric attenuation and emission. Measurements were made in June, 1973, over Hurricane Ava off the west coast of Mexico and over relatively calm conditions in the Gulf of Mexico and Caribbean Sea

Preliminary report on Skylab S-193 Radscat measurements of Hurricane Ava
The author has identified the following significant results. The Skylab RADSCAT instrument S-193 was operated on 6 June 1973 while the spacecraft flew past Hurricane Ava in the eastern Pacific Ocean. Scatterometer returns at all polarizations and radiometer measurements were obtained from a section through the storm with winds up to 48 knots at 52 deg incident angle and 35 knots at 45.5 deg incident angle. These first hurricane scatterometer measurements indicate reasonable correlation between wind speed and backscatter, with horizontal response much stronger than the vertical response at 52 deg. Each of the sections through the hurricane contains an as yet unexplained dip in cross section at a point 200 to 300 km prior to passing the eye. The response at a point where the radiometer signal's dramatic increase indicates strong rain is also accompanied by a strong increase in the backscattered signal. No attempt has been made to make a thorough correlation of radiometric response with wind speed, but the atmospheric contribution to the radiometer signal is quite apparent
The Current-Temperature Phase Diagram of Layered Superconductors
The behavior of clean layered superconductors in the presence of a finite
electric current and in zero-magnetic field behavior is addressed. The
structure of the current temperature phase diagram and the properties of each
of the four regions will be explained. We will discuss the expected current
voltage and resistance characteristics of each region as well as the effects of
finite size and weak disorder on the phase diagram. In addition, the reason for
which a weakly non-ohmic region exists above the transition temperature will be

Detecting disparities in police deployments using dashcam data
Large-scale policing data is vital for detecting inequity in police behavior
and policing algorithms. However, one important type of policing data remains
largely unavailable within the United States: aggregated police deployment data
capturing which neighborhoods have the heaviest police presences. Here we show
that disparities in police deployment levels can be quantified by detecting
police vehicles in dashcam images of public street scenes. Using a dataset of
24,803,854 dashcam images from rideshare drivers in New York City, we find that
police vehicles can be detected with high accuracy (average precision 0.82, AUC
0.99) and identify 233,596 images which contain police vehicles. There is
substantial inequality across neighborhoods in police vehicle deployment
levels. The neighborhood with the highest deployment levels has almost 20 times
higher levels than the neighborhood with the lowest. Two strikingly different
types of areas experience high police vehicle deployments - 1) dense,
higher-income, commercial areas and 2) lower-income neighborhoods with higher
proportions of Black and Hispanic residents. We discuss the implications of
these disparities for policing equity and for algorithms trained on policing

Flux Lattice Melting and Lowest Landau Level Fluctuations
We discuss the influence of lowest Landau level (LLL) fluctuations near
H_{c2}(T) on flux lattice melting in YBaCuO (YBCO). We
show that the specific heat step of the flux lattice melting transition in YBCO
single crystals can be attributed largely to the degrees of freedom associated
with LLL fluctuations. These degrees of freedom have already been shown to
account for most of the latent heat. We also show that these results are a
consequence of the correspondence between flux lattice melting and the onset of

Why the lowest Landau level approximation works in strongly type II superconductors
Higher than the lowest Landau level contributions to magnetization and
specific heat of superconductors are calculated using Ginzburg - Landau
equations approach. Corrections to the excitation spectrum around solution of
these equations (treated perturbatively) are found. Due to symmetries of the
problem leading to numerous cancellations the range of validity of the LLL
approximation in mean field is much wider then a naive range and extends all
the way down to . Moreover the contribution of higher
Landau levels is significantly smaller compared to LLL than expected naively.
We show that like the LLL part the lattice excitation spectrum at small
quasimomenta is softer than that of usual acoustic phonons. This enhanses the
effect of fluctuations. The mean field calculation extends to third order,
while the fluctuation contribution due to HLL is to one loop. This complements
