    Aid Allocation of the Emerging Central and Eastern European Donors

    The paper examines the main characteristics of the (re)emerging foreign aid policies of the Visegrád countries (the Czech Republic, Hungary, Poland, Slovakia), concentrating on the allocation of their aid resources. We adopt an econometric approach, similar to the ones used in the literature for analyzing the aid allocation of the OECD DAC donors. Using this approach, we examine the various factors that influence aid allocation of the Visegrád countries, using data for the years between 2001 and 2008. Our most important conclusion is that the amount of aid a partner county gets from the four emerging donors is not influenced by the level of poverty or the previous performance (measured by the level of economic growth or the quality of institutions) of the recipients. The main determining factor seems to be geographic proximity, as countries in the Western-Balkans and the Post-Soviet region receive much more aid from the Visegrád countries than other recipients. Historical ties (pre-1989 development relations) and international obligations in the case of Afghanistan and Iraq are also found to be significant explanatory factors. This allocation is in line with the foreign political and economic interests of these new donors. While there are clear similarities between the four donors, the paper also identifies some individual country characteristics

    The interaction of interests and norms in international democracy promotion

    The existing research on international democracy promotion is characterised by a peculiar tension. On the one hand, many scholars agree that democracy promotion, since 1990, has indeed become a significant aim guiding the foreign and development policies of North-Western democracies. On the other hand, there is a far-reaching consensus that this normative goal is regularly ignored once it collides with economic and/or security interests. This article challenges the notion that we can understand the motives and drivers behind democracy promotion by assuming that interests and norms represent two neatly separated and clearly ranked types of factors. It argues that democracy promotion policies are the result of a complex interaction of interests and norms. After first developing this argument theoretically, the article presents results from a comparative research project on US and German democracy promotion that support this claim

    Published online: 22 July 2011This article compares the foreign policies of France and Germany in the 1990s towards the European Union (EU)'s special relationships with the countries of Africa, the Caribbean and the Pacific (ACP) on the one hand and the Central and Eastern European countries (CEEC) on the other. Whereas France advocated support for ACP interests, Germany supported those of the CEEC. We argue that French and German prioritisations cannot sufficiently be explained by rationalist, interest-based approaches (i.e. neorealism, economic liberalism and institutionalism) and offer a constructivist supplement to fill in the gaps. This approach is based on the concept of solidarity. First, we develop our theoretical concept and identify three principles of solidarity action (i.e. ties, need and effort). We then apply our concept of solidarity to show how French and German policies towards the Cotonou Agreement, concluded in 2000 with the ACP, and the EU's Eastern enlargement process were shaped by different social constructions of solidarity, resulting in strong preferential support for either the ACP (France) or the CEEC (Germany)
