Devolved governance systems
This article assesses the extent, nature and outcomes of the recently devolved health service governance in the four countries which comprise the United Kingdom. This four-part configuration can be seen as a natural experiment in comparative governance which could therefore carry important lessons not only for the UK but in other countries too. While remaining under the aegis of the National Health Service, each constituent devolved administration has a developed a substantially different governance system. These systems reflect fundamental issues and priorities concerning the decentring of authority, the production and deployment of authority, the suite of incentives required and the preferred role of quasi-market mechanisms. The paper makes an evaluation of the strengths and weaknesses of each governance regime

Operationalising ethics in entrepreneurship education: experiential and practice-based approaches
Ethics is widely recognised as an important theme in entrepreneurship education, as reflected in subject-specific guidelines, and in the accreditation requirements that are being applied more generally within the fields of business and management. Educators also recognise a growing student interest in ethically-driven entrepreneurship and a more general need to help students prepare for a variety of complex ethical challenges. In addition, more responsible models of entrepreneurial practice are vital in many contexts (e.g. to address environmental threats, including climate change, and to promote economically and socially productive enterprise development, particularly in marginalised communities and post-conflict situations). However, business ethics education has been criticised for its ineffectiveness, focus on abstract principles, restricted pedagogy and limited engagement with students’ norms, practices and ethical beliefs. As such, it lacks a compelling rationale as developmental practice. Ethics curricula are primarily oriented towards CSR, stakeholder relations and ethical decision-making in larger and more established corporations, albeit with notable exceptions. This prompts our core question: how might pedagogical innovation help to bridge the ‘ethical practice’ gap, with particular reference to entrepreneurship education
Putting the discourse to work: On outlining a praxis of democratic leadership development
This article offers a praxis of democratic leadership development, arguing that the framework presented can act as a means of rethinking how collective forms of leadership are developed within and between organisations. Building on notions of leadership development as process and person-based, we interpret these as contested, democratic and contingent discursive achievements in a process of developing. Post-foundationalist theory, particularly the work of Ernesto Laclau, is introduced as a means of ‘democratizing’ key dimensions of leadership development: working with ‘leadership’ and ‘democracy’ as empty-floating signifiers holding the potential to generate energetic engagements between leadership development participants. A framework consisting of four dimensions is introduced, with particular attention paid within each dimension to its practice relevance. First, we seek to democratise the leader-subject, reinterpreted as a contested and contingent signifying subject of discourse. Second, we seek to radicalise the process of development through foregrounding conflict and agonistic practice. Third, we introduce the notion of symbolic violence as a means of thinking about direction setting within development contexts. Fourth, we argue for development that pays attention to the unknown, to the gaps in discourse. We explore each dimension in relation to an illustrative example, a cross-organisational women’s group in the Pacific
Managing cultural diversity in collaborations: a focus on management tensions
This article explores the management of cultural diversity in public and not-for-profit collaborations spanning organizational, professional and national boundaries. Through the framing of a culture paradox, it identifies three interrelated tensions pertaining to the management of cultural diversity towards collaborative advantage. These tensions address: interactions between organizations within a collaboration; interactions between individual actors and their orientation towards the collaboration and their host organization; and the quantity and extent of cultural diversity within a collaboration. The culture paradox and its inherent management tensions provide theoretical and practical conceptualizations that are relevant to management and governance of collaboration
Framing Social Justice: The Ties That Bind a Multinational Occupational Community
The notion of a frame is central to the conceptualisation of social justice and the grounding of social justice claims. Influential theories of social justice are typically grounded in national or cosmopolitan framings. Those entitled to raise claims of injustice are identified as citizens of states or the globe, respectively. The re-visioning of understandings of space and belonging, incumbent in the processes of globalisation, problematises static geographical framings. We offer an alternative lens and argue for the inclusion of sociological data in accounts of social justice to identify the relevant framing of the community of entitlement. Drawing on secondary analysis of a qualitative dataset, we explore the case of multinational seafarers caught at the intersection of competing appeals to nationality and commonality as an exemplar of transnational workers. And, argue that there are compelling grounds to treat this group of multinational seafarers as a community of entitlement
Enchantment in Business Ethics Research
This article draws attention to the importance of enchantment in business ethics research. Starting from a Weberian understanding of disenchantment, as a force that arises through modernity and scientific rationality, we show how rationalist business ethics research has become disenchanted as a consequence of the normalisation of positivist, quantitative methods of inquiry. Such methods absent the relational and lively nature of business ethics research and detract from the ethical meaning that can be generated through research encounters. To address this issue, we draw on the work of political theorist and philosopher, Jane Bennett, using this to show how interpretive qualitative research creates possibilities for enchantment. We identify three opportunities for reenchanting business ethics research related to: (i) moments of novelty or disruption; (ii) deep, meaningful attachments to things studied; and (iii) possibilities for embodied, affective encounters. In conclusion, we suggest that business ethics research needs to recognise and reorient scholarship towards an appreciation of the ethical value of interpretive, qualitative research as a source of potential enchantment
