    Methodology of contract managers’ project competency formation in CPE

    The paper defines and systematizes the key methods, which influence the results of continuing professional education (further referred to as “CPE”) implementation and quality control of CPE process. All this will allow providing coaches, tutors, business consultants, contract managers and professionals with an effective tool to identify and improve project competency of contract managers (contract officers, specialists in procurement further referred to as “contract managers”). The key methodused is a logicalmodeling, which allows to examine the problem of project competency formation as a purposeful and conscious process of forming professional skills of contract managers. The following approaches were also used: statistical and heuristic techniques, such as questionnaires, interviews of representative groups of contract managers. The authors introduce a study on key points in formation of project competency of contract managers at different levels: as a specialist in procurement and expert in procurement, according to professional standards, adopted by the Ministry of Labour of the Russian Federation № 625n and № 626n of 10.09.2015. The authors give some recommendations on project competency formation of contract managers, taking into consideration competency-based and business oriented training. The mentioned above approach in CPE, in authors’s opinion, contributes to the efficient development of competencies (competency clusters) of contract managers according to the expectations and interests of employers on the labour market. Aspects of project competency and stages of formation of such competency are considered from several perspectives. In order to cover above-mentioned issues the specially developed questionnaire was suggested by authors. The authors used a systematic literature review approach, starts with literature review, problems identification, selection process, assess, synthesize and write down the ideas proposed, and then make conclusions. © 2016 Pecherskaya et al

    Foresight Technologies in the Development of Communicative Reflection

    The article is devoted to the problem of searching for innovative educational technologies aimed at developing key communicative competencies. Communicative reflection, being one of the key features of the 21st century skills, demands innovative communicative technologies for its formation and development, among which the authors of the article include foresight technologies. In the article their use is substantiated by the essential characteristics and innovative content of the foresight, as well as the operational structure and composition of methods that contribute to the development of students' communicative reflection. The article emphasizes the communicative and reflective potential of foresight technologies, discusses the positive and negative effects of the foresight method. Particular attention is paid to the value of open communication strategies for building variable images of the future. Foresight is considered as a technology that expands the variability of thinking, communicative and reflexive repertoires. The ethical potential of foresight technologies results from the use of open communication strategies built on the basis of dialogue and facilitation. Based on the review of scientific literature and their own research and teaching experience, the authors confirm the feasibility of using foresight technologies in both real and virtual communication environment. The use of foresight technologies in the educational process will allow to expand the variability of thinking, communication and reflexive repertoires, to make the transition from a closed to an open variable future strategy.     Methodology of professional self-reflection development (on the example of management activity)

    The effectiveness of management personnel, their ability to professional communication at the level of self-organization, their analytical and predictive abilities are determined by culturally organized self-reflection which promotes the realization and development of the innovative potential of the individual. The aim of the research is to theoretically substantiate reflexive self-organization in managerial activities, to develop and implement a professional module on the reflexive thinking of management personnel, and to identify effective methods for the development of professional reflection. The general scientific (analysis, synthesis, generalization, formalization and lan-guage schematization) and specific-scientific (observation, comparative analysis, questionnaires, tests) methods were used. They allowed obtaining an integral picture of the influence of reflection on the success of professional and social activity and creating conditions for the further development of reflection, personal qualities and the formation of an emotional and value-related attitude towards the activity. The article defines the essential features and functions of reflection, reveals the content of the reflexive method, establishes the links between the elements of reflection (analysis, criticism, standardization) and traditional types of managerial activity: goal-setting, support, correction and control of activity, and describes levels of reflexive thinking in managerial activities. The theoretical substantiation of the problem of reflexive self-organization and its solution in the course of realization of the professional module in undergraduates of the field 'State and municipal management' is presented in the paper. Practical significance lies in creating a professional module aimed at developing reflection and implemented in the form of organizational and activity game, as well as diagnostic techniques for measuring the level of reflection. © 2018 Authors

    Fundamentals of forecasting indicators of economic activity of executive bodies for sustainable development

    Forecasting plays a significant role in organizing the economic activities of executive authorities using the example of customs authorities, since this is associated with the ongoing policy of optimizing customs payments administered by customs authorities, ensuring the economic security of the state, improving the quality of customs services and compliance with customs legislation. A wide range of forecasting methods allows them to be applied on the basis of assessing the feasibility of applying one method or another to forecast the main economic indicators of the activities of executive authorities. The analysis of the scientific and methodological base made it possible to form and propose a generalized algorithm for forecasting the indicators of the economic activity of executive authorities.
