    Standing on the brink of a biotechnology revolution in agriculture, it is timely to take stock of the investments and institutional trends regarding agricultural R&D worldwide. In this report we assemble and assess new and updated evidence regarding investments in agricultural R&D by public and private agencies, contrasting developments in rich and poor countries.The payoffs to investments in agricultural research are considerable, and appear to remain so, but there are new policy concerns about the roles of the public and private sectors in funding and carrying out the research, especially in light of the revolutionary changes in the underlying sciences and the incentives facing research (as intellectual property regimes become stronger and international trade in science and technologies grows). This report tracks trends in agricultural R&D over the past several decades.We also put research policies in a much longer timeframe, highlighting the critical importance that the accumulated stock of scientific knowledge has on today's productivity performance and its effect on innovation and economic growth in the future.

    Fisheries Stakeholders and Their Livelihoods in Tamil Nadu and Puducherry

    Fisheries Management for Sustainable Livelihoods (FIMSUL), is a project implemented by the Food and Agriculture Organization of the United Nations (FAO) with the Government of Tamil Nadu and Puducherry in India under the World Bank Trust Fund. The project aims at establishing frameworks, processes and building capacities of various stakeholders especially the Government, to facilitate the planning, design and implementation of appropriate fisheries development and management policies. The project includes a series of stakeholder consultations and consensus building apart from detailed review and analysis in the areas of stakeholders, livelihoods, policy, legal and institutional frame work and fisheries management. Based on this, the project comes up with various options. Stakeholder and livelihoods analysis is an essential part of the project. Hence, the team developed a detailed methodology for stakeholder consultations which includes district level stake holder consultation, focus group discussions, household interviews and validation meetings. The stakeholder and livelihoods analysis following the above steps were done through six NGO partners working along the coast of Tamil Nadu and Puducherry who were initially trained on the methodology. The NGO partners : PLANT, GUIDE, FERAL, SIFFS, DHAN Foundation and TMSSS, especially a team of dedicated staff engaged by them had done an excellent work in completing comprehensive field exercises and bringing out 12 district/regional reports. These are published separately. This report is a compilation, and complete analysis of the stakeholders and livelihoods based on all the field level consultations.This report is expected to be an important reference to primary stakeholders' perspective of the important stakeholders in the sector, the livelihoods and livelihoods changes, the adaptive and coping mechanism, the relationships between the stakeholders and their hopes and aspirations. For any development intervention for any sector or stakeholder group, region-wise in marine fisheries in Tamil Nadu and Puducherry, the information from this report could be an important starting point

    Mendel versus Malthus: Research, Productivity and Food Prices in the Long Run

    Over the past 50 years and longer, the supply of food commodities has grown faster than the effective market demand, in spite of increasing population and per capita incomes. Consequently, the real (deflated) prices of food commodities have steadily trended down. The past increases in agricultural productivity and production, and the resulting real price trends, are attributable in large part to technological changes enabled by investments in agricultural R&D. Evidence is beginning to emerge of a slowdown in the long-term path of agricultural productivity growth.     The Parsec-Scale Jets of the TeV Blazars H 1426+428, 1ES 1959+650, and PKS 2155-304: 2001-2004

    We present Very Long Baseline Array (VLBA) observations of the TeV blazars H 1426+428, 1ES 1959+650, and PKS 2155-304 obtained during the years 2001 through 2004. We observed H 1426+428 at four epochs at 8 GHz, and found that its parsec-scale structure consisted of a ~17 mJy core and a single ~3 mJy jet component with an apparent speed of 2.09 +/- 0.53c. The blazar 1ES 1959+650 was observed at three epochs at frequencies of 15 and 22 GHz. Spectral index information from these dual-frequency observations was used to definitively identify the core of the parsec-scale structure. PKS 2155-304 was observed at a single epoch at 15 GHz with dual-circular polarization, and we present the first VLBI polarimetry image of this source. For 1ES 1959+650 and PKS 2155-304, the current observations are combined with the VLBA observations from our earlier paper to yield improved apparent speed measurements for these sources with greatly reduced measurement errors. The new apparent speed measured for component C2 in 1ES 1959+650 is 0.00 +/- 0.04c (stationary), and the new apparent speed measured for component C1 in PKS 2155-304 is 0.93 +/- 0.31c. We combine the new apparent speed measurements from this paper with the apparent speeds measured in TeV blazar jets from our earlier papers to form a current set of apparent speed measurements in TeV HBLs. The mean peak apparent pattern speed in the jets of the TeV HBLs is about 1c. We conclude the paper with a detailed discussion of the interpretation of the collected VLBA data on TeV blazars in the context of current theoretical models for the parsec-scale structure of TeV blazar jets.Comment: 16 pages, Astrophysical Journal, in pres

    Over the past three decades the development of agricultural research staff in sub-Saharan Africa has been impressive. Developments in agricultural research expenditures were less positive. Many of the developments of the past decade in personnel, expenditures, and sources of support for public-sector R&D in Africa are not sustainable. The rapid buildup of research staff is not paralleled by an equal growth in financial resources. Spending per scientist has continuously declined during the past 30 years, but most dramatically during the 1980s.
