    Evaluation is an analytical and organized process to figure out the present positive influences, favourable future prospects, existing shortcomings and ulterior complexities of any plan, program, practice or a policy. Evaluation of policy is an essential and vital process required to measure the performance or progression of the scheme. The main purpose of policy evaluation is to empower various stakeholders and enhance their socio-economic environment. A large number of policies or schemes in different areas are launched by government in view of citizen welfare. Although, the governmental policies intend to better shape up the life quality of people but may also impact their every day’s life. A latest governmental scheme Saubhagya launched by Indian government in 2017 has been selected for evaluation by applying opinion mining techniques. The data set of public opinion associated with this scheme has been captured by Twitter. The primary intent is to offer opinion mining as a smart city technology that harness the user-generated big data and analyse it to offer a sustainable governance model

    © 2016 IEEE. With diabetes patients doubling every year especially in the UAE there is a need to curb this epidemic and help those who are affected to live an active life. Continuous monitoring of health indicators ensures prompt medical attention and reduction in fatalities. The primary challenge to continuously monitor diabetes is that glucose level measurement requires invasive methods. Moreover, continuous monitoring must happen remotely and therefore would require computing and networking technologies that is seamless, real-Time, high speed, and with large storage capacities. With the increasing penetration of smartphones, especially in the UAE, we propose a framework for continuous monitoring of diabetes on the smartphone platform.     The observation that the skills and attributes of Higher Education graduates in the U.A.E. are not matching the requirements and needs of the local industry and government is rather common and publicly expressed on several occasions. This has a number of implications in the local job market, with the most obvious of being that the management of the local businesses, especially the large ones, are hesitant to hire graduates. One of the questions arising from such a situation is whether the local Higher Education Institutions (HEIs) offer the correct curriculum in their programs in order to meet the needs of the local industries and government organizations. The aim of this study is to contextualize the current standing of the main pillars of Higher Education in the country, namely: accreditation of the local educational institutions, the educational institutions themselves, the local industry and businesses, and the local society in its entirety. Based on this foundation, it is expected that this study will function as a guide for more thorough and structured studies exploring the implications of the observed discrepancies between higher education delivery and local demand. Ultimately, such efforts will enable local HEIs to create and deliver programs that are much more in line with corporate demands and government strategic plans in the region
