The persistence of drought impacts across growing seasons: a dynamic stochastic analysis
Agricultural producers throughout much of the United States experienced one of the most severe droughts in the last 100 years during the years 1999-2006. The prolonged nature of this drought highlights a need to better understand the impacts and management of drought across growing seasons, rather than just within a growing season. Producers express specific concern about the tendency of drought impacts to persist even after drought itself has subsided. The persistence of drought impacts has received limited attention in the economics literature. The objectives of this study are two-fold: 1) to determine whether inter-year dynamics, in the form of agronomic constraints and financial flows, can cause persistence of a drought's impact in years subsequent to the drought, and 2) to determine whether the impact of one year of drought can alter the impact of a subsequent year of drought. A multi-year, dynamic and stochastic decision model is developed in a discrete stochastic programming framework and solved to address the objectives. The structure and parameters of the farm-level model are based on irrigated row crop farms in eastern Oregon, USA. Analysis of the model's solution reveals the following results: 1) the impact of a drought can persist long after the drought subsides, and 2) the impact of one year of drought can alter the impact of a subsequent year of drought. The Effect of the Pendency of Claims for Compensation Upon Behavior Indicative of Pain
Recent theories endeavoring to explain manifestations of pain in humans have increasingly recognized the effect of sociological and psychological processes on pain.This article reports findings made in a research project based on the hypothesis that the pendency of a claim for compensation has the effect of causing greater, more intense, and more persistent pain than would otherwise be experienced if persons had not sought compensation. The study assumed that pain can most accurately be measured by observing behavior indicative of pain and focused on data reflecting such behavior. The lawyer-author of this article thought the study might demonstrate that current compensation practices are a significant cause of pain behavior, and anticipated that such a finding could lead to revision of claims procedures or even changes in methods of compensation. The project revealed, however, no significant effects of either litigation or representation by attorneys upon the pain behavior of persons having workmen\u27s compensation claims with the Department of Labor and Industries of the State of Washington
Refractive Index of Humid Air in the Infrared: Model Fits
The theory of summation of electromagnetic line transitions is used to
tabulate the Taylor expansion of the refractive index of humid air over the
basic independent parameters (temperature, pressure, humidity, wavelength) in
five separate infrared regions from the H to the Q band at a fixed percentage
of Carbon Dioxide. These are least-squares fits to raw, highly resolved spectra
for a set of temperatures from 10 to 25 C, a set of pressures from 500 to 1023
hPa, and a set of relative humidities from 5 to 60%. These choices reflect the
prospective application to characterize ambient air at mountain altitudes of

The Pediatrician and Disaster Preparedness
Recent natural disasters and events of terrorism and war have heightened society's recognition of the need for emergency preparedness. In addition to the unique pediatric issues involved in general emergency preparedness, several additional issues related to terrorism preparedness must be considered, including the unique vulnerabilities of children to various agents as well as the limited availability of age- and weight-appropriate antidotes and treatments. Although children may respond more rapidly to therapeutic intervention, they are at the same time more susceptible to various agents and conditions and more likely to deteriorate if not monitored carefully.The challenge of dealing with the threat of terrorism, natural disasters, and public health emergencies in the United States is daunting not only for disaster planners but also for our medical system and health professionals of all types, including pediatricians. As part of the network of health responders, pediatricians need to be able to answer concerns of patients and families, recognize signs of possible exposure to a weapon of terror, understand first-line response to such attacks, and sufficiently participate in disaster planning to ensure that the unique needs of children are addressed satisfactorily in the overall process. Pediatricians play a central role in disaster and terrorism preparedness with families, children, and their communities. This applies not only to the general pediatrician but also to the pediatric medical subspecialist and pediatric surgical specialist. Families view pediatricians as their expert resource, and most of them expect the pediatrician to be knowledgeable in areas of concern. Providing expert guidance entails educating families in anticipation of events and responding to questions during and after actual events. It is essential that pediatricians educate themselves regarding these issues of emergency preparedness. For pediatricians, some information is currently available on virtually all of these issues in recently produced printed materials, at special conferences, in broadcasts of various types, and on the Internet. However, selecting appropriate, accurate sources of information and determining how much information is sufficient remain difficult challenges. Similarly, guidance is needed with respect to developing relevant curricula for medical students and postdoctoral clinical trainees

Hypohidrotic Ectodermal Dysplasia and Immunodeficiency with Coincident NEMO and EDA Mutations
Ectodermal dysplasias (ED) are uncommon genetic disorders resulting in abnormalities in ectodermally derived structures. Many ED-associated genes have been described, of which ectodysplasin-A (EDA) is one of the more common. The NF-κB essential modulator (NEMO encoded by the IKBKG gene) is unique in that mutations result in severe humoral and cellular immunologic defects in addition to ED. We describe three unrelated kindreds with defects in both EDA and IKBKG resulting from X-chromosome crossover. This demonstrates the importance of thorough immunologic consideration of patients with ED even when an EDA etiology is confirmed, and raises the possibility of a specific phenotype arising from coincident mutations in EDA and IKBKG
AMI observations of unmatched Planck ERCSC LFI sources at 15.75 GHz
The Planck Early Release Compact Source Catalogue includes 26 sources with no
obvious matches in other radio catalogues (of primarily extragalactic sources).
Here we present observations made with the Arcminute Microkelvin Imager Small
Array (AMI SA) at 15.75 GHz of the eight of the unmatched sources at
declination > +10 degrees. Of the eight, four are detected and are associated
with known objects. The other four are not detected with the AMI SA, and are
