This result extends the famous Wigner-Araki-Yanase (WAY) theorem, and shows that accurate position measurements are only practically feasible if there is a large momentum uncertainty in the apparatus

Imprisonment for Nonpayment of Fines and Costs: A New Look at the Law and the Constitution

This note is based on the premise that a new understanding of the principles of sentencing has evolved during the past half-century. After articulating this thesis, one which has been more fully developed elsewhere, an assessment is made of the extent to which the more modern concepts of sentencing have been embodied in public policy as enunciated in statutes and court decisions, particularly decisions interpreting constitutional requirements. This examination reveals tha the existing rules and practices concerning imprisonment for fines and costs reflect uneasy compromises between competing policies and that these rules and practices are largely holdovers from an earlier time when both courts and legislatures proceeded on principles of sentencing quite different from those advocated by most contemporary penologists. A scattering of statutes and decisions, however, indicate that significant changes are beginning to take place, changes consistent with contemporary sentencing theory. Perhaps more important, it is submitted that developments in other areas of criminal procedure indicate that modern sentencing theory has an arguably important role in the extension of constitutional protections. The note concludes that the operative rules concerning imprisonment for fines and costs should be changed to reflect present day understanding of sentencing theory, that certain of these changes can be premised on constitutional mandates, and that others should be embodied in emendations of statutes and of the common law

Is Q Necessary? A Source, Text, and Redaction Critical Approach to the Synoptic Problem

This study addresses two critical questions. First, whether or not the sayings document Q exists, and second, whether or not it is easier to explain the origin of the Synoptic Gospels based solely on a literary relationship amongst the three, without reference to any lost sources or outside documents. This study further has implications for the nature of earliest Christianity, as Q is often thought to be a window into a pre-gospel Judaic Christian community that putatively existed in Galilee, who likely developed its theology prior to St. Paul the Apostle. In addition, if Q can be shown not to exist, there are implications as to the dates of both the Gospels of Matthew and Luke, with a re-dating of the gospels potentially under consideration. Similarly, this study may have implications for the study of the historical Jesus of Nazareth, as Mark and Q are often appealed to as two independent sources for Jesus’ sayings and teachings

A common theme that appears in the literature is that many large organisations around the world are positioning themselves to take advantage of the new internet economy. But what does this “positioning” entail? Is it the purchasing and implementation of the right technology? Is it the redesign of business processes? What skills are needed by these organizations? Recently there has been call in the Australian marketplace for information systems (IS) professionals to possess skills that can handle the move into E-business and Ecommerce. In accordance with this we sought the views of information systems professionals employed in the Australian and New Zealand marketplace about the skills mix necessary in the “E” world. The main results of this survey showed that the teamwork and deadlines dominated the business skills whilst knowledge of Ebusiness/ commerce models dominated the technical skills. The second phase of this research is to develop a more comprehensive list of business and technical skills

Online Reverse Auctions: who benefits?

The use of auctions as a tool for procurement by businesses existed well before the advent of the Internet. Initially the Internet was used to duplicate existing offline auction facilities. In the late 1990’s online B2B auctions were proliferating and were being adopted in a wide variety of circumstances. The reverse auction tool has evolved to take advantage of Internet technology and online auctions have been identified by many large organisations as a tool to achieve procurement savings. As companies adopt this technology it is important for them to understand the implications of this type of procurement. This paper adopts a case study approach to identify the issues for both buyers and sellers using this type of B2B application. It describes the conduct of a reverse auction, from the preliminary steps all the way to the final awarding of the contract. The case study is viewed through the eyes of a supplier undertaking a reverse auction for the first time. The main outcomes show that the auction vendor and buyer were major winners with the supplier expending considerable time and effort to participate in the auction only to realise that the auction places cost above all other factors in awarding the contract. The importance of cost over service delivery, customer support and buyer-supplier relationship was the bitter pill the supplier had to swallow
