The Making of a ‘Kumauni’ Artifact: The Epic Malushahi

This essay will look at the making of the social imaginary of Kumaun through the study of print media and the performance practice of a popular ballad from the region: Malushahi. During the last two centuries, this classic love story has seen various incarnations. It has been a part of many print versions in Kumauni, Garhwali, Hindi and English—as poetry, prose, a novel, plays, and stories for children. It has been included partially or in full in various folk collections of Kumaun. It has also generated a reasonable amount of discussion in academic circles. A definitive version of the text in Kumauni, Hindi and English, with notes and information about the singer Gopi Das, was produced by the anthropologist Konrad Meissner. Folklorists, historians, litterateurs, linguists, ethnomusicologists and anthropologists have paid great attention to both the form and content of its narrative. It has also been sung and recorded in many versions for radio, video, film, CD, DVD, and VCD. Various versions are available on YouTube. Probably its most popular form is that of a musical written and directed by Mohan Upreti and performed regularly since the 1980s by the Parvatiya Kala Kendra, Delhi. The transformation of this ballad from the folk repertoire to a modern musical and part of the canon of Kumauni literature marks the emergence of a Kumauni identity

A simple theory of protein folding kinetics

We present a simple model of protein folding dynamics that captures key qualitative elements recently seen in all-atom simulations. The goals of this theory are to serve as a simple formalism for gaining deeper insight into the physical properties seen in detailed simulations as well as to serve as a model to easily compare why these simulations suggest a different kinetic mechanism than previous simple models. Specifically, we find that non-native contacts play a key role in determining the mechanism, which can shift dramatically as the energetic strength of non-native interactions is changed. For protein-like non-native interactions, our model finds that the native state is a kinetic hub, connecting the strength of relevant interactions directly to the nature of folding kinetics

Minority Representation and Policy Choices: The Significance of Legislator Identity.

Disadvantaged groups tend also to constitute population minorities. One consequence of this is that the policies implemented by electorally accountable governments often fail to reflect minority interests. A policy solution is to enhance the political power of minority groups as a vehicle for promoting their policy interests. This paper analyzes the success of an electoral law, which does so by reserving seats for minority groups in legislatures, in promoting minority interests. The paper develops a theoretical model of the political process to analyze the policy impact of such a law. The key theoretical assumption, that candidates cannot commit to policies, implies that identity is relevant to policy choices. The analysis identifies economic reasons why this may lead parties to never field minority candidates. In such cases the model predicts that an electoral law of political reservation will influence policies. The paper takes advantage of the existence of such a law in India to test this prediction empirically. The principal finding is that minority representation has increased transfers to minorities. This suggests that political representation is central to the design of strategies that aim at promoting minority interests. More generally, the results indicate that legislator identity influences policies, and provide some support for the contention that politicians cannot fully commit to policies.Political economy, minorities, electoral law, India, panel data.
