Evaluation of Swedish youth labour market programmes

Der Bericht bewertet und vergleicht direkte Auswirkungen zweier schwedischer Arbeitsmarktprogramme fuer Jugendliche (Praxis fuer Jugendliche, Arbeitsmarkttraining). Die Wirksamkeit wird an anschliessendem Jahreseinkommen, Wahrscheinlichkeit der (Wieder-)Beschaeftigung und Wahrscheinlichkeit einer normalen Schul-/ Ausbildungslaufbahn gemessen. (IAB)'This paper evaluates and compares the direct effects of two Swedish active labour market programmes for youth, namely youth practice and labour market training. Effectiveness of the programmes is measured by subsequent annual earnings, re-employment probability, and probability of regular education. A non-parametric matching approach based on conditional independence assumption is applied to estimate the average program effects. Moreover, the results obtained by matching are compared to results from standard linear regression and probit models, and a polychotomous selectivity model with unobserved individual heterogeneity. The results indicate either zero or negative effects of both programmes in the short run, whereas the long-run effects are mainly zero or slightly positive. The results suggest furthermore that youth practice was better than labor training. However, there is much heterogeneity in the estimated treatment effects among the individuals.' Labour market policies, strategies and statistics for people with disabilities A cross-national approach

'The labour market situation for people with disabilities has been brought up-to-date in several OECD countries during the 1990s. This study provides an up-dated report from a rapidly changing policy field and presents a comparable review of labour market policies, strategies and statistics in 11 countries. The report also provides new knowledge about the labour force participation and employment rates for people with disabilities in 21 countries, and discusses possible explanations of the statistical differences, with the policy pursued as a point of departure. The study is based on responses to a questionaire distributed to central government departments in the 29 OECD countries.' The effect of increased employer contacts within a labour market training program

'Using both register and survey data, two types of labour market training programs are compared. One program is part of the regular Swedish labour market training and the other, Swit, was initiated as an experiment during a two-year period, in an attempt to solve a bottleneck problem with people working with information technology. Enrolling in Swit increases the chances of finding employment by 20 percent, as compared to entering the conventional program, directed towards IT. The difference is due to the positive effect of more practical experience within Swit, which is especially large for individuals with a weak position on the labour market.'
