    Disturbances, robustness and adaptation in forest commons: comparative insights from two cases in the Southeastern Alps

    Exposure to disturbances of different nature and scale can represent a threat for the survival of rural communities but also a stimulus to adjustment. Disturbance, robustness and adaptation are here examined through the lens of Forest Commons, as a typical institution, developed by communities in the southeastern Alps since several centuries. The paper relies on Commons' theory and further developments and carries out a historically-embedded analysis of disturbances, robustness and adaptation in Forest Commons of Slovenia and Veneto (Italy). Data have been drawn from multiple sources, following an approach based on an area scale and later on case-studies. The analysis focuses on evidence of Forest Commons\ub4 reactions to disturbances induced by political changes and State actions. Ostrom's design principles are used to test robustness of eight selected cases and identification of their adaptation patterns. The paper concludes by confirming Forest Commons as robust and adaptive socio-ecological systems and thus useful in Community Forestry conceptualisation. However, thanks to its cross-border analysis, it also points out future research needs for their better understanding

    To leave or not to leave? Understanding determinants of farmers' choices to remain in or abandon agri-environmental schemes

    Effectiveness of Agri-Environmental Schemes (AESs) as tools to enhance the rural environment can be achieved not only by increasing uptake rates, but also by avoiding participating farmers abandoning the scheme once they are in. For this reason, it is important to also consider what affects farmers\u2019 decisions to remain in the scheme rather than leave it at the end of the contractual obligation. However, up to now, there has been very little on this issue in the literature. The paper offers a contribution to this by revealing the role of determinants like the farmer\u2019s and farm structural characteristics, farmer\u2019s learning process, neighbourhood effect and the impact of changes in the policy design on the farmer\u2019s decision to remain in the scheme over a long time scale. This is examined in a long-standing scheme in the case study area, the Veneto Region of Italy. The paper uses duration analysis and is based on longitudinal panel-data of the entire population of 2000-2015 adopters. By using only data available in official regional records, it also provides regional policy-makers with an operational tool that is useful to analyse the impact of their AES design changes. The results of the duration models show that a larger farm size, a younger farmer age, the succession in the family farm, and the farmer\u2019s positive attitude towards the environment, trigger longer durations in AES. Similarly, the impact of the accumulation of the farmer\u2019s experience in the scheme management, as well as the neighbourhood effect increase the probability of remaining. Lastly, the changes in policy tailoring and targeting also have a positive impact on maintaining the farmer in the scheme. The paper concludes by noting that duration analysis can deliver useful results in order to guide policy-makers in the effort to steer higher levels of farmers\u2019 persistence in the scheme and provides some recommendations for a more mature agro-environmental policy design

    Disentangling the Diversity of Forest Care Initiatives: A Novel Research Framework Applied to the Italian Context

    In the effort of advancing the knowledge and disentangling the diversity of emerging forest-based initiatives for wellbeing, we propose (i) an umbrella definition – i.e. Forest Care Initiatives (FCIs), (ii) a custom-made repository to collect and systematize information on FCIs in Italy, (iii) and discuss a categorization scheme to cluster initiatives into three main categories according to target users, substitutability of the forest ecosystem and the specificity of the health contributions they aim to. We analysed 232 initiatives, showing a lively panorama of Italian FCIs mainly provided by privates and civil society. FCIs development appear to be occasions for, but not only, rural and marginal areas to deliver inclusive wellbeing services to a wide target of users and business opportunities. However, due to the novelty of this area of investigation, further research is needed to account for benefits, opportunities, and increase the knowledge on enabling forest environments

    The Global Warming Potential of Building Materials: An Application of Life Cycle Analysis in Nepal

    open6siThis paper analyzes the global-warming potential of materials used to construct the walls of 3 building types—traditional, semimodern, and modern—in Sagarmatha National Park and Buffer Zone in Nepal, using the life-cycle assessment approach. Traditional buildings use local materials, mainly wood and stone, while semimodern and modern buildings use different amounts of commercial materials, such as cement and glass wool. A comparison of the greenhouse gas emissions associated with the 3 building types, using as the functional unit 1 m2 of wall, found that traditional buildings release about one-fourth of the greenhouse gas emissions released by semimodern buildings and less than one-fifth of the emissions of modern buildings. However, the use of thermal insulation in the modern building walls helps to reduce the energy consumption for space heating and consequently to reduce the global warming potential. In 25 years, the total global warming potential of a traditional building will be 20% higher than that of a modern building.     Are non-industrial private forest owners willing to deliver regulation ecosystem services? Insights from an alpine case

    As non-industrial private forest owners own a large share of forests in Europe, their management choices can largely affect the delivery of forest ecosystem services of different types: provisional, regulation and cultural. The literature is rich in studies exploring the delivery of both provisional services (timber or wood products) and cultural ones (recreation or amenity). However, fewer researches have addressed the delivery of regulation services like regulation of climate, carbon sequestration or preservation of habitats. The paper intends to contribute to this scarce literature with a Southern European case study. It analyses whether non-industrial private forest owners from an Italian alpine region would be willing to deliver additional (i.e. beyond legal requirements) quantities of regulation forest ecosystem services, whether they would do so with or without payment, and what affects such willingness. Three services are analysed: habitat improvement, soil conservation and carbon sequestration. Three multinomial logit models are estimated on a sample of 106 non-industrial forest owners. The results show, among others, that the willingness to deliver regulation forest ecosystem services is enhanced when the service impacts also on the property scale: this result concurs with the literature which shows that non-industrial private forest owners very often maximise not only their profit but also their overall utility by considering the self-consumption of services. The paper concludes by providing indications for targeting and tailoring active forest management policies focused on non-industrial forest owners of Italian alpine regions

    A preliminary review of forest care initiatives for health in italy: identifying models and success factors

    INTRODUCTION: Forest Care Initiatives (FCIs) \u2013 meant as organized initiatives supporting active and passive interaction with forest ecosystems aimed at increasing levels of human wellbeing and quality of life- are becoming increasingly popular in many countries. On the one side FCIs can be a cost-effective solution to the increasing societal demand for health and well-being services; on the other they can be an opportunity for valuing forest resources and supporting development and social innovation in marginal areas. While the positive effects of contact with trees and forest ecosystems on health are increasingly studied and confirmed by scientific literature, there is a general lack of knowledge about the FCIs management models and their economic and institutional framework. In order to contribute filling this gap, this paper considers the Italian context, where FCIs have been recently introduced and are rapidly growing. The paper aims to present a review of the FCIs for health (FCIH), identifying different management models and the success factors of selected case studies, to support the development of future initiatives and inform policies. METHODS: Through an extended literature review encompassing scientific and grey contributions, formal and informal contacts with experts and practitioners, an updated state-of-the-art of the FCIH in Italy is developed, and representative case studies are selected. Quantitative and qualitative data are collected through interviews and participant observation. The contextual biophysical and institutional conditions and their interplay are presented through a conceptual framework, which helps identifying models and critical success factors (e.g. type and number of partnerships, type and number of services, type of forest ownership and management, target beneficiaries, business model, etc.). RESULTS: FCIH in Italy are quite recent -the first registered project was started in 2013- and still poorly coordinated. At present, the only example of network at national level is \u201cMontagna Terapia\u201d that keeps in connection dozens of different initiatives where forests are used as set for rehabilitation and social inclusion initiatives. Within analysed FCIH the role of forest resources ranges from a simple frame for the activities, to an \u201cactive\u201d instrumental function as a medium, and management activities vary accordingly. The target beneficiaries range from the general population, to people with very special needs and this heterogeneity reflects also on the organizational and business models. Common success factors among FCIH include the level of engagement of public sector agencies and key actors, and the value proposition. CONCLUSIONS: Understanding success factors, business models and the institutional context of FCIs is critical for the replicability and successful implementation of novel solutions. This paper represents a preliminary analysis of selected FCIH in Italy and a testing of the assessment conceptual framework. Although these first results are promising, further research and tests are needed to fine-tune the framework and facilitate the assessment and eventual transfer, up-scaling and innovation of successful models. While supporting the development of FCIs and benefiting the management of forest resource, research in this field might contribute to enhance stakeholders\u2019 awareness about FCIs and get informed about new opportunities for job creation and income diversification

    Radio-over-modes for C-RAN architecture with smart optical resources assignment

    In this paper we consider a centralized radio access network (C-RAN) architecture with a fully analog fronthaul link between remote radio heads (RRHs) and baseband units (BBUs) based on the radio over fiber (RoF) paradigm. Mode division multiplexing (MDM) and frequency division multiplexing (FDM) are employed to provide an additional multiplexing signal dimension to meet the huge bandwidth requirements of next generation (5G) wireless mobile systems. The main contribution of the paper is to prove that a smart resource assignment between the radio antennas and the mode/frequency dimensions allows the communication over the RRH-BBU link at rates that are comparable to those achieved by an ideal fronthauling where BBU and RRH are assumed to be co-located, even without any complex and costly optical equalization technique. Validation is on the radio-link capabilities employing multiple antennas to meet the demand for massive MIMO technology
