    Consumer choice: Linking consumer intentions to actual purchase of GM labeled food products

    With a mandatory labeling scheme for GM food in Europe since 2004 measuring actual consumer choice in practice has become possible. Anticipating Europeans negative attitude toward GM food, the labeling was enforced to allow consumers to make an informed choice. We studied consumers actual purchase behavior of GM food products and compared this with their attitude and behavioral intention for buying GM food. We found that despite a majority of consumers voicing a negative attitude toward GM food over 50% of our European respondents stated that they did not actively avoid the purchase of GM food and 6% actually purchased one of the few available GM labeled food products in the period between September 2006 and October 2007. Our results imply that a voiced negative attitude of consumers in responses to questionnaires about their intentions is not a reliable guide for what they actually do in supermarkets. We conclude that the assumption of a negative attitude with regard to GM food is at least in part construed.BT/BiotechnologyApplied Science

    Implementing the Netherlands Code of Conduct for Scientific Practice: A Case Study

    Widespread enthusiasm for establishing scientific codes of conduct notwithstanding, the utility of such codes in influencing scientific practice is not self-evident. It largely depends on the implementation phase following their establishment—a phase which often receives little attention. The aim of this paper is to provide recommendations for guiding effective implementation through an assessment of one particular code of conduct in one particular institute. Based on a series of interviews held with researchers at the Department of Biotechnology of Delft University of Technology, this paper evaluates how the Netherlands Code of Conduct for Scientific Practice is received by those it is supposed to govern. While respondents agreed that discussion of the guiding principles of scientific conduct is called for, they did not consider the code as such to be a useful instrument. As a tool for the individual scientific practitioner, the code leaves a number of important questions unanswered in relation to visibility, enforcement, integration with daily practice and the distribution of responsibility. Recommendations are provided on the basis of these questions. There is more at stake than merely holding scientific practitioners to a proper exercise of their duties; implementation of scientific society codes of conduct also concerns the further motives and value commitments that gave rise to their establishment in the first place.BiotechnologyApplied Science

    Meta-responsibility in corporate research and innovation: A bioeconomic case study

    The term "responsibility" embodies many meanings, also in the context of corporate research and innovation (R&I). The approach of Responsible Research and Innovation (RRI) has emerged as a promoter for responsible conduct of innovation but so far lacks a systematic framework for describing, inventorying, and eventually managing different responsibilities that R&I units hold in companies and further in society. In this paper we take forward the idea of developing RRI into a "meta-responsibility" approach, for orchestrating responsibilities in corporate R&I. First, we introduce a frame for defining responsibility, which is inclusive of four elements (care, liability, accountability, and responsiveness), and is attentive to the intrinsic uncertainty of the R&I setting. Drawing on empirical data from interviews, we then examine how these responsibility elements become operationalised in an actual R&I project. As a result, we develop a meta-responsibility map for corporate R&I, bringing various and sometimes contradicting principles, expectations and obligations under the common terminology of responsibility. We suggest that such integrative outlook on responsibilities increases theoretical solidity and practical applicability of RRI as an innovation management approach. Regarding R&I practices, we conclude that the meta-responsibility map can support R&I units in exploring their co-existing and sometimes conflicting responsibilities, and in managing those responsibilities in the highly uncertain R&I setting. In particular, meta-responsibility shows applicability in (i) balancing risk and precaution, (ii) exposing and addressing concerns about the goals and impacts of innovation, and (iii) accelerating sectoral transition whilst securing one's own competitive advantage in it.BT/Biotechnology and Societ

    Extending bioenergy towards smart biomass use Issues of social acceptance at Park Cuijk, The Netherlands

    Background While the share of bioenergy in the overall energy supply has increased over the last decade, its social acceptance is fragile, mainly due to concerns about negative sustainability impacts. In this paper, we will investigate to what extent the extension of bioenergy towards ‘smart’ or ‘cascaded’ biomass use enhances a project’s social acceptance. Smart use involves the prioritised use of biomass for food and materials. Methods We adopt an explorative single case study approach to investigate issues of social acceptance. Our case is the Biobased Economy Park at Cuijk, in The Netherlands. The central element in this project is the revival of an existing but off-line biopower plant. For the power company involved, the integration of biopower into a broader smart use scheme, involving several new business partners, is a strategy to make the exploitation of the plant profitable again. For the data collection, we used interviews, as well as information provided by members of our expert panel, in addition to information collected from websites and provided at a bioeconomy event. The data was analysed by taking existing conceptual work on the social acceptance of renewable energy innovation as a guide. Results We found that issues of social acceptance changed rather than diminished when entrepreneurs extended a project’s focus from biopower to smart biomass use. This change can be observed in relation to all three conceptual categories: market acceptance, sociopolitical acceptance and community acceptance. Conclusions We conclude that the extension from bioenergy towards smart biomass use does not necessarily enhance a project’s social acceptance. Compared to the social acceptance of renewable energy innovation, the social acceptance of smart biomass use is fuzzier, more open to recursive patterns and more dependent upon inter-firm trust. Importantly, embracing the principle of smart biomass use instigates the question of how biomass use can be optimised—either with or without purposes related to energy. We suggest further comparative case study research into the social acceptance dynamics of smart biomass use, for which we identify the following variables as relevant: the type of bioenergy, the sector that takes the initiative, the greenfield character of the project and the complexity of the smart use scheme.Values Technology and InnovationTechnology, Policy and Managemen

    Sunscreens with Titanium Dioxide (TiO2) Nano-Particles: A Societal Experiment

    The risks of novel technologies, such as nano(bio)technology cannot be fully assessed due to the existing uncertainties surrounding their introduction into society. Consequently, the introduction of innovative technologies can be conceptualised as a societal experiment, which is a helpful approach to evaluate moral acceptability. This approach is illustrated with the marketing of sunscreens containing nano-sized titanium dioxide (TiO2) particles. We argue that the marketing of this TiO2 nanomaterial in UV protective cosmetics is ethically undesirable, since it violates four reasonable moral conditions for societal experimentation (absence of alternatives, controllability, limited informed consent, and continuing evaluation). To remedy the current way nanosized TiO2 containing sunscreens are utilised, we suggest five complementing actions (closing the gap, setup monitoring tools, continuing review, designing for safety, and regulative improvements) so that its marketing can become more acceptable.BiotechnologyApplied Science

    Human health impacts of aviation biofuel production: Exploring the application of different life cycle impact assessment (LCIA) methods for biofuel supply chains

    The life cycle human health (HH) impacts related to aviation biofuels have been understood in a limited way. Life cycle impact assessment (LCIA) methods for assessing HH are often associated with a high level of uncertainty and a low level of consensus. As a result, it remains challenging to perform a robust assessment of HH impacts with a suitable LCIA method. This study aims to systematically compare six commonly used LCIA methods for quantifying HH impacts, in order to empirically understand the potential impacts of aviation biofuel production on HH and how the results are affected by the choice of methods. Three aviation biofuel production pathways based on different feedstocks (sugarcane, eucalyptus, and macauba) were analyzed and compared to fossil aviation biofuels, on the basis of a functional unit of 1 MJ aviation fuel. The majority of the LCIA methods suggest that, in respect to midpoint impacts, macauba-based biofuel is associated with the lowest impacts and eucalyptus-based biofuel the highest; whereas at endpoint level, the results are more scattered. The LCIA methods agree that biomass conversion into aviation biofuel, H2 production, and feedstock cultivation are major contributors to life cycle HH impacts.     Societal and Ethical Issues in Industrial Biotechnology

    In this chapter we aim to give an overview of the main societal and ethical issues that are currently voiced around industrial biotechnology. We will illustrate this with some recent cases, such as the development of synthetic artemisinin, synthetic vanillin and vegetable oil produced by engineered algae. We show that current societal and ethical issues in industrial biotechnology centre on the following five themes: sustainability, naturalness, innovation trajectories, risk management and economic justice. In each of these themes, clashing public opinions fuel the public debate on the acceptability of new industrial biotechnology. In some cases this has led to the failure of otherwise promising innovations. In the last part, we provide suggestions on how to deal with these ethical and societal aspects based on the approach of Responsible Research and Innovation (RRI).BT/Biotechnology and Societ

    Creative tensions: mutual responsiveness adapted to private sector research and development

    The concept of mutual responsiveness is currently based on little empirical data in the literature of Responsible Research and Innovation (RRI). This paper explores RRI’s idea of mutual responsiveness in the light of recent RRI case studies on private sector research and development (R&D). In RRI, responsible innovation is understood as a joint endeavour of innovators and societal stakeholders, who become mutually responsive to each other in defining the ‘right impacts’ of the innovation in society, and in steering the innovation towards realising those impacts. Yet, the case studies identified several reasons for why the idea of mutual responsiveness does not always appear feasible or desirable in actual R&D situations. Inspired by the discrepancies between theory and practice, we suggest three further elaborations for the concept of responsiveness in RRI. Process-responsiveness is suggested for identifying situations that require stakeholder involvement specifically during R&D. Product-responsiveness is suggested for mobilising the potential of innovation products to be adaptable according to diverse stakeholder needs. Presponsiveness is suggested as responsiveness towards stakeholders that are not (yet) reachable at a given time of R&D. Our aim is to contribute to a more tangible understanding of responsiveness in RRI, and suggest directions for further analysis in upcoming RRI case studies.BT/Biotechnology and Societ

    Capability Approach and Inclusion: Developing a Context Sensitive Design for Biobased Value Chains

    Biomass such as crops and agricultural waste is increasingly used as the primary resource for products like bioplastics and biofuels. Incorporating the needs, knowledge, skills and values of biomass producers in the design of global value chains – the steps involved in creating any finished product from design to delivery – can contribute to sustainability, reliability and fairness. However, how to involve biomass producers, especially if they are resource poor, remains a challenge. To make sure that inclusion in global biobased value chains is both fair and effective, the capabilities of relevant actors need to be taken into account, especially of those producing biomass. Access to resources determines to what extent a specific actor can participate in a global value chain. Therefore, differences in capabilities should be a central consideration when new (biobased) value chains are designed. Using the capability approach as an ethical framework to realize inclusion, we discern three complementary strategies for setting up inclusive value chains. Firstly, designing for local conversion factors second, providing adaptive design for new capabilities, and third, investing in local conversion factors. Applying these strategies can lead to context-sensitive design of biorefineries that allow for true inclusion of local stakeholders. We support these claims with reference to case-studies of sugarcane production in Jamaica, modified tobacco in South Africa and the non-edible parts of corn (stover) in the US.BT/Biotechnology and Societ
