Risk Culture, A Necessity for the Risk Management Process Development in Public Institutions
The profound economic and financial crisis that has globally manifested recently has highlighted the managers and systems management’s inability to identify in the early stage, the existing dangers and to design strategies to reduce the negative effects. Organizations that have developed a culture of risk awareness and a high level of risk, have survived in a changing economic environment by reducing waste, cost reduction and strategic flexibility. In the post crisis period, many organizations are focusing all their energy to survive in an uncertain environment, trying to reduce losses, reduce costs and to achieve their objectives. When attention is directed to the risks, the concerns are often focused more for improving existing risk management system and less on developing a risk culture within the institution. THE EVALUATION OF EDUCATIONAL SERVICES QUALITY BY THE STUDENTS OF THE FACULTY OF ECONOMICAL SCIENCES "DIMITRIE CANTEMIR" CLUJ-NAPOCA
The evaluation of the educational services quality by the students represents an important element of the internal quality monitoring process for the identification of the necessary actions required in the continuous improvement of the offered educational quality, and on the other hand it represents an indicator of the university interest of having access at the student's point of view. Starting from the student needs, together with the staff involved in the evaluation and quality assurance committee of the Faculty of Economic Sciences Cluj-Napoca, "Dimitrie Cantemir" Christian University Bucharest, we elaborated a questionnaire for the evaluation of the educational services quality by the students, concerning: teaching-learning activities, available admission information, tutorial system, class schedule, material base, laboratory, course and seminar rooms equipments, administrative services, student organizations, counselling services offered by the faculty. The conclusions of the study were discussed with the faculty's management, decisions being made to take actions in order to increase the student satisfaction level. Women’s Participation in Decision Making in Public and Political Spheres in Ghana: Constrains and Strategies
The participation of women in public and political decision making process is a gender issue which has attracted a lot of attention. Despite constituting 51.2 per cent of the population, women in Ghana are still underrepresented in political and public decision making. Despite several instruments that make provision for women’s participation in political and public life, they still face numerous challenges. This paper examines existing literature on political and public decision making in order to (a) highlight the current status of women’s participation in political and public life, (b) identify factors that affect the participation of women in decision making and (c) give recommendations on what can be done to promote the participation of women in decision making at high levels. In Ghana, there are disparities between men and women with regard to equal access to public and political positions. Patriarchy, women playing multiple roles, lack of resources, male dominated work patterns are some of the factors that hinder the participation of women in political decision making processes. Strategies which include introduction of quotas, women empowerment and enforcement of affirmative action policies are suggested. Familiar transformative experiences
On the standard Paulian definition of epistemically transformative experiences (ETE), we can’t know what an ETE is like before we have it. ETEs are new kinds of experiences and, importantly, can’t be imagined—this is why they have a unique ability to teach us what a particular experience is like. Contra Paul, some philosophers (Sharadin, 2015; Wilkenfeld, 2016; Ismael, 2019; Kind, 2020; Daoust, 2021; Cath, 2022) have argued that transformative experiences can be imagined. A neglected consequence of this argument is that if transformative experiences can in fact be imagined, then it is unclear how they could be epistemically transformative. What do they teach us if we can imagine what they’re like in advance? I will argue not only that imaginable experiences can be transformative, but that experiences of a kind which an agent is experientially acquainted with can also be transformative. This latter kind of transformative experiences, which I will call familiar transformative experiences, are transformative not because the agent learns what a new kind of experience is like—by definition, they are not new kinds of experiences—but because the transformativeness of the experience is brought out by features of the agent experiencing them. Epistemic transformation in these cases may be explained by facts about the agent’s perspective and social environment, which allow them to appreciate elements of the experience they did not previously.Publisher PDFPeer reviewe
One year mortality after hospital admission as an indicator of palliative care need in the Western Cape, South Africa: an incident cohort study
Background: Globally there is an increasing awareness of the need for end-of-life care and palliative care in hospitalized patients that are in their final year of life. However, limited data are available in low and middle income countries which hinders the design and implementation of effective policies and health services for this patient group. Aim: To determine the proportion of patients who die within one year from their date of admission to hospital in public hospitals in South Africa. Design: Retrospective incident cohort study using record linkage of admission and mortality data. Setting: 46 acute care public hospitals in the Western Cape Province of South Africa. Results: Of the 10 761 patients (median age 44 years; IQR: 31 - 60) admitted to 46 hospitals over a 2 week period in March 2012, 1570 (14.6%) died within one year, the majority of the deaths occurring within the first 3 months. Mortality rose steeply with age as expected. The median age of death was 57.5 years; IQR: 45 - 70. A greater proportion of patients admitted to medical beds died in one year (21.3%) as compared with surgical beds (7.7%). Conclusion: Despite a median age under 60 years at admission, a large percentage of patients admitted to public sector hospitals in South Africa, an upper-middle income country with a high HIV and non-communicable disease burden, are in the final year of their lives. This finding highlights the need for planning and implementation of end-of-life and palliative care strategies for hospitals and patients
Trends in cardiovascular drug prescribing in Dutch general practice : role of patient and physician related characteristics
Hart- en vaatziekten behoren tot de belangrijkste doodsoorzaken in de westerse wereld. De behandeling van risicofactoren is in Nederland goed, maar nog niet optimaal. Uit promotieonderzoek van Jacoba Greving blijkt dat patiënten met meerdere risicofactoren (bijvoorbeeld hoge bloeddruk en diabetes) intensiever met medicatie behandeld kunnen worden. Daarentegen werden nieuwere bloeddrukverlagers kort na hun introductie al veelvuldig voorgeschreven. Dit terwijl nog niet alle effecten van deze medicijnen bekend waren en er voldoende alternatieven aanwezig waren. Huisartsen die een hoog gebruik van commerciële informatiebronnen rapporteerden, bleken vaker angiotensine-II-antagonisten dan andere antihypertensiva voor te schrijven.

A comparative study of the effects of liquidation or business rescue proceedings on the rights of the employees of a company
Whenever legal disciplines overlap interesting scenarios occur and differences in opinions create intellectual tension. One such interesting scenario occurs when employees’ rights are affected during a company’s liquidation or business rescue. The employees of a company are normally the last persons to find out that a company is struggling financially. They are also the only stakeholders who are in no position to negotiate their risk should the company be liquidated. It is therefore necessary to evaluate the rights given to employees during a company’s liquidation and business rescue. The fundamental ideologies of company law, insolvency law and labour law are challenged and examined to attempt a harmonizing result that respects the core of each discipline. It is crucial to determine whether an appropriate balance is struck between the interests of all the stakeholders of the company during these procedures.
The aim of this thesis is to evaluate whether South Africa manages to strike this balance. If employee rights are protected whilst a company is restructured back to solvency and success, this balance will be struck. An evaluation will also be made whether employees are always better protected during business rescue than in liquidation.
The study analyses employee rights in a company’s liquidation and during a company’s restructuring process. The comparative study of employee rights in liquidation and rescue is done with the jurisdictions of Australia and England – countries with similar procedures.
Important conclusions show that South Africa protects employee rights during business rescue procedures the best. An appropriate balance is indeed struck between the interests of all stakeholders of a company during business rescue procedures and employees are most of the time better off after a restructuring than in a liquidation. Should the recommendations for law reform be implemented in our legislation, South Africa will overcome the few obstacles currently in its way to be seen as a world leader where employee rights are concerned in liquidation proceedings as well as business rescue.Mercantile LawLL.
