Substantiation of Approaches to the Analysis and Assessment of the Effectiveness of Participants in the Implementation of Diversifcation Programs.

Purpose: of the article is to substantiate conceptual approaches to the formation of a toolkit for assessing the effectiveness of participants in the development and implementation of diversifcation programs for enterprises of the military-industrial complex in the context of digital transformation of management.Methods: the research methodology is based on general economic approaches to studying the problems of the efciency of economic activity of economic entities and special approaches to the formation of complex systems for analyzing and assessing the effectiveness and efciency of the activities of project management participants in the process of developing and implementing programs for the diversifcation of the defense industry. The basis of the methodology is the concept of performance management in the context of digital transformation of management.Results: the article presents the key provisions and the main results of the study, obtained on the basis of studying the materials of scientific publications and open information sources in the subject area under consideration using the methods of logical, content and statistical analysis. Based on the specifcs of diversifcation programs, it is proposed to use the provisions of the performance management concept as a theoretical basis for the formation of a tool for assessing the activities of their participants. An integral multiplicative criterion of efciency for a comprehensive assessment of activities is proposed. It is built on the indicators of fve aspects of assessing the performance of participants in diversifcation programs. These aspects assess the completenes s of the organizational and methodological support of the diversification process, the consolidated effectiveness and efciency of the program activities, the quality of management, as well as the fnancial security of the implementation of the diversifcation program activities.Conclusions and Relevance: a scenario approach to substantiating the parameters of the incentive mechanism in the model of coordinated activity of the participants in the implementation of the diversifcation program is proposed, which takes into account the assessment of its commercial parameters. The results presented in the article are useful in the development of methodological support for assessing the effectiveness and organizing incentives for participants in diversifcation programs in the context of the formation of a digital ecosystem for managing enterprises of the military-industrial complex

The importance of managing branding of territory in terms of satisfying the demands of domestic consumers and attracting external economic agents is mediated by the realities of modern economic development in various regions of the country and the focus on the formation of accelerated development territories. These realities are characterized by unevenness. High competition between the territories in managing branding raises the importance of marketing management in territorial development and brand building. Задачи и методы оптимизации состава исполнителей программ и проектов в системе стратегического планирования

Purpose: the purpose of the study is to improve the quality and effectiveness of strategic planning in the system of public authorities of the Russian Federation by improving the procedure and tools for determining the rational composition of executors of development programs and projects in the conditions of state governance digitalization.Methods: when managing the composition of participants in development programs, a systematic approach was used to analyze the impact on obtaining the expected results and achieving the set goals of the degree of compliance with the nature of the planned activities, the number of members and the competency profile of potential executors. The task of determining a rational set of participants in development programs and projects is formulated and solved using methods for optimizing professional and qualification characteristics when choosing applicants from a finite set of potential performers.Results: in the course of the study, the essence, parameters, factors and conditions for the substantive formulation of the problem of determining the composition of the executors of development programs and projects were determined. The state of institutional support for planning the resource support of development programs and projects is characterized. A mathematical model for assessing the characteristics of professional competencies and optimizing the choice of participants for the implementation of planned program activities has been formed. The algorithmic and computer tools for solving the problem are determined taking into account the specification of the electronic data of the digital platform for supporting strategic planning processes and the possibilities of using intelligent technologies to identify and optimize the profile of professional competencies of executors of strategic planning documents developed in the framework of programming.conclusions and Relevance: the obtained scientific results develop the provisions of the theory of program-target management in the system of public authority, and can also be used to improve the institutional framework for strategic planning of the Russian Federation and methodological support for the development of development programs and projects. The proposed analytical tools make it possible to increase the level of validity and feasibility of the developed plans through the use of the method of conjugated assessment of specialization profiles of program activities and the competence of potential executors.Цель исследования – повышение качества и результативности стратегического планирования в системе органов публичной власти Российской Федерации за счет совершенствования порядка и инструментария определения рационального состава исполнителей программ и проектов развития в условиях цифровизации государственного управления.Метод или методология проведения работы. При управлении составом участников программ развития использован системный подход для анализа влияния на получение ожидаемых результатов и достижение поставленных целей степени соответствия характеру запланированных мероприятий численного состава и профиля компетенций потенциальных исполнителей. Задача определения рационального набора участников программ и проектов развития сформулирована и решена с использованием методов оптимизации профессионально-квалификационных характеристик при выборе претендентов из конечного множества потенциальных исполнителей.Результаты работы. В ходе проведенного исследования определены сущность, параметры, факторы и условия содержательной постановки задачи определения состава исполнителей программ и проектов развития. Охарактеризовано состояние институционального обеспечения планирования ресурсного обеспечения программ и проектов развития. Сформирована математическая модель оценки характеристик профессиональных компетенций и оптимизации выбора участников для реализации запланированных программных мероприятий. Определен алгоритмический и компьютерный инструментарий для решения задачи с учетом спецификации электронных данных цифровой платформы поддержки процессов стратегического планирования и возможностей применения интеллектуальных технологий для идентификации и оптимизации профиля профессиональных компетенций исполнителей документов стратегического планирования в части реализации функций программирования.Выводы. Полученные научные результаты развивают положения теории программно-целевого управления в системе публичной власти, а также могут быть использованы для совершенствования институциональной базы стратегического планирования и методического обеспечения разработки программ и проектов развития. Предложенный аналитический инструментарий позволяет повысить уровень обоснованности и реализуемости разрабатываемых планов за счет использования сопряженной оценки профилей специализации программных мероприятий и компетенции их потенциальных исполнителей

В основу исследования положены как общеэкономические подходы к изучению проблем эффективности экономической деятельности хозяйствующих субъектов, так и специальные подходы к формированию комплексных систем анализа и оценки эффективности и результативности деятельности участников проектного управления в процессе разработки и реализации программ диверсификации ОПК. Базой методологии является концепция управления эффективностью (performance management) в условиях цифровой трансформации управления.Результаты работы. В статье приведены ключевые положения и основные результаты исследования, полученные на основе изучения материалов научных публикаций и открытых информационных источников в рассматриваемой предметной области с применением методов логического, контентного и статистического анализа. Исходя из специфики программ диверсификации, в качестве теоретической основы формирования инструмента оценки деятельности их участников предлагается воспользоваться положениями концепции управления эффективностью. Для комплексной оценки деятельности предложен интегральный мультипликативный критерий эффективности, построенный на основе индикаторов 5-ти аспектов анализа деятельности участников программ диверсификации, оценивающих полноту организационно-методического обеспечения процесса диверсификации, сводную результативность и эффективность мероприятий программы, качество управления, а также финансовую обеспеченность выполнения мероприятий программы диверсификации.Выводы. Предложен сценарный подход к обоснованию параметров механизма стимулирования в модели согласованной деятельности участников реализации программы диверсификации, с учетом оценки ее коммерческих параметров. Представленные результаты полезны при разработке методического обеспечения для оценки эффективности деятельности участников программ диверсификации, а также организации их мотивации в условиях становления цифровой экосистемы управления предприятиями оборонно-промышленного комплекса

Ценностный подход и основания стратегического целеполагания в условиях цифровой трансформации экономики и управления

Purpose: the purpose of the research is to determine the essence and role of the value approach to setting and solving goal-setting tasks in the system of state strategic planning in conjunction with the analysis of the correlation of goals and interests of economic agents in the conditions of realization of property rights to natural and intellectual resources of the development of the social state.Methods: the issues of identifying the essence and studying the characteristics of the axiological foundations of goals-setting for national development in the sphere of public power, as well as determining the motivational role of ownership relations in the initiation and coordination of purposeful activities are considered using the methods of logical, content and statistical analysis in the framework of a systematic approach to the study of problems and tasks of improving the methodology and tools of strategic planning in the conditions of digital transformation of society, economy and management.Results: the issues of improving the goal-setting mechanism in the context of reforming the state strategic planning system of the Russian Federation in the context of digital transformation of the economy and management are considered. Assessments of the validity and effectiveness for setting and achieving goals in strategic planning documents in the framework of development programming at the federal, regional and municipal levels of government are presented. The state of institutional support for the tasks of setting goals of socio-economic development in the multi-level structure of public administration bodies is characterized. Axiological aspects of targeting coordinated activities in various types of organizational systems are described. The article analyzes the features and role of ownership rights to natural and intellectual resources by the implementation of the concept of sustainable development in the social state. The features of the implementation of property rights to natural and intellectual resources in the context of the implementation of the concept of sustainable development of the social state are analyzed. The role of property relations in the initiation and coordination of purposeful activity of economic agents in the space of national development has been determined.Conclusions and Relevance: The results of the study allow us to formulate a number of conclusions. Firstly, further improvement of the methodology of strategic management should be carried out in the context of the interrelated modernization of national models of economy, development and management. Secondly, the advance of methods and tools for substantiating long-term development goals should take into account the axiological foundations of goal-setting. And third, digital transformation allows to differentially describe the motivational function of public ownership by natural and intellectual resources of development.Цель проведенного исследования – определение сущности и роли ценностного подхода к постановке и решению задач целеполагания в системе государственного стратегического планирования во взаимосвязи с анализом соотношения целей и интересов экономических агентов в условиях реализации прав собственности на природные и интеллектуальные ресурсы развития социального государства.Методология проведения работы. Вопросы выявления сущности и изучения характеристик аксиологических основ постановки целей национального развития в сфере публичной власти, а также определения мотивационной роли отношений собственности в инициации и координации целенаправленной деятельности рассмотрены с применением методов логического, контентного и статистического анализа в рамках системного подхода к исследованию проблем и задач совершенствования методологии и инструментария стратегического планирования в условиях цифровой трансформации общества, экономики и управления.Результаты работы. Рассмотрены вопросы совершенствования механизма целеполагания в контексте реформирования системы государственного стратегического планирования Российской Федерации в условиях цифровой трансформации экономики и управления. Представлены оценки обоснованности и эффективности постановки и достижения целей в документах стратегического планирования в рамках программирования развития на федеральном, региональном и муниципальном уровнях управления. Охарактеризовано состояние институционального обеспечения для задач постановки целей социальноэкономического развития в многоуровневой структуре органов публичного управления. Приведены характеристики аксиологических аспектов таргетирования согласованной деятельности в организационных системах различного типа. Проанализированы особенности реализации прав собственности на природные и интеллектуальные ресурсы в условиях реализации концепции устойчивого развития социального государства. Определена роль отношений собственности в инициации и координации целенаправленной деятельности экономических агентов в пространстве национального развития.Выводы. Полученные результаты исследования позволяют сформулировать ряд выводов: во-первых, дальнейшее совершенствование методологии стратегического управления должно осуществляться в контексте взаимосвязанной модернизации национальных моделей экономики, развития и управления, во-вторых, разработка методов и инструментария обоснования целей долгосрочного развития должна учитывать ценностные основы целеполагания, в-третьих, цифровая трансформация позволяет дифференцированно описать мотивационную функцию общественной собственности на природные и интеллектуальные ресурсы развития

Анализ состояния и характеристика потенциала развития инструментария стратегического планирования в условиях цифровой трансформации экономики и управления

Purpose: the purpose of the study is to determine the main directions and conceptual approaches to modernizing analytical and computer support for the planning of strategic development of socio-economic systems on a national scale in the framework of improving the methodology of strategic planning in a digital transformation of the economy and management.Methods: the issues of improving the tools of strategic planning of socio-economic development are studied in the framework of a system approach to analyzing the construction and functioning of the state management mechanism in the context of active formation of the information society infrastructure and to evaluating of the impact of digital technologies on the content of management tasks in the process of co-evolution of objects and subjects of management in large-scale organizational systems.Results: the article deals with current problems and key tasks of modernization of scientific and methodological, informational and analytical support of state strategic management of socio-economic development. The trends of the evolution of objects and subjects of management in the conditions of the digital transformation of the information society are investigated. The institutional bases for the construction and operation of the strategic planning system of the Russian Federation are characterized. A block diagram of a complex of heterogeneous models of strategic planning of socio-economic development is given. Design solutions are proposed for building the architecture and developing a prototype of the computer support system for the scenario modeling technology when developing multi-level strategic decisions for planning socio-economic development in the emerging infrastructure of the digital economy is presented.Conclusions and Relevance: the study showed the importance and relevance of modernization of the methodological and analytical support of the strategic planning system of the Russian Federation, which takes into account the main consequences and requirements of the creation and distribution of digital technologies in various areas of society. The most important characteristics of innovative changes in the structure and content of strategic planning tasks, the solution of which is associated with the unification of the format of quantitative and qualitative assessments in the digital development management environment, are identified. Standardization of technologies for collecting, transmitting, storing and processing large amounts of data allows you to build computer software for the multi-level system of state strategic planning based on an open service-oriented architecture. The main direction of further research and development in the creation of an analytical platform to support strategic planning of socio-economic development can be the creation of a mathematical apparatus and software products for processing and analyzing large amounts of personalized information about the functioning of economic and social agents to identify and assess their potentials and priorities. This will allow to increase the degree of justification and consistency of planned decisions and regulatory measures developed by the state in the field of planning socio-economic development and ensuring the national security of the Russian Federation.Цель: Целью проведенного исследования является определение основных направлений и концептуальных подходов модернизации аналитического и компьютерного обеспечения планирования стратегического развития социально-экономических систем национального масштаба в рамках совершенствования методологии стратегического планирования в условиях цифровой трансформации экономики и управления.Методология проведения работы: Вопросы совершенствования инструментария стратегического планирования социально-экономического развития исследованы в рамках системного подхода к анализу построения и функционирования механизма государственного управления в условиях активного формирования инфраструктуры информационного общества и к оценке влияния цифровых технологий на содержание управленческих задач в процессе коэволюции объектов и субъектов управления в крупномасштабных организационных системах.Результаты работы: В статье рассмотрены актуальные проблемы и ключевые задачи модернизации научно-методического и информационно-аналитического обеспечения государственного стратегического управления социально-экономическим развитием. Исследованы тенденции эволюции объектов и субъектов управления в условиях цифровой трансформации информационного общества. Охарактеризованы институциональные основы построения и функционирования системы стратегического планирования Российской Федерации. Приведена структурная схема комплекса гетерогенных моделей стратегического планирования социально-экономического развития. Предложены проектные решения для построения архитектуры и разработки прототипа системы компьютерной поддержки технологии сценарного моделирования при разработке многоуровневых стратегических решений планирования социально-экономического развития в условиях формирующейся инфраструктуры цифровой экономики.Выводы: Проведенное исследование показало важность и актуальность модернизации методологического и аналитического обеспечения системы стратегического планирования Российской Федерации, учитывающей основные последствия и требования создания и распространения цифровых технологий в различных сферах общества. Выявлены важнейшие характеристики инновационных изменений в структуре и содержании задач стратегического планирования, решение которых связано с унификацией формата представления количественных и качественных оценок в цифровой среде управления развитием. Стандартизация технологий сбора, передачи, хранения и обработки больших объемов данных позволяет строить компьютерное обеспечение многоуровневой системы государственного стратегического планирования на основе открытой сервис-ориентированной архитектуры. Основным направлением дальнейших исследований и разработок в области создания аналитической платформы поддержки стратегического планирования социально-экономического развития может стать создание математического аппарата и программных продуктов обработки и анализа больших объемов персонифицированной информации о функционировании экономических и социальных агентов для выявления и оценки потенциалов и приоритетов их развития. Это позволит повысить степень обоснованности и согласованности разрабатываемых государством плановых решений и регулятивных мер в сфере планирования социально-экономического развития и обеспечения национальной безопасности Российской Федерации

Состав и характеристика содержательных постановок задач стратегического планирования: анализ изменений в условиях формирования цифровой платформы управления

The article discusses the impact of the formation of a digital platform in the public administration system on the nature of the management tasks of strategic planning. The mainaspects of the assessment of changes in the spectrum and content of strategic planning tasks due to the digitalization of management technologies are formulated. The composition of the tasks of strategic planning is described taking into account the state of the current institutional base. The possibilities of using formalized methods for solving them within the framework of a digital platform for supporting public administration are identified.Purpose: the formation of the information society is associated with the development and implementation of a wide range of end-to-end digital technologies in various areas of public life and business. Modernization of information technology along with a general change in the conditions for the development of socio-economic systems determines the corresponding changes in methods and mechanisms of public administration. In this regard, the main goal of the work is to study aspects of the impact of digital transformation on the composition and characteristics of strategic planning tasks.Methods: the study was carried out based on a systematic approach to the study of socio-economic systems and processes using the methods of logical and comparative analysis, methods of statistical analysis of indicators of the functioning of the strategic planning system in the Russian Federation, providing the necessary depth of consideration of scientific problems.Results: the author presented an analysis of scientific and practical publications on the research topic, as well as the composition, functional and substantive capabilities of an automated information system for supporting strategic planning. The results of data processing of official statistical and management reporting in the field of development and implementation of strategic planning documents are presented. This made it possible to determine approaches to assessing the composition and characteristics of strategic planning tasks in the context of the formation of a digital public administration platform, to propose a compositional scheme for describing the relationship between the composition and content of planning tasks with a system of strategic planning documents.Conclusions and Relevance: the materials presented in the article make it possible to identify the current problems of implementing the strategic management methodology into the regulatory practice of public administration bodies, to substantiate the directions for improving the methodology and strategic planning tools, including through the correction of specifications and formalization of planning tasks in the context of the formation of a digital public administration platform.В статье рассмотрены вопросы влияния формирования цифровой платформы в системе государственного управления на характер управленческих задач стратегического планирования. Сформулированы основные аспекты оценки изменения спектра и содержания задач стратегического планирования, обусловленные цифровизацией технологий управления. Охарактеризован состав задач стратегического планирования с учетом текущего состояния институциональной базы. Определены возможности применения формализованных способов их решения в рамках цифровой платформы поддержки государственного управления.Цель. Формирование информационного общества связано с разработкой и внедрением широкого спектра сквозных цифровых технологий в различные сферы общественной жизни и экономики. Модернизация информационно-технологического инструментария, наряду с общим изменением условий развития социально-экономических систем, обусловливает соответствующие изменения методов и механизмов государственного управления. В этой связи основной целью работы является изучение аспектов влияния цифровой трансформации на состав и характеристики задач стратегического планирования.Метод или методология проведения работы. Исследование выполнено на основе системного подхода к изучению социально-экономических систем и процессов с использованием методов логического и сравнительного анализа, методов статистического анализа показателей функционирования системы стратегического планирования в Российской Федерации, обеспечивающих необходимую глубину рассмотрения научной проблемы.Метод или методология проведения работы. Исследование выполнено на основе системного подхода к изучению социально-экономических систем и процессов с использованием методов логического и сравнительного анализа, методов статистического анализа показателей функционирования системы стратегического планирования в Российской Федерации, обеспечивающих необходимую глубину рассмотрения научной проблемы.Выводы.
