    Emerging Rights and Risks in the Management of Water Quantity and Water Quality

    Using transferable water permits has been identified by economists as a necessary tool to efficiently allocate water to its highest valued use. Australian governments have seized the concept and begun to provide mechanisms that separate rights to water from land ownership and allow flexibility to trade the rights. Water trading is slowly taking shape but has been challenged regarding ownership rights and technical applications. Several key studies and projects are now testing a similar process to be used to develop ownership and incentives for diffuse water pollution.     User experience of mobile cloud applications - current state and future directions

    The increasing penetration rate of feature rich mobile devices such as smartphones and tablets in the global population has resulted in a large number of applications and services being created or modified to support mobile devices. Mobile cloud computing is a proposed paradigm to address the resource scarcity of mobile devices in the face of demand for more computing intensive tasks. Several approaches have been proposed to confront the challenges of mobile cloud computing, but none has used the user experience as the primary focus point. In this paper we evaluate these approaches in respect of the user experience, propose what future research directions in this area require to provide for this crucial aspect, and introduce our own solution

    Integrating mobile and cloud resources management using the cloud personal assistant

    The mobile cloud computing model promises to address the resource limitations of mobile devices, but effectively implementing this model is difficult. Previous work on mobile cloud computing has required the user to have a continuous, high-quality connection to the cloud infrastructure. This is undesirable and possibly infeasible, as the energy required on the mobile device to maintain a connection, and transfer sizeable amounts of data is large; the bandwidth tends to be quite variable, and low on cellular networks. The cloud deployment itself needs to efficiently allocate scalable resources to the user as well. In this paper, we formulate the best practices for efficiently managing the resources required for the mobile cloud model, namely energy, bandwidth and cloud computing resources. These practices can be realised with our mobile cloud middleware project, featuring the Cloud Personal Assistant (CPA). We compare this with the other approaches in the area, to highlight the importance of minimising the usage of these resources, and therefore ensure successful adoption of the model by end users. Based on results from experiments performed with mobile devices, we develop a no-overhead decision model for task and data offloading to the CPA of a user, which provides efficient management of mobile cloud resources

    This paper introduces the original concept of a cloud personal assistant, a cloud service that manages the access of mobile clients to cloud services. The cloud personal assistant works in the cloud on behalf of its owner: it discovers services, invokes them, stores the results and history, and delivers the results to the mobile user immediately or when the user requests them.     Mobile cloud contextual awareness with the cloud personal assistant

    This paper presents our efforts to bridge the gap between mobile context awareness, and mobile cloud services, using the Cloud Personal Assistant (CPA). The CPA is a part of the Context Aware Mobile Cloud Services (CAMCS) middleware, which we continue to develop. Specifically, we discuss the development and evaluation of the Context Processor component of this middleware. This component collects context data from the mobile devices of users, which is then provided to the CPA of each user, for use with mobile cloud services. We discuss the architecture and implementation of the Context Processor, followed by the evaluation. We introduce context profiles for the CPA, which influence its operation by using different context types. As part of the evaluation, we present two experimental context-aware mobile cloud services to illustrate how the CPA works with user context, and related context profiles, to complete tasks for the user

    Context aware mobile cloud services: a user experience oriented middleware for mobile cloud computing

    Existing research on implementing the mobile cloud computing paradigm is typically based on offloading demanding computation from mobile devices to cloud-based servers. A continuous, high quality connection to the cloud infrastructure is normally required, with frequent high-volume data transfer, which can have a detrimental impact on the user experience of the application or service. In this paper, the Context Aware Mobile Cloud Services (CAMCS) middleware is presented as a solution that can deliver an integrated user experience of the mobile cloud to users. Such an experience respects the resource limitations of the mobile device. This is achieved by the Cloud Personal Assistant (CPA), the user’s trusted representative within CAMCS, which completes user-assigned tasks using existing cloud-based services, with an asynchronous, disconnected approach. A thin client mobile application, the CAMCS Client, allows the mobile user to send descriptions of tasks to his/her CPA, and view task results saved at the CPA, when convenient. The design and implementation of the middleware is presented, along with results of experimental evaluation on Amazon EC2. The resource usage of the CAMCS client is also studied. Analysis shows that CAMCS delivers an integrated user experience of mobile cloud applications and services

    'It's a challenge': Post primary physical education teachers' experiences of and perspectives on inclusive practice with students with disabilities

    Internationally, several studies have indicated insufficient emphasis on the theory and practice of inclusion in relation to disability, in both initial teacher education and continuing professional development programmes for Physical Education (PE) teachers.  This has resulted in some negative attitudes and perceived lack of competency among teachers in relation to inclusive practices in PE. There is a lack of in-depth studies in this regard from an Irish perspective. This current study sought to explore seven PE teachers' experiences and perspectives in relation to the inclusion of students with disabilities in four post primary schools using a multiple case study design. Qualitative data was generated from in-depth semi structured interviews. Teachers felt that there was a lack of both theory and particularly 'hands-on' praxis in initial teacher education and continuing professional education in relation to inclusion and PE. Teachers appear to be comfortable with inclusion; however, the word "challenge" emerged as a concern in relation to interviewees' experiences. This study has implications for more appropriate theoretical and experiential learning in both initial teacher education and continuing professional development for PE teachers to facilitate quality inclusion for students with disabilities

    Views from the margins: teacher perspectives on alternative education provision in Ireland

    Alternative education provision in Ireland is under-researched. This paper is a qualitative investigation of the perspectives of a purposive sample of ten teachers on curriculum, pedagogy and assessment in their respective alternative settings of a voluntary education centre, a Youthreach centre and a post-primary special school. ‘Funds of knowledge’ ideas contribute to the theoretical framework of the study [Moll, Luis C., Cathy Amanti, Deborah Neff, and Norma Gonzalez. 1992. ‘Funds of Knowledge for Teaching: Using a Qualitative Approach to Connect Homes and Classrooms.’ Theory Into Practice 31 (2): 132–141]. The findings in this paper focus on: (1) how curriculum is enacted and mediated in alternative education settings; (2) the pedagogical decisions of teachers as they strive to connect their students to learning and (3) the tensions in assessment practices as teachers and alternative settings attempt to provide authentic and yet certified evidence of learning through the formal state assessment processes. This article is timely as it offers a view of the under-researched area of alternative settings in Ireland

    Learning to teach (LETS): developing curricular and cross curricular competences in becoming a 'good' secondary teacher: executive summary

    The aim of this research, the Learning to Teach Study (LETS), the first of its kind on the Postgraduate Diploma in Education (PGDE) in Ireland, funded by the Department of Education and Skills (DES), was to develop and implement a study of initial teacher education in the PGDE in post-primary education, in the School of Education, University College Cork. Its aim was to identify the individual and contextual dynamics of how student teachers develop curricular and cross-curricular competences during initial teacher education (ITE). Within an overall framework that explores how student teachers develop their skills, competences and identity as teachers, it focuses on curricular competences in mathematics, science and language teaching, and on the cross-curricular competences of reading and digital literacy and the development of inclusive teaching practices. LETS is the first programme level research on the PGDE, familiarly known to generations of student teachers and teachers as ‘the Dip’ or ‘the HDip’. Drawing on research on teacher education both in Ireland and internationally, the LETS report is divided into six sections encompassing thirteen chapters. Section 1 includes the review of literature and study aims in Chapter 1 and the research methodology in Chapter 2. Adopting an interpretive approach, LETS involved the collaborative development of three interviews protocols and a survey by the research team. Seventeen (n=17) students were interviewed three times over the course of PGDE programme, and one hundred and thirty three students completed a detailed survey on their learning to teach experience (n=133, i.e. response rate of 62.7% of the 212 students in the PGDE 2008/09 cohort). The four chapters in Section 2 focus on professional identity as a central dimension of learning to teach. Among the dimensions of learning to teach addressed in this section are the role of observation and cultural scripts in becoming a teacher, the visibility/invisibility of PGDE students as learners and the relationships between emotions, resilience and commitment to teaching. The three chapters in Section 3 focus on mathematics, modern languages and science respectively in the context of conventional and reform-oriented visions of good teaching. A number of common as well as subject-specific themes emerged in this section in relation to subject matter teaching. Section 4 focuses on PGDE students’ experience of inclusion (chapter 10) and reading literacy (chapter 11) while learning to teach. Section 5 focuses on a key aspect of initial teacher education, namely, the school-university partnership. The final section provides a summary of the findings, identifies seven key issues emerging from these findings, makes Learning to Teach Study (LETS) recommendations under four headings (system, teacher education institutions, partnerships in ITE and further research) and discusses some implications for research, policy and practice in initial teacher education. Among the main findings emerging from the study are: (i) schools provide valuable support for PGDE students but this typically does not focus on classroom pedagogy, (ii) PGDE students typically felt that they had to be ‘invisible’ as learners in schools to gain and maintain authority and status, (iii) inherited cultural scripts about what it means to be a ‘good’ subject teacher shaped teacher identity and classroom practice, and (iv) as PGDE students begin to feel competent as teachers of maths, modern languages and science, this feeling of competence typically does not include their capacity to teach for inclusion and reading literacy within their subject teaching. In the context of research on teacher education, many of the findings are not unique to the PGDE or to UCC but reflect perennial dilemmas and emerging challenges in initial teacher education. This fact is important in setting a context for the wider dissemination2 of the Learning to Teach Study
