    Preliminary evaluation of plasmix compound from plastics packaging waste for reuse in bituminous pavements

    Finding an appropriate technical solution for reusing waste plastics is crucial for creating a circular plastic economy. Although mechanical recycling is the best option for recycling post-consumer plastics, some heterogeneous mixed plastics cannot be recycled to produce secondary material due to their very low properties. In this case, alternative routes should be considered in order to limit their disposal as much as possible. Therefore, in order to solve the environmental problems in the landfills of plastic waste recycling, and to improve the mechanical performance of bitumen for road pavement, the reuse of these post-consumer plastic wastes are preliminarily evaluated for the modification of bitumen for road use. The field of polymers used so far and widely studied concerns virgin materials, or highly homogeneous materials, in case of recycled plastics. In this work, a highly heterogeneous mixed plastic—Plasmix—from the separate collection in Italy, is used as a bitumen modifier for road construction. The research focused on the dry (into the mixture) and wet (into the binder) addition of different content of the Plasmix compound, with the aim of assessing the feasibility of the modification itself. Results of the mechanical tests carried out prove an increase in performance and that there is a potential of the addition of the Plasmix compound both for binder and mixture modifications

    Hungarian International Development Cooperation: Context, Stakeholders and Performance

    This paper explores the domestic and international context of Hungary's emerging international development policy. Specifically, it looks at three factors that may influence how this policy operates: membership in the European Union (EU) and potential ‘Europeanization’, Hungary's wider foreign policy strategy, and the influence of domestic stakeholders. In order to uncover how these factors affect the country's international development policy, semi-structured interviews were carried out with the main stakeholders. The main conclusions are: (1) While accession to the EU did play a crucial role in restarting Hungary's international development policy, the integration has had little effect since then; (2) international development policy seems to serve mainly Hungary's regional strategic foreign policy and economic interests, and not its global development goals; and (3) although all the domestic development stakeholders are rather weak, the Ministry of Foreign Affairs (MFA) still seems to play a dominating role. Convergence with European requirements and best practices is, therefore, clearly hindered by foreign policy interests and also by the weakness of non- governmental stakeholders

    New Gauge Invariant Formulation of the Chern-Simons Gauge Theory

    A new gauge invariant formulation of the relativistic scalar field interacting with Chern-Simons gauge fields is considered. This formulation is consistent with the gauge fixed formulation. Furthermore we find that canonical (Noether) Poincar\'e generators are not gauge invariant even on the constraints surface and do not satisfy the (classical) Poincar\'e algebra. It is the improved generators, constructed from the symmetric energy-momentum tensor, which are (manifestly) gauge invariant and obey the classical Poincar\'e algebra.Comment: Shortened, to appear as Papid Communication-PRD/Nov/9

    Diel and seasonal patterns in water quality continuously monitored at a fixed site on the tidal freshwater Potomac River

    Recent advances in water quality monitoring have facilitated the acquisition of temporally rich datasets that allow comprehensive analysis of patterns and underlying processes and drivers at multiple scales. We analyzed data from a continuous water quality monitor on the tidal Occoquan River, a tributary of the tidal Potomac River and Chesapeake Bay. Temperature, conductivity, dissolved oxygen (DO), and pH were collected at 15 minute intervals from April through early November of 2010. Results of time series analysis indicate that, on a short-term basis, conductivity manifested an underlying semidiel pattern, presumably driven by tidal excursion. In comparison, DO, pH, and temperature exhibited a diel pattern correlated with the daily light and temperature cycle. Longer-term patterns were related to longer-term climatic factors such as a dry summer with low freshwater inputs, seasonal progressions of light and temperature, and a river discharge spike in early October. Examination of multiday patterns in DO and pH using 15 minute data during a climatically stable period illustrated both diel and semidiel patterns. Patterns in a period of strong hydrological forcing revealed a disruption of diel and semidiel patterns for several days with a general restoration of patterns thereafter. Both diel and seasonal data suggest that abundant submerged aquatic vegetation in the study area was the main primary producer component driving diel and seasonal DO and pH patterns

    A nonhomogeneous boundary value problem in mass transfer theory

    We prove a uniqueness result of solutions for a system of PDEs of Monge-Kantorovich type arising in problems of mass transfer theory. The results are obtained under very mild regularity assumptions both on the reference set Ω⊂Rn\Omega\subset\mathbf{R}^n, and on the (possibly asymmetric) norm defined in Ω\Omega. In the special case when Ω\Omega is endowed with the Euclidean metric, our results provide a complete description of the stationary solutions to the tray table problem in granular matter theory.Comment: 22 pages, 2 figure

    Vancomycin resistant Enterococcus faecium (VRE) vertebral osteomyelitis after uneventful spinal surgery: A case report and literature review

    Objective Case report and literature review. Background Enterococcus faecium is an emerging pathogen responsible for post procedural infections in patients who have undergone spinal decompression surgery. In this case report, the authors discuss and review recent literature on approaches to post-operative spinal infection. Case report We herein report the case of a 55-year-old HIV-negative Caucasian Italian woman who showed vertebral osteomyelitis with abscesses around the interbody cage caused by an Enterococcus faecium vancomycin resistant gen-Van A, following a Transforaminal Lumbar Interbody Fusion (TLIF). The same strain was detected in disc biopsy, urine culture and rectal swab. After the implant (screws, bars and cage) was removed and a suitable medical therapy administered, the infection resolved completely. The strain was identified and its susceptibility profile was characterized; biofilm-associated genes and biofilm-induced antimicrobial resistance is highlighted. Conclusions In any case, the management of infections complicating spinal surgery is controversial, and various mono or combined surgical and/or anti-infective timing approaches to remove infected implants have been proposed. The authors suggest a multidisciplinary approach taking into account virulence, microbiological features of causative pathogens and patient's risk factors. More efforts should be directed towards the early identification of pathogens in surgical specimens

    Traps of multi-level governance. Lessons from the implementation of the Water Framework Directive in Italy

    During recent decades, different patterns of multi-level governance (MLG) have spread across Europe as a consequence of Europeanisation of public policies, which have increasingly adopted decentralized and participatory procedures conceived as a tool of more effective and accountable policy-making. It appears, however, that the implementation of operational designs based on MLG may be rather problematic and it does not necessarily bring to the expected performance improvements. Referring to the case of the EU Water Framework Directive (2000/60/EC), which conceives the creation of new multi-level institutional settings as a key tool for enacting a new holistic approach to water management and protection, this article explores the difficulties that the implementation of such settings has brought in Italy, despite some favorable pre-conditions existing in the country. Evidence is provided that along with institutional and agency variables, the implementation effectiveness of MLG arrangements promoted by the EU can be challenged by their inherent characteristics

    Influence of hand position on the near-effect in 3D attention

    Voluntary reorienting of attention in real depth situations is characterized by an attentional bias to locations near the viewer once attention is deployed to a spatially cued object in depth. Previously this effect (initially referred to as the ‘near-effect’) was attributed to access of a 3D viewer-centred spatial representation for guiding attention in 3D space. The aim of this study was to investigate whether the near-bias could have been associated with the position of the response-hand, always near the viewer in previous studies investigating endogenous attentional shifts in real depth. In Experiment 1, the response-hand was placed at either the near or far target depth in a depth cueing task. Placing the response-hand at the far target depth abolished the near-effect, but failed to bias spatial attention to the far location. Experiment 2 showed that the response-hand effect was not modulated by the presence of an additional passive hand, whereas Experiment 3 confirmed that attentional prioritization of the passive hand was not masked by the influence of the responding hand on spatial attention in Experiment 2. The pattern of results is most consistent with the idea that response preparation can modulate spatial attention within a 3D viewer-centred spatial representation
