    This paper makes an analysis of international developments over the past five years relating to the implementation of the general purpose criterion which is a central element of the Chemical Weapons Convention that ensures that the Convention covers all toxic chemicals. It examines how some of the recent international initiatives that are addressing chemicals that are of potential risk to public health or to the environment might be harnessed to implement the general purpose criterion thereby strengthening the Convention as a counter to the use of Toxic Industrial Chemicals and other chemicals either by States or by sub-State actors such as terrorists.U radu se analizira međunarodni razvoj događaja u posljednjih pet godina koji se odnosi na primjenu temeljnih općih kriterija - središnjeg elementa Konvencije za zabranu kemijskog oružja, koji osigurava da Konvencija obuhvaća sve otrovne kemikalije.     The development of direct payments in the UK: implications for social justice

    Direct payments have been heralded by the disability movement as an important means to achieving independent living and hence greater social justice for disabled people through enhanced recognition as well as financial redistribution. Drawing on data from the ESRC funded project Disabled People and Direct Payments: A UK Comparative Perspective, this paper presents an analysis of policy and official statistics on use of direct payments across the UK. It is argued that the potential of direct payments has only partly been realised as a result of very low and uneven uptake within and between different parts of the UK. This is accounted for in part by resistance from some Labour-controlled local authorities, which regard direct payments as a threat to public sector jobs. In addition, access to direct payments has been uneven across impairment groups. However, from a very low base there has been a rapid expansion in the use of direct payments over the past three years. The extent to which direct payments are able to facilitate the ultimate goal of independent living for disabled people requires careful monitoring

    Surface spin flip probability of mesoscopic Ag wires

    Spin relaxation in mesoscopic Ag wires in the diffusive transport regime is studied via nonlocal spin valve and Hanle effect measurements performed on permalloy/Ag lateral spin valves. The ratio between momentum and spin relaxation times is not constant at low temperatures. This can be explained with the Elliott-Yafet spin relaxation mechanism by considering the momentum surface relaxation time as being temperature dependent. We present a model to separately determine spin flip probabilities for phonon, impurity and surface scattering and find that the spin flip probability is highest for surface scattering.Comment: 5 pages, 4 figure

    Evidence of Vortex Jamming in Abrikosov Vortex Flux Flow Regime

    We report on dynamics of non-local Abrikosov vortex flow in mesoscopic superconducting Nb channels. Magnetic field dependence of the non-local voltage induced by the flux flow shows that vortices form ordered vortex chains. Voltage asymmetry (rectification) with respect to the direction of vortex flow is evidence that vortex jamming strongly moderates vortex dynamics in mesoscopic geometries. The findings can be applied to superconducting devices exploiting vortex dynamics and vortex manipulation, including superconducting wires with engineered pinning centers.Comment: 5 pages, 3 figure

    A multi-wavelength view of galaxy evolution with AKARI

    AKARI's all-sky survey resolves the far-infrared emission in many thousands of nearby galaxies, providing essential local benchmarks against which the evolution of high-redshift populations can be measured. This review presents some recent results in the resolved galaxy populations, covering some well-known nearby targets, as well as samples from major legacy surveys such as the Herschel Reference Survey and the JCMT Nearby Galaxies Survey.     A Widespread, Clumpy Starburst in the Isolated Ongoing Dwarf Galaxy Merger dm1647+21

    Interactions between pairs of isolated dwarf galaxies provide a critical window into low-mass hierarchical, gas-dominated galaxy assembly and the buildup of stellar mass in low-metallicity systems. We present the first VLT/MUSE optical IFU observations of the interacting dwarf pair dm1647+21, selected from the TiNy Titans survey. The Hα\alpha emission is widespread and corresponds to a total unobscured star formation rate (SFR) of 0.44 M_{\odot} yr1^{-1}, 2.7 times higher than the SFR inferred from SDSS data. The implied specific SFR (sSFR) for the system is elevated by more than an order of magnitude above non-interacting dwarfs in the same mass range. This increase is dominated by the lower-mass galaxy, which has a sSFR enhancement of >> 50. Examining the spatially-resolved maps of classic optical line diagnostics, we find the ISM excitation can be fully explained by star formation. The velocity field of the ionized gas is not consistent with simple rotation. Dynamical simulations indicate that the irregular velocity field and the stellar structure is consistent with the identification of this system as an ongoing interaction between two dwarf galaxies. The widespread, clumpy enhancements in star formation in this system point to important differences in the effect of mergers on dwarf galaxies, compared to massive galaxies: rather than the funneling of gas to the nucleus and giving rise to a nuclear starburst, starbursts in low-mass galaxy mergers may be triggered by large-scale ISM compression, and thus be more distributed.Comment: Accepted for publication in ApJ. 11 pages, 5 figures, 1 table.
