    The paper illustrates the development of an evaluation model for supporting the decision-making process related to an urban regeneration intervention. In particular, the study proposes an original multi-methodological approach, which combines SWOT Analysis, Stakeholders Analysis and PROMETHEE method for the evaluation of alternative renewal strategies of an urban area in Northern Italy. The article also describes the work carried out within an experts' panel that has been organized for validating the structuring of the decision problem and for evaluating the criteria of the model

    Value-Focused Thinking versus Alternative-Focus Thinking approach. How to support design process by values

    The design of quality alternatives is still considered as a crucial is- sue in many decision-making contexts. When the problem consists of creating different options for sustainable urban development, the decision is even more critical since there are several needs, values and objectives to be investigated in order to identify the most satisfactory alternative from among those available. Addressing decisions to the good enough solution rather than to the optimal one depends on many reasons, such as: the difficulty to access and process the information needed to take a good decision; the instance of achieving a balance among different dimensions of urban development, namely the economic, environmental and social ones; the not always consensual preferences of the stakeholders involved in these kind of processes. Start- ing from these premises, what deserves to be explored and represents a major challenge in the context of design is the modeling phase, when objectives are identified and alternative strategies and actions are de- fined. In order to provide a contribution to the empirical line of re- search on alternative generation, the paper compares within a design process the Value-Focused Thinking approach, based on values’ elicitation, in contrast to the Alternative-Focused Thinking (AFT), based on the generation of alternatives. The results point out the relevance of a Hybrid Practical Value Model consistent to a cyclical notion of the evaluation instead of a linear one

    Testing the use of Contingent Valuation Method in Real Estate Market: first results of an experiment in the city of Milan

    One of the most criticism in Real Estate appraisal processes based on sales comparison approach is the reliability of data about market prices of comparable properties. In this context, the use of evaluation methods based on hypothetical markets, most widely used in the field of the evaluation of environmental goods or cultural heritage, could solve that problem. It has been found  that estimating the willing to pay (WTP) for a sample of goods with different features brings to reliable outcomes with negligible gaps by comparison with the values obtained by the more traditional real estate appraisal methods. According to these general assumptions, the paper suggests the use of Contingent Valuation Method with the aim of replace in the appraisal models the market prices of a sample of properties with the WTP for the same goods

    Landscape design today needs to consider the Sustainable Development Goals of the 2030 Agenda with a focus on the notion of multifunctionality which finds many similarities with the concept of Ecosystem Service defined by the Millennium Ecosystem Assessment project. In this report, developed in 2005, for the first time the services offered by ecosystems and their relationship with the conditions of well-being were identified.  In line with these strategic lines, urban green areas, as well as peri-urban agricultural areas, constitute a real ecosystem and represent a competitive factor for the quality of life in cities. The translation of the ecosystem functions of the landscape into services and benefits constitutes a kind of bridging concept between an approach based on the instrumental values of nature, and an approach based on its intrinsic values. As a result of a literature review based on the topic of Ecosystem Services and landscape design, it is possible to highlight the lack and need for a tool for comparison and monitoring, to guide policies and projects

    Addressing decisions about new hospitals’ siting: a multidimensional evaluation approach

    Background. Site selection for urban facilities is a crucial topic in planning decision processes for the several side effects they produce and the multiple criteria involved, especially for healthcare facilities. Nevertheless, the location problem has been ignored by most of the existing evaluation systems. Methods. Starting from a deep literature review and the analysis of hospitals in 10 European cities, the paper proposes an evaluation system divided into four macro-areas (Functional quality, Location quality, Environmental quality, Economical aspects), each in turn composed by criteria and sub-criteria. Results. The evaluation system has been applied for the site selection of “La Città della alute” in Milan, Italy. Furthermore, the ShOS (Selection hospitals’ Site) Evaluation Tool has been defined, with the aim of assessing the land suitability for new healthcare structures. Conclusion. The ShOS evaluation tool improves the transparency and robustness of the decision-making process and it could be broadly applied

    The development of the Malpensa airport into a Hub for the Central and South Europe has produced on one side relevant economic impacts, on the other one considerable environmental problems, due to the noise and atmospheric pollution, especially for the inhabitants who live within a distance of 400 meters from the airport.  In the face of this difficult situation, the Lombardy Region has endorsed an agreement for relocating and compensating households affected by the environmental negative externalities.     The aim of this paper is to open again the discussion on the social function of Appraisal, as nowadays are quite noticeable the negative effects on the communities’ wellbeing caused by a strong restriction of its task, up to deny the dignity of autonomous Science, which should play an important role for ensuring the economic justice. In order to explain this character of Appraisal, the first part of this contribution focuses on the description of some special and still relevant terms and concepts, that could be considered as different kind of value. The second part of the paper deals with the problems that the Appraisal must be able to solve. At this level, it will be put in evidence the importance of its theory of value and its specific postulates with a special reference to the theory of ordinariness

    Enhancing cultural heritage in mountain regions is a crosscutting topic: environmental protection, social and cultural promotion and economic development have the same relevance and require to find a durable balance among them. Alpine areas bear geographic and permanent disadvantages. These include physical factors, such as morphology, climate, hydro-geologic risk, and human geography weaknesses, such as the low density, which prevents any arising of agglomeration economies, the isolation of local communities andthe limited accessibility. Moreover, the opportunities for strengthen the territorial development by cultural heritage are not always consensual. Conflicts between preservation of tangible and intangible cultural values for local communities and the heritage marketing according to consumers’ needs often arise. This paper proposes an integrated approach able to consider the spatial features of eachdimension of the problem and to support the definition of future development strategies.
