    This slide presentation reviews the concepts of Earned Value reporting and Earned Value Metrics (EVM) and the implementation for the Constellation Program. EVM is used to manage both the contract and civil service workforce, and used as a measure of contractor costs and performance. The Program EVM is not as useful for Level of Effort tasking, for either contractor, or civil service employees. Some issues and concerns in reference to EVM and the process for the use of EVM for Mission assurance are reviewed

    This slide presentation reviews the Constellation Program Problem Reporting, Analysis and Corrective Action Process and System (Cx PRACA). The goal of the Cx PRACA is to incorporate Lessons learned from the Shuttle, ISS, and Orbiter programs by creating a single tool for managing the PRACA process, that clearly defines the scope of PRACA applicability and what must be reported, and defines the ownership and responsibility for managing the PRACA process including disposition approval authority. CxP PRACA is a process, supported by a single information gathering data module which will be integrated with a single CxP Information System, providing interoperability, import and export capability making the CxP PRACA a more effective and user friendly technical and management tool

    The Importance of Multilateral Safety Requirements for Human Spaceflight

    The International Space Station (ISS) Program initially implemented safety requirements in a series of bilateral agreements between NASA and each International Partner. As the program matured and multilateral processes began to be developed, the differences between these bilaterally agreed requirement sets became more significant. Efforts to develop multilateral safety requirements were hampered for many reasons including assessment of national standards used in the bilateral agreements, requirements baselines for existing contracts, and resource limitations to address requirements changes late in the development and operations phases. To avoid similar requirements issues in the future, international safety requirements need to be developed for human spaceflight. This paper will provide the background of the ISS bilateral Safety and Mission Assurance requirements and processes, describe the activities to develop multilateral safety requirements and processes, and give examples of issues that were encountered. Further, the paper will make recommendations regarding the development of international safety requirements for human spaceflight and the safety topics to be addressed

    As the principle center for NASA's Human Exploration and Development of Space (HEDS) Enterprise, the Johnson Space Center (JSC) leads NASA's development of human spacecraft, human support systems, and human spacecraft operations. To implement this mission, JSC has focused on developing the infrastructure and partnerships that enable the technology development for future NASA programs. In our efforts to develop key technologies, we have found that collaborative relationships with private industry and academia strengthen our capabilities, infuse innovative ideas, and provide alternative applications for our development projects. The American public has entrusted NASA with the responsibility for space--technology development, and JSC is committed to the transfer of the technologies that we develop to the private sector for further development and application. It is our belief that commercialization of NASA technologies benefits both American industry and NASA through technology innovation and continued partnering. To this end, we present the 1998-1999 JSC Research and Technology Report. As your guide to the current JSC technologies, this report showcases the projects in work at JSC that may be of interest to U.S. industry, academia, and other government agencies (federal, state, and local).
