    Characteristics of maize cultivars in Africa: how modern are they and how many do smallholder farmers grow?

    Open Access Journal; Published online: 17 March 2017Maize is the most important cereal and most widely cultivated staple that plays a key role in the food security of sub-Saharan Africa (SSA). Although some countries have achieved significant gains in maize productivity, the SSA average yields are far below what could be obtained with improved cultivars under good crop management. Low cultivar turnover is one among many contributing factors to low maize yields in SSA. At present, there is a critical knowledge gap on the identity, number, and age of maize cultivars currently grown by smallholder farmers on the continent. Results This study revealed that nearly 500 maize cultivars were grown in 13 African countries surveyed in the 2013/2014 main crop season. Sixty-nine percent of the cultivars each occupied 40% and four occupied >30% area. Approximately 32% of all the cultivars were hybrids, 23% were improved open-pollinated varieties (OPVs), and 46% were locals. Eastern Africa (EA) and southern Africa (SA) accounted for about 43 and 38%, respectively, of all the cultivars reported, whereas West Africa’s (WA) share was 19%. The average area planted to modern cultivars in the surveyed areas was estimated at 57%—with EA, SA, and WA estimates of 82, 55, and 36%, respectively; however, increased adoption was not necessarily always related to improved productivity, as the latter depends on many additional factors. Each household planted an average of 1.781 cultivars (range 1–8). The overall weighted average age of the cultivars was 15 years, with hybrids and OPVs being 13 and 18 years, respectively. Conclusions Maize variety turnover in SSA is slower than what is practiced in the USA and other world regions such as Latin America and Asia. The substantial variations among regions and countries in all parameters measured suggest a tailored approach to mitigation interventions. Findings of this current study pave the way for replacing the old cultivars with more recent releases that are tolerant or resistant to multiple stresses and are more resilient

    Analysis of adoption of conservation agriculture practices in southern Africa: mixed-methods approach

    In southern Africa, conservation agriculture (CA) has been promoted to address low agricultural productivity, food insecurity, and land degradation. However, despite significant experimental evidence on the agronomic and economic benefits of CA and large scale investments by the donor community and national governments, adoption rates among smallholders remain below expectation. The main objective of this research project was thus to investigate why previous efforts and investments to scale CA technologies and practices in southern Africa have not led to widespread adoption. The paper applies a multivariate probit model and other methods to survey data from 4,373 households and 278 focus groups to identify the drivers and barriers of CA adoption in Malawi, Zambia, and Zimbabwe. The results show that declining soil fertility is a major constraint to maize production in Zambia and Malawi, and drought/heat is more pronounced in Zimbabwe. We also find gaps between (a) awareness and adoption, (b) training and adoption, and (c) demonstration and adoption rates of CA practices in all three countries. The gaps are much bigger between awareness and adoption and much smaller between hosting demonstration and adoption, suggesting that much of the awareness of CA practices has not translated to greater adoption. Training and demonstrations are better conduits to enhance adoption than mere awareness creation. Therefore, demonstrating the applications and benefits of CA practices is critical for promoting CA practices in all countries. Besides, greater adoption of CA practices requires enhancing farmers’ access to inputs, addressing drudgery associated with CA implementation, enhancing farmers’ technical know-how, and enacting and enforcing community bylaws regarding livestock grazing and wildfires. The paper concludes by discussing the implications for policy and investments in CA promotion

    Smallholder farmers' willingness to pay for two-wheel tractor-based mechanisation services in Zambia and Zimbabwe

    Mechanisation is back among top development policy priorities for transforming African smallholder agriculture. Yet previous and ongoing efforts ubiquitously suffer from lack of scientific information on end-user effective demand for different types of mechanical innovations to inform public investment or business development programmes. We assess smallholder farmers' willingness to pay (WTP) for two-wheel tractor (2WT)-based ripping, direct seeding and transportation using a random sample of 2800 smallholder households in Zambia and Zimbabwe. Applying the Becker–DeGroot–Marschak Mechanism (BDM) experimental auctions, we find that at least 50% of sample households in Zambia and Zimbabwe were willing to pay more than the prevailing market prices for ripping. In nominal terms, sample households in Zimbabwe were willing to pay more than those in Zambia for the different services. Empirical results suggest that wealth is the strongest driver of WTP for tillage and seeding 2WT services while labour availability and using animal draft power reduce it. These findings imply a need to (i) raise awareness and create demand for 2WT-based services in an inclusive business manner that does not create perverse incentives and (ii) better target mechanisation to operations with comparative advantage, using approaches that bundle 2WT-based and other mechanisation services with asset-agnostic credit schemes or other interventions meant to overcome asset-mediated barriers

    Willingness to pay for agricultural mechanization services by smallholder farmers in Malawi

    One of the main barriers to adopting smallholder agricultural mechanization in developing countries is the mismatch between the economies of scale of machines and farm size. Private sector-led mechanization services hold a promise to address this challenge, but there is a lack of evidence on demand for smallholder mechanization services. This study estimates the farmers' willingness to pay for mechanization services using the double-bounded contingent valuation method and data from 1512 households. Results show that, on average, farmers are willing to pay 11%, 33%, and 5% more than prevailing market rates for land preparation, maize shelling, and transportation services, respectively. The amounts farmers are willing to pay for the mechanization services vary by sex, age group, size of cultivated land, the value of farmer assets, market access, and agroecology. Men are willing to pay 26%, 25%, and 11% more than women for land preparation, maize shelling, and transportation services. Moreover, 40% of female and 90% of male farmers are willing to pay more than or equal to the prevailing market rate for land preparation services. The high demand for mechanization services among smallholder farmers points to the need for making the machinery available to rural communities through mechanization service providers or machinery hiring centers run by the private sector.     Spatially differentiated nitrogen supply is key in a global food–fertilizer price crisis

    A regional geopolitical conflict and sudden massive supply disruptions have revealed vulnerabilities in our global fuel–fertilizer–food nexus. As nitrogen (N) fertilizer price spikes threaten food security, differentiated responses are required to maintain staple cereal yields across over- and underfertilized agricultural systems. Through integrated management of organic and inorganic N sources in high- to low-input cereal production systems, we estimate potential total N-fertilizer savings of 11% in India, 49% in Ethiopia and 44% in Malawi. Shifting to more cost-effective, high-N fertilizer (such as urea), combined with compost and integration of legumes, can optimize N in N-deficient systems. Better targeted and more efficient N-fertilizer use will benefit systems with surplus N. Geospatially differentiated fertilization strategies should prioritize high-N fertilizer supply to low-yield, N-deficient locations and balanced fertilization of N, P, K and micronutrients in high-yield systems. Nationally, governments can invest in extension and realign subsidies to enable and incentivize improved N management at the farm level

    Socioeconomic determinants of organic cotton adoption in Benin, West Africa

    Organic cotton relies on ecological processes and the use of natural resources to sustain the production system, unlike conventional cotton, mainly characterized by massive utilization of synthesis chemicals. In West Africa, where rural livelihoods are particularly vulnerable, organic cotton is expected to contribute not only to poverty reduction but also to strengthen households’ resilience. The objective of this study was to assess institutional and socioeconomic factors determining farmers’ decisions to adopt organic cotton. For this purpose, we applied a probit model on empirical data collected from producers of the Centre and the Northern parts of Benin. Overall, we found that organic cotton adoption is mainly determined by farmers’ socioeconomic characteristics, the physical distance between farm and house, and contact with extension and advisory services. Organic farming is more attractive to women compared to conventional farming. This because such type of cotton farming enables women to hold a separate cotton farm and thus increase their economic independence, whereas with the conventional system they depend mainly on the farm of the (male) head of the household. Older, less educated and low-income farmers who express environmental concern are more likely to adopt organic cotton. Subsequently, organic cotton should be considered as a prospective policy option to reach the poor and strengthen their livelihoods conditions while contributing to preserve the environment and natural resources. Furthermore, farmers who have their farm near home are more likely to adopt organic farming than those who have the farm far from their home. It also came out that organic farmers have more contacts with advisory and extension services. Finally, the study noted that there is still a need to enhance the extension system by: (1) exploring, designing, and upgrading innovative pedagogic tools such as videos and mobile phone technology to foster learning; and (2) strengthening organic farmer’s organizations and the linkage with agricultural research organizations for technology development

    Rebalancing global nitrogen management in response to a fertilizer and food security crisis

Across over- and under-fertilized agricultural systems, nitrogen (N) fertilizer price spikes will have very different effects and require differentiated responses. For staple cereal production in India, Ethiopia, and Malawi, our estimates of N-fertilizer savings show the value of integrated organic and inorganic N management. N-deficient systems benefit from shifting to more cost-effective, high-N fertilizer (such as urea), combined with compost and legumes. N-surplus systems achieve N savings through better targeted and more efficient N-fertilizer use. Globally, there is a need to re-balance access to N-fertilizers, while steering the right fertilizer to the right place, and managing N in combination with carbon through near-term interventions, while striving for longer-term sustainable management. Nationally, governments can invest in extension and re-align subsidies to enable and incentivize improved N management at the farm level
