The article examines the causes of corporate governance conflicts inUkraine. The analysis of numerous studies helps to clarify the basic issues including objectives, interests, methods of achievement, and results of managerial and stockholder conflicts. The application of the economic and legal mechanisms for corporate conflicts elimination is proposed. Specific policy proposals designed to achieve the goal to separate regulators from company management and owners. В статье рассмотрены причины возникновения конфликтов корпоративного управления в Украине. На основе анализа многообразия публикаций изучены цели, интересы, методы достижения и результаты конфликтов между менеджментом и акционерами. Предложено использование экономического и правового механизмов для разрешения корпоративных конфликтов. Представлены конкретные предложения для отделения регуляторов от менеджмента и собственников компании.У статті розглянуто причини конфліктів корпоративного управління в Україні. Analysis of realization of regional industrial policy in the former Soviet Union: problems and prospects

АНАЛИЗ РЕАЛИЗАЦИИ РЕГИОНАЛЬНОЙ ПРОМЫШЛЕННОЙ ПОЛИТИКИ НА ПОСТСОВЕТСКОМ ПРОСТРАНСТВЕ: ПРОБЛЕМЫ И ПЕРСПЕКТИВЫ д-р экон. наук, проф. В.К. НОСОВА (Харьковский учебно-научный институт университета банковского дела, Украина)The article is devoted to a research of a role of industrial policy in regional development and contains a list of the main measures for carrying out structural transformations in the former Soviet Union. The theoretical analysis of variety of approaches confirms the existence of unfair competition and proves the necessity of further empirical researches for assessment of efficiency of industrial policy. Use of complexity, limited rationality and social and economic dynamics provides application of cross-disciplinary approach. Process of reforming in regions depends on success of industrial policy which includes use of various measures, in particular, of support of national producers (granting subsidies, applications of protectionism in various branches and others). Researches of interrelation of trade and economic growth demonstrate the existence of correlation between growth rates of trade and indicators of an economic environment in regions. The assessment of regional imbalances is defined by indicators of a gross regional product per capita, regional employment and expenses for education.= Исследуется роль промышленной политики в региональном развитии. Представлен перечень основных мер для проведения структурных преобразований на постсоветском пространстве. Теоретический анализ многообразия подходов подтверждает существование недобросовестной конкуренции и обосновывает необходимость дальнейших эмпирических исследований для оценки эффективности промышленной политики. Использование комплексности, ограниченной рациональности и социально-экономической динамики предусматривает применение междисциплинарного подхода. Показано, что процесс реформирования в регионах зависит от успеха промышленной политики, которая включает использование различных мер, в частности поддержки национальных производителей (предоставление субсидий, применения политики протекционизма в различных отраслях и другие). Исследования взаимосвязи торговли и экономического роста свидетельствуют о существовании корреляции между темпами роста торговли и показателями экономической конъюнктуры в регионах. Оценка региональных дисбалансов определяется показателями валового регионального продукта в расчете на душу населения, региональной занятости и расходами на образование

Transformation of the social-economic and political values in Ukraine to the European Union values

The article aims to analyze basic value approaches and define the main and decisive factors of values transformation. The research methods include descriptive analysis, institutional approach, and economic and statistical methods. The hypothesis of the study is to study how public perceptions have changed in extreme conditions (military conflict) towards European integration values. The broad scope of economic and sociological works reveals the necessity of a special analysis of the European integration and regional values adaptation in Ukraine and defines the problem for study, use, and dissemination of knowledge of the European Union values. The analysis of various value theories identifies the urgency and necessity of human behavior from the human value estimation study. We estimate how economic development depends on economic, political, and social values transformation and the overall indicators (market and democracy) reforms in Ukraine. We apply data from surveys to the comparing the population’s attitude toward European values since Ukrainian independence. The designation of core values allows formulating a strategy and intensifying a more sustainable strategy of political and social-economic development

Employment policy in the COVID-19

The paper analyses the macroeconomic situation in the labor market and proposes measures to restore employment to the pre-COVID -19 level. The study of the basic concepts of state regulation methods of employment demonstrates that various forms of their application are used on the country’s macroeconomic level. In developing countries long-term COVID-19 related restrictive measures result in the dramatic decline of economic activity, contraction of production, unemployment rise, drop in labor productivity. The countries with high macroeconomic indicators have better social cohesion and reliable systems of social protection. This has consequences that are more reliable on the employment level compared to the developing countries. Assessment of various policy approaches of full lockdown measures for localization of disease dissemination, imposition of restrictions on the working life, introduction of new remote forms of work and education, force countries to define special policy, which depends on the national economic and financial potential. Health system development and adoption of stabilizing measures of the epidemic situation in the country form the basis to restore confidence and trust in the society. The article proposes a deep account of the challenges that the Ukrainian economy has faced and continues to face due to the COVID-19 pandemic effects, deterioration of macroeconomic indicators, including employment decline. The application of the “adaptive quarantine measures” in the regions demonstrates adequate consequences for business SME's development. The estimation results depict the tendencies of increasing unemployment, inflation, and a decreasing population’s ability to pay and lowering business activity in certain sectors of the economy. Numerous forms related to the support and professional development of the unemployed population are proposed
