THE SECONDARY ECONOMIC IMPACTS OF IRRIGATION DEVELOPMENT IN WASHINGTON
Two potential projects in Washington are examined for their secondary impacts on the economy of the state. A major impact of these projects is to increase the energy costs to regional power consumers. After accounting for the negative impacts of rising energy costs, the long run state level residual income increases by $209 million after irrigating an additional 700,000acres. The distribution of potential benefits is uneven among sectors of the economy and some sectors will possibly experience substantial decreases in returns to stockholder equity as a result of irrigation expansion.Community/Rural/Urban Development, Resource /Energy Economics and Policy,

Shot noise of inelastic tunneling through quantum dot systems
We present a theoretical analysis of the effect of inelastic electron
scattering on current and its fluctuations in a mesoscopic quantum dot (QD)
connected to two leads, based on a recently developed nonperturbative technique
involving the approximate mapping of the many-body electron-phonon coupling
problem onto a multichannel single-electron scattering problem. In this, we
apply the B\"uttiker scattering theory of shot noise for a two-terminal
mesoscopic device to the multichannel case with differing weight factors and
examine zero-frequency shot noise for two special cases: (i) a single-molecule
QD and (ii) coupled semiconductor QDs. The nonequilibrium Green's function
method facilitates calculation of single-electron transmission and reflection
amplitudes for inelastic processes under nonequilibrium conditions in the
mapping model. For the single-molecule QD we find that, in the presence of the
electron-phonon interaction, both differential conductance and differential
shot noise display additional peaks as bias-voltage increases due to
phonon-assisted processes. In the case of coupled QDs, our nonperturbative
calculations account for the electron-phonon interaction on an equal footing
with couplings to the leads, as well as the coupling between the two dots. Our
results exhibit oscillations in both the current and shot noise as functions of
the energy difference between the two QDs, resulting from the spontaneous
emission of phonons in the nonlinear transport process. In the "zero-phonon"
resonant tunneling regime, the shot noise exhibits a double peak, while in the

Noise in Grover's Quantum Search Algorithm
Grover's quantum algorithm improves any classical search algorithm. We show
how random Gaussian noise at each step of the algorithm can be modelled easily
because of the exact recursion formulas available for computing the quantum
amplitude in Grover's algorithm. We study the algorithm's intrinsic robustness
when no quantum correction codes are used, and evaluate how much noise the
algorithm can bear with, in terms of the size of the phone book and a desired
probability of finding the correct result. The algorithm loses efficiency when
noise is added, but does not slow down. We also study the maximal noise under
which the iterated quantum algorithm is just as slow as the classical
algorithm. In all cases, the width of the allowed noise scales with the size of

AN IRRIGATION MODEL FOR MANAGEMENT OF LIMITED WATER SUPPLIES
A two-stage simulation/mathematical programming model is presented for determining the optimal intraseasonal allocation of irrigation water under conditions of limited water supply. The model is applied to a series of water shortage scenarios under both surface and center pivot irrigation. Economically efficient irrigation management is shown to involve the coordination of a number of managerial decisions, including irrigation scheduling, crop substitution, the adoption of improved irrigation labor practices, and idling land. The results indicate that significant opportunities exist for conserving water in the study area under both surface and center pivot irrigation.Crop Production/Industries, Resource /Energy Economics and Policy,
