    The paper argues against the currently fashionable case for “state minimalism”. It argues for a strong, activist state, though operating on a different basis and in different areas from the many recently failed interventionist states and many developing countries. The paper seeks to rescue alternative perspectives, such as the importance of the “civil society” that cuts across national boundaries. Global participation is examined. “Market-friendly” interventions are welcomed only if they are “people-friendly”. The role of the civil society, the problems of the post-socialist countries and the role of the fashionable slogans privatisation, liberalisation, deregulation and decentralisation are analysed. These are seen to call for many qualifications. The links between democracy, capitalism and development are reviewed. The social capital of trust and reciprocity that is invested in norms and networks of civic life is seen as a vital factor of effective government and economic progress. Should economic reform precede political reform in the countries in transition? Some lessons can be learned for the developing countries from the countries in transition. An analysis of the politics and the political economy of development aid follow. Buffers between donors and recipients are suggested, such as mutual monitoring of each other’s performance by recipients, a council of wise men and women, or a secretariat with genuinely global loyalties. A quiet style in aid-giving is also an option, when potential improvers are rewarded, without the imposition of conditionality. The paper then goes on to a presentation of various theories of the state. A non-maximising theory is recommended. It ends with a set of policy conclusions for governments and for aid agencies.

    Problems and research issues associated with the hybrid control of force and displacement

    The hybrid control of force and position is basic to the science of robotics but is only poorly understood. Before much progress can be made in robotics, this problem needs to be solved in a robust manner. However, the use of hybrid control implies the existence of a model of the environment, not an exact model (as the function of hybrid control is to accommodate these errors), but a model appropriate for planning and reasoning. The monitored forces in position control are interpreted in terms of a model of the task as are the monitored displacements in force control. The reaction forces of the task of writing are far different from those of hammering. The programming of actions in such a modeled world becomes more complicated and systems of task level programming need to be developed. Sensor based robotics, of which force sensing is the most basic, implies an entirely new level of technology. Indeed, robot force sensors, no matter how compliant they may be, must be protected from accidental collisions. This implies other sensors to monitor task execution and again the use of a world model. This new level of technology is the task level, in which task actions are specified, not the actions of individual sensors and manipulators

    Uncovering some causal relationships between productivity growth and the structure of economic fluctuations: a tentative survey

    This paper discusses recent theoretical and empirical work on the interactions between growth and business cycles. One may distinguish two very different types of approaches to the problem of the influence of macroeconomic fluctuations on long-run growth. In the first type of approach, which relies on learning by doing mechanisms or aggregate demand externalities, productivity growth and direct production activities are complements. An expansion therefore has a positive long-run effect on total factor productivity. In the second type of approach, hereafter labeled 'opportunity cost or 'learning-by-doing', productivity growth and production activities are substitutes. The opportunity cost of some productivity improving activities falls in a recession, which has a long-run positive impact on output. This does not mean, however, that recessions should on average last longer or be more frequent, since the expectation of future recessions reduces today's incentives for productivity growth. We also briefly discuss some empirical work which is mildly supportive of the opportunity cost approach, while showing that it can be reconciled with the observed pro-cyclical behavior of measured total factor productivity.     Design of QMF (Quadrature Mirror Filter) in spatial domain and edge encoding

    Simoncelli and Adelson have extended the one dimensional Quadrature Mirror Filter (QMF) to two dimensions with hexagon symmetry and three dimensional spatio-temporal extensions with rhombic-duodecahedray symmetry. Jain and Crochiere presented an excellent QMF design technique in the time domain. It is proposed to extend the design of a two dimensional QMF over a rectangular lattice in the spatial domain based primarily on the extension of the idea of Jain and Crochiere. In addition, the design will investigate the use of two dimensional Z-transformations. Since this proposed QMF is intended for the applications in image processing, all the important and interesting engineering issues will be addressed throughout the development phase. The design of a two dimensional QMF is discussed. The motivation is to achieve an extremely high data compression ratio. It is entirely possible to achieve dramatic results when pattern recognition techniques are employed. The final goal is the demonstration of extremely high data compression ratios using NASA pictures

    What’s Wrong with Contemporary Economics?

    It is argued that in educating economists we should sacrifice some of the more technical aspects of economics (which can be learned later), in favour of the compulsory inclusion of (a) philosophy, (b) political science and (c) economic history. Three reasons for interdisciplinary studies are given. In the discussion of the place of mathematics in economics fuzziness enters when the symbols a, b, c are identified with individuals, firms, or farms. The identification of the precise symbol with the often ambiguous and fuzzy reality, invites lack of precision and blurs the concepts. If the social sciences, including economics, are regarded as a “soft” technology compared with the “hard” technology of the natural sciences, development studies have been regarded as the soft underbelly of “economic science”. In development economics the important question is: what are the springs of development? We must confess that we cannot answer this question, that we do not know what causes successful development.
