Sourcing Substitution and Related Price Index Biases

We define a class of bias problems that arise when purchasers shift their expenditures among sellers charging different prices for units the purchasers view as the same product but that are not regarded as being the same for the purposes of price measurement. For businesses purchasing from other businesses, these sorts of shifts can cause sourcing substitution bias in the Producer Price Index (PPI) and the Import Price Index (MPI), as well as potentially in the proposed new true Input Price Index (IPI). Similarly, when consumers shift their expenditures for the same products temporally to take advantage of promotional sales or among retailers charging different per unit prices, this can cause a promotions bias problem in the Consumer Price Index (CPI) or a CPI outlet substitution bias. We provide a common framework for these bias problems. Ideal target indexes are defined and discussed that could greatly reduce these biases. We also address the challenges national statistics agencies must surmount to produce price index measures more like the specified target ones. 1

Schulchronik der Schule Reinharz 1874-1915

<p>Mit 89 Schülern trat der Lehrer Freund 1874 nicht nur seinen einjährigen Schuldienst in Reinharz (Sachsen) an, sondern eröffnete mit solchen Statistiken seinen Bericht über die Schule. Fast ein Jahr lang blieb die Lehrerstelle vakant, bevor O. Löffler aus Gerbisdorf bei Schkeuditz die Stelle übernahm. Das Schulleben blieb auch in den folgenden Jahren von vielen Stellenwechseln, Vertretungen und Vakanzen geprägt. Die Chronik wurde daher in den ersten zwanzig Jahren nur sporadisch geführt, die vielen Schüler blieben häufig ohne Unterricht durch den einzigen Lehrer des Ortes. Erst Siegfried Ziemann begann 1895 eine ausführlichere Beschreibung, die auch den Turnunterricht, die Schulausstattung mit Sport- und Musikgeräten und anderen Lehrmaterialien, die finanziellen Grundlagen der Schule und weitere Aktivitäten erfasste. Die Zusammenstellung offenbarte einmal mehr, die nicht tarifgerechte Entlohnung auf der Lehrerstelle in Reinharz. Er schildert intensiver auch die Einschulungsfeier der Kinder, verließ die Schule jedoch ebenfalls nur zwei Jahre später. Diese Ausführlichkeit behielt sein Nachfolger Alfred Ziegler nur anfangs bei, später überwogen knappere Zusammenfassungen zu den einzelnen Schuljahren. Mit Beginn des Ersten Weltkrieges setzt durch den Lehrer Niese eine intensivere Berichterstattung über die Kriegsfolgen ein, der fast wöchentliche Beiträge enthält und das Gemeindeleben insgesamt erfasst. Nach dem Krieg fügte er auch Exkurse zur Geologie der Dübner Heide bei. Den Abschluss der Chronik bildet eine Auflistung der Inventare von Schule und Schulbibliothek mit vielen Streichungen und Ergänzungen.</p><p>With 89 pupils, the teacher Freund not only started his one-year teaching post in Reinharz (Saxony) in 1874, but also opened his report on the school with such statistics. The chronicle was therefore only kept sporadically for the first twenty years, and the many pupils were often left without lessons from the only teacher in the village. It was not until 1895 that Siegfried Ziemann began a more detailed description, which also included gymnastics lessons, school equipment with sports and music equipment and other teaching materials, the financial basis of the school and other activities. With the beginning of the First World War, the teacher Niese began more intensive reporting on the consequences of the war, with almost weekly articles covering community life as a whole. After the war, he also added digressions on the geology of the Dübner Heide.
