This article analyses the most relevant aspects of the policy networks concept. On the example of a number of issues, the change in focus of scientific interest in this approach found out. In that case, we examine the heuristic potential and applicability of this theory in the Russian political science and political practice. This article aims at the modern immigration problems through the concept of complexity. The paper includes the case study of social network analysis of illegal migration in Greece made and visualized in UCINET program v. 6.205 (Net-draw v. 2.097). The specific character of modern immigration reflects the number of problems and features of the modern world as well as political processes. This paper aims at reviewing the connection between the network structures and hierarchies in contemporary public policy of the Russian Federation, based on the theoretical and practical experience of the policy network concept. It's based on the hypothesis that the current political system of Russia has a number of issues that are not possible to solve with the help of only social networking, or only administrative resource. The situation indicates the need a hybrid strategy of cooperation between state and civil society and the introduction of the heterarchy concept as a form of governance and political decision-making. The article studies the possibilities of using communicative and interdisciplinary approaches in the modern world with the formation and distribution of terrorist organizations that, within the framework of this study, solve the problem of using the Arabic language to propagate relevant ideas, recruitment, manipulation, etc. Particular attention is paid to the principle of a linguistic approach, where such methods as self-identification, consolidation, the formation of semantic networks can be implemented. Language is not only a solution to the many problems of modern society, but also requires new efforts. Heat capacity signature of frustrated trimerons in magnetite
Recently it has been proposed that the long-range electronic order formed by trimerons in magnetite should be frustrated due to the great degeneracy of arrangements linking trimerons. This result has important consequences as charge ordering from the condensed minority band electrons leads to a complex 3D antiferro orbital order pattern. Further more, the corner sharing tetrahedra structure of spinel B-sites supports frustration for antiferromagnetic alignments. Therefore frustration due to competing interactions will itself induce disorder and very likely frustration in the spin orientations. Here we present very low temperature specific heat data that show two deviations to the magnons and phonons contributions, that we analyze in terms of Schottky-type anomalies. The first one is associated with the thermal activation across both ferroelastic twin and ferromagnetic anti-phase domains. The second Schottky-type anomaly displays an inverse (1/H) field dependence which is a direct indication of the disordered glassy network with macroscopically degenerated singular ground states. Electronic Structure of Disclinated Graphene in an Uniform Magnetic Field
The electronic structure in the vicinity of the 1-heptagonal and 1-pentagonal
defects in the carbon graphene plane is investigated. Using a continuum gauge
field-theory model the local density of states around the Fermi energy is
calculated for both cases. In this model, the disclination is represented by an
SO(2) gauge vortex and corresponding metric follows from the elasticity
properties of the graphene membrane. To enhance the interval of energies, a
self-consistent perturbation scheme is used. The Landau states are investigated

Cosmological density perturbations from conformal scalar field: infrared properties and statistical anisotropy
We consider a scenario in which primordial scalar perturbations are generated
when complex conformal scalar field rolls down its negative quartic potential.
Initially, these are the perturbations of the phase of this field; they are
converted into the adiabatic perturbations at a later stage. A potentially
dangerous feature of this scenario is the existence of perturbations in the
radial field direction, which have red power spectrum. We show, however, that
to the linear order in the small parameter - the quartic self-coupling - the
infrared effects are completely harmless, as they can be absorbed into field
redefinition. We then evaluate the statistical anisotropy inherent in the model
due to the existence of the long-ranged radial perturbations. To the linear
order in the quartic self-coupling the statistical anisotropy is free of the
infrared effects. The latter show up at the quadratic order in the
self-coupling and result in the mild (logarithmic) enhancement of the
corresponding contribution to the statistical anisotropy. The resulting
statistical anisotropy is a combination of a larger term which, however, decays

Forest Biomass Observation: Current State and Prospective
With this article, we provide an overview of the methods, instruments and initiatives for forest biomass observation at a global scale. We focus on the freely available information provided by both remote and in-situ observations. The advantages and limitation of various space borne methods, including optical, radar (C, L and P band) and LiDAR, as well as respective instruments available on the orbit (MODIS, Proba-V, Landsat, Sentinel-1, Sentinel-2 , ALOS PALSAR, Envisat ASAR) or expecting (BIOMASS, GEDI, NISAR, SAOCOM-CS) are discussed. We emphasize the role of in-situ methods in the development of a biomass models, providing calibration and validation of remote sensing data. We focus on freely available forest biomass maps, databases and empirical models. We describe the functionality of Biomass.Geo-Wiki.org portal, which provides access to a collection of global and regional biomass maps in full resolution with unified legend and units overplayed with high-resolution imagery. The Forest-Observation-System.net is announced as an international cooperation to establish a global in-situ forest biomass database to support earth observation and to encourage investment in relevant field-based observations and science. New precise determination of the \tau lepton mass at KEDR detector
The status of the experiment on the precise lepton mass measurement
running at the VEPP-4M collider with the KEDR detector is reported. The mass
value is evaluated from the cross section behaviour around the
production threshold. The preliminary result based on 6.7 pb of data is
MeV. Using 0.8 pb of data
collected at the peak the preliminary result is also obtained:
