Quantum theory of electric polarization nonlinearity in metal nanofilms
We develop a quantum theory of electron confinement in metal nanofilms. The
theory is used to compute the nonlinear response of the film to a static or
low-frequency external electric field and to investigate the role of boundary
conditions imposed on the metal surface. We find that the sign and magnitude of
the nonlinear polarizability depends dramatically on the type of boundary

Method of integrated assessment of regional system
Article presents the author's method of comparative assessment of cities and municipalities level of socio-economic development. It is based on application of a special approach, which allows to combine substantial analysis, quantitative and mathematical-statistical methods using the system of estimative indicators. Method allows obtaining conclusions of the comparative evaluation of the quality of regional socio-economic systems on the basis of solution of mathematical classification problems and includes stages of mathematical-statistical analysis of indicators, partial estimates in the context of the indicators and their blocks, summary assessment and classification/grouping of objects based on this assessment

Regional social potential as the catalyst of diffusion of innovations
Timelines of the topic is caused by the scientific and practical significance of the study and understanding of the relationship between a normative regulation system in innovation sphere and an economic behavior what responds to such a trend in modern economics and social sciences as a steady expansion of a range of non-economic studies of organizational and economic sphere. We have interpreted the innovation diffusion system as a system of social communication channels for distribution of social capital of the society in a particular region. The goal to identify the main effects of the influence of social innovation potential of a region in the distribution of innovations is set. The role of social capital and the entire totality of the real and potential economic resources to ensure sustainability of innovation diffusion processes are represented. The structural and functional methodological approach has been selected in the capacity of the key method for the study of this social phenomenon; it is based on views of institutionalism (neo-institutionalism) which are characterized by the idea of synthesis of economic and socio-cultural analysis. Since we are talking about establishing the relationships which are not amenable to formalization and mathematical modeling between the phenomenon of social institutions, social relations and the diffusion of innovations, the authors focus on a regulatory toolkit. Conceptual and methodological bases of the study correspond to such a direction of modern economic theory as formation of new research opportunities through development of social and cultural alternative to neo-classics. The paper content can be used in studies on interaction of socio-cultural and economic processes, in the course of teaching economic and social sciences, as well as in elaboration of management decisions in the field of socio-economic development and planning
Performance analysis of the region's medical institutions
In the process of the national healthcare system modernization the problem of Russian medical institutions performance becomes urgent. Today, the state of the healthcare system in the Russian Federation and its individual regions, such that in some important indicators Russia lags behind many foreign countries. Thus, in the short term the main goal of development and modernization of the national health care model is improving the efficiency, optimization and upgrading the existing system of healthcare. One of the most important aspects of achieving this global objective is the analysis of efficiency medical institutions activity of the Russian Federation. Thus, the purpose of this article is to analyze the efficiency of the medical institutions activity on the Republic of Tatarstan example. This paper deals with the analysis of the state of the regional healthcare system model, statistical data on the healthcare system situation in the country and evaluates the medical institutions activity of the Republic of Tatarstan. The final part of the paper sums up the performance analysis results and formulates the perspectives of development in the analysis of region's medical institutions consumer flows in a competitive market research
The application of geoinformation systems for the purposes of economical-statistical analysis
The research article discusses possibilities of modern GIS for solving problems of socio-economic analysis of regional and urban systems, and prospects of GIS support for implementation of basic functions of regional management. The experience of geoinformation technologies adoption in operation of the regional statistical agency is analyzed. Characteristics of structuralfunctional features of the GIS, oriented on solution of statistical analysis problems of regional systems of the Volga Federal district and the Republic of Tatarstan are given. Possibilities of its GIS-maps system and spatial databases, as well as in the authors' program package for operative preparation of the economic maps series for state estimation of main functional subsystems of the region, which enable to monitor economic activities in the regional municipalities are discussed

Some approaches for assessment of corrosion fatigue of materials and structural
components for power engineering equipment are presented. Here, the main attention was
paid for so-called “non-traditional” damages which are not predicted by normative
instructions and which are occurred as result of long time of exploitation or as result of
different reflections of operating regimes of equipment. Methods for strength and durability
assessment of materials and structural elements are stated on the fracture mechanics basis.
