    LUMIS: A Land Use Management Information System for urban planning

    The Land Use Management Information System (LUMIS) consists of a methodology of compiling land use maps by means of air photo interpretation techniques, digitizing these and other maps into machine-readable form, and numerically overlaying these various maps in two computer software routines to provide land use and natural resource data files referenced to the individual census block. The two computer routines are the Polygon Intersection Overlay System (PIOS) and an interactive graphics APL program. A block referenced file of land use, natural resources, geology, elevation, slope, and fault-line items has been created and supplied to the Los Angeles Department of City Planning for the City's portion of the Santa Monica Mountains. In addition, the interactive system contains one hundred and seventy-three socio-economic data items created by merging the Third Count U.S. Census Bureau tapes and the Los Angeles County Secured Assessor File. This data can be graphically displayed for each and every block, block group, or tract for six test tracts in Woodland Hills, California. Other benefits of LUMIS are the knowledge of air photo availability, flight pattern coverage and frequencies, and private photogrammetry companies flying Southern California, as well as a formal Delphi study of relevant land use informational needs in the Santa Monicas

    The combination band (110) of the two stretching fundamentals of D2O is reported and analyzed to yield nu0=5373.2 cm^–1 and the excited state moments of inertia 1.910, 3.931, and 5.929×10^–40 g cm^2. The same method of analysis applied to the unsymmetrical fundamental band (100) envelope gives nu0=2787.5 cm^–1 and the excited state moments 1.881, 3.876, and 5.843×10^–40 g cm^2

    Outer planet mission guidance and navigation for spinning spacecraft

    The orbit determination accuracies, maneuver results, and navigation system specification for spinning Pioneer planetary probe missions are analyzed to aid in determining the feasibility of deploying probes into the atmospheres of the outer planets. Radio-only navigation suffices for a direct Saturn mission and the Jupiter flyby of a Jupiter/Uranus mission. Saturn ephemeris errors (1000 km) plus rigid entry constraints at Uranus result in very high velocity requirements (140 m/sec) on the final legs of the Saturn/Uranus and Jupiter/Uranus missions if only Earth-based tracking is employed. The capabilities of a conceptual V-slit sensor are assessed to supplement radio tracking by star/satellite observations. By processing the optical measurements with a batch filter, entry conditions at Uranus can be controlled to acceptable mission-defined levels (+ or - 3 deg) and the Saturn-Uranus leg velocity requirements can be reduced by a factor of 6 (from 139 to 23 m/sec) if nominal specified accuracies of the sensor can be realized

    The Land Use Management Information System (LUMIS) is being developed for the city portion of the Santa Monica mountains. LUMIS incorporates data developed from maps and aerial photos as well as traditional land based data associated with routine city and county record keeping activities and traditional census data. To achieve the merging of natural resource data with governmental data LUMIS is being designed in accordance with restrictions associated with two other land use information systems currently being constructed by Los Angeles city staff. The two city systems are LUPAMS (Land Use Planning and Management System) which is based on data recorded by the County Assessor's office for each individual parcel of land in the city, and Geo-BEDS, a geographically based environmental data system

    Molecular-Dynamics Simulation of a Glassy Polymer Melt: Incoherent Scattering Function

    We present simulation results for a model polymer melt, consisting of short, nonentangled chains, in the supercooled state. The analysis focuses on the monomer dynamics, which is monitored by the incoherent intermediate scattering function. The scattering function is recorded over six decades in time and for many different wave-vectors. The lowest temperatures studied are slightly above the critical temperature of mode-coupling theory (MCT), which was determined from a quantitative analysis of the beta- and alpha-relaxations. We find evidence for the space-time factorization theorem in the beta-relaxation regime, and for the time-temperature superposition principle in the alpha-regime, if the temperature is not too close to the critical temperature. The wave-vector dependence of the nonergodicity parameter, of the critical amplitude, and the alpha-relaxation time are in qualitative agreement with calculations for hard spheres. For wave-vectors larger than the maximum of the structure factor the alpha-relaxation time already agrees fairly well with the asymptotic MCT-prediction. The behavior of the relaxation time at small wave-vectors can be rationalized by the validity of the Gaussian approximation and the value of the Kohlrausch stretching exponent.Comment: 23 pages of REVTeX, 13 PostScript figures, submitted to Phys.     Impacts of Ageing Population on Monetary and Exchange Rate Managements in Singapore

    This paper finds that the ageing of the population in Singapore will cause a reversal of the current net Central Provident Fund (CPF) contribution into a substantial net CPF withdrawal from 2025, with a peak occurring at 2035. The result is qualitatively robust to changes in the underlying assumptions of the projection. The paper then highlights the implications of this change on the exchange rate and monetary managements in Singapore. First, the Monetary Authority of Singapore (MAS)’s ability to influence Singapore’s exchange rate will be greatly hampered. Second, the net CPF withdrawal will mean sustained liquidity injection into (instead of the usual liquidity drain from) the economy. To avoid unnecessary inflation, the MAS has to find a sustainable way to mob up the excess liquidity due to the sustained liquidity injection. As a simple reversal of MAS’s current foreign exchange market operation will result in substantial shrinkage of foreign reserves, the paper proposes the issuance of government bonds to achieve the dual objectives of mobbing up the excess liquidity and avoiding the shrinkage of foreign reserves. This measure will also help the bond market development in Singapore. Finally, the paper proposes two other measures that can help maintain MAS’s influence on Singapore’s exchange rate to a reasonable level in the longer future.Ageing Population, Central Provident Fund, Exchange Rate System, Monetary Policy, Singapore.

    A series of compounds has been tested for effectiveness in lowering the melting temperature of poly A and of thymus DNA. The order of increasing activity was found to be: adonitol, methyl riboside (both negligible) < cyclohexanol < phenol, pyrimidine, uridine < cytidine, thymidine < purine, adenosine, inosine, deoxyguanosine < caffeine, coumarin, 2,6-dichloro-7-methylpurine. Urea was ineffective with poly A and only slightly effective with DNA. At a concentration of 0.3 M, purine lowered the Tm of DNA about 9°
