Balanced development of regional economic systems on the basis of smart specialization: european experience and opportunities for Ukraine

Basis of the research is the fundamental principles of the theories of regional and local economic development and administration, scientific elaborations of foreign scientists and the works of national researchers, which relate to the problems of regional development management. The article uses general scientific and special methods of research, in particular, logical, statistical that of system and comparative analysis and others.In the conditions of increasing integration processes, significant changes are taking place at the regional level of administration in Ukraine. Concession of greater autonomy to the regions, delegation of appropriate authorities concerning organization of the process of socio-economic development increases the complexity of managing regional economic systems. The state has transferred the powers and considerable resources in the sphere of regional development to the regional authorities. It requires the use of modern methods of regional administration that would meet not only a new status of regional economic systems, but also the environmental conditions characterized by a high level of instability. Smart specialization is a new tool of the European Union, which can help Ukraine to build up regional capability, taking into account two important approaches: local conditions and the knowledge economy. These approaches envisage identifying the competitive advantages and assets of the region, use of its innovation and scientific potential. The key to success of launching smart specialization strategy in Ukraine is real cooperation of the local authorities, the scientific community, the civil society and business, which will help Ukraine get an access to collaboration with European subregions, to increase the number of joint projects with the EU, to attract investors and to ensure “smart” use of manpower. System reformation of functioning regional economic systems of Ukraine, in the view of significant political and legal changes that have taken place in the country in recent years, becomes an area of special strategic importance at the national, regional and local levels and requires comprehensive scientific research and substantiation

Realities of development of small business of Ternnopils in conditions of institutional uncertfainty

Peculiarities of using adaptive modeling of strategies for development of small bussness enterpries in the conditions of decentralization

В умовах реформування влади підприємствам малого бізнесу доводиться шукати напрями економічного зростання, стабільності та розвитку на локальних ринках. Ефективним способом таких дій є адаптивне моделювання стратегій розвитку. Метою статті є обґрунтування необхідності розробки адаптивної стратегії розвитку підприємств малого бізнесу у мінливих умовах господарювання з виокремленням низки критеріїв оцінювання результатів адаптації, які б засвідчували ефективність діяльності бізнес-структур і користь застосування адаптаційних заходів за умов децентралізації. Об’єктом дослідження є процес моделювання адаптивних стратегій розвитку в умовах децентралізації. Методи, використані в дослідженні – аналіз, синтез, наукове узагальнення, системний підхід. Гіпотезою дослідження є припущення, що розвиток підприємств малого бізнесу в умовах реформування влади повинен орієнтуватися на використанні адаптивної стратегії. Виклад основного матеріалу. В умовах децентралізації підприємства малого бізнесу повинні вміти швидко та ефективно прилаштовуватися до змін ринкового середовища. Саме завдяки адаптивному моделюванню, підприємства мають можливість вийти із таких ситуацій з найменшими ризиками, адже мають напоготові розроблену свою адаптивну стратегію розвитку. В ході дослідження виділено 4 види адаптивних стратегій розвитку. З метою вибору досконалої стратегії, запропоновано структурно-логічну схему визначення адаптивної стратегії розвитку на основі оцінки 5 етапів. Оригінальність та практична значимість визначається формуванням адаптивних стратегій розвитку з пропозицією застосування методичного інструментарію – матриці. Висновки та перспективи дослідження. Вважаємо, що в умовах ОТГ, подальші дослідження будуть актуальними в економіко-математичному напрямі для розрахунку доцільності застосування пропонованих адаптивних стратегій розвитку.В условиях реформирования власти предприятиям малого бизнеса приходится искать направления экономического роста, стабильности и развития на локальных рынках. Эффективным способом таких действий является адаптивное моделирование стратегий развития. Целью статьи является обоснование необходимости разработки адаптивной стратегии развития предприятий малого бизнеса в меняющихся условиях хозяйствования с выделением ряда критериев оценки результатов адаптации, удостоверяющих эффективность деятельности бизнес-структур и пользу применения адаптационных мероприятий в условиях децентрализации. Объектом исследования является процесс моделирования адаптивных стратегий развития в условиях децентрализации. Методы, использованные в исследовании – анализ, синтез, научное обобщение, системный подход. Гипотезой исследования является предположение, что развитие предприятий малого бизнеса в условиях реформирования власти должен ориентироваться на использовании адаптивной стратегии. Изложение основного материала. В условиях децентрализации предприятия малого бизнеса должны уметь быстро и эффективно приспосабливаться к изменениям рыночной среды. Именно благодаря адаптивному моделированию, предприятия имеют возможность выйти из таких ситуаций с наименьшими рисками, ведь имеют наготове разработанную свою адаптивную стратегию развития. В ходе исследования выделено 4 вида адаптивных стратегий развития. С целью выбора совершенной стратегии, предложено структурно-логическую схему определения адаптивной стратегии развития на основе оценки 5 этапов. Оригинальность и практическая значимость определяется формированием адаптивных стратегий развития с предложением применения методического инструментария – матрицы. Выводы и перспективы исследования. Считаем, что в условиях ОТГ, дальнейшие исследования будут актуальными в экономико-математическом направлении для расчета целесообразности применения предлагаемых адаптивных стратегий развития.In the context of government reform, small businesses have to look for areas of economic growth, stability and development in local markets. An effective way of such actions is adaptive modeling of development strategies. The purpose of the research substantiation of the need to develop an adaptive strategy for the development of small businesses in changing economic conditions with the identification of a number of criteria for evaluating the results of adaptation, which would indicate the effectiveness of business structures and the benefits of adaptation measures in decentralization. The object of the research is the process of modeling adaptive development strategies in the context of decentralization. The methods of the research – analysis, synthesis, scientific generalization, systems approach. The hypothesis of the research is the assumption that the development of small businesses in terms of government reform should focus on the use of adaptive strategy. The statement of basic materials. In the context of decentralization, small businesses must be able to quickly and efficiently adapt to changes in the market environment. It is thanks to adaptive modeling that companies have the opportunity to get out of such situations with the least risk, because they have their adaptive development strategy ready. During the study, 4 types of adaptive development strategies were identified. In order to choose the perfect strategy, a structural and logical scheme for determining the adaptive development strategy based on the assessment of 5 stages is proposed. The originality and practical significance of the research is determined by the formation of adaptive development strategies with a proposal for the use of methodological tools – the matrix. Conclusions and perspectives of further research. We believe that in terms of OTG, further research will be relevant in the economic and mathematical direction to calculate the feasibility of the proposed adaptive development strategies
