    Miljøvurdering som accept- og legalitetsplanlægning: – borgerdeltagelsens instrumentalisering

    Artiklen analyserer de senere års udvikling i borgerdeltagelsen indenfor miljøvurderinger og peger på en række uheldige og utilsigtede virkninger. Det vises, hvorledes redskaberne i højere grad anvendes til en slags acceptplanlægning end til egentlig miljøbeskyttelse og at den legitimitet, som borgerinddragelse var tiltænkt at tilføre miljøplanlægningen, snarere er blevet erstattet af en legalitetstænkning, som fritager bygherre og myndigheder fra at medtænke et egentligt miljøhensyn i deres planlægning. Således tilskrives den analyserede uhensigtsmæssige håndtering af borger- deltagelse ikke blot de faktiske vanskeligheder i praktiseringen af inddragelse og miljøproble- mernes uomtvistelige kompleksitet, men i høj grad et hensyn til økonomisk effektivitet og uvillighed blandt investorer – offentlige som private – til at anskue miljøomkostninger som et langsigtet forhold. Artiklen munder ud i en række anbefalinger der potentielt kan styrke borgerinddragelse i miljøvurderingssager gen- nem selvstændige borgerinitiativer eller insti- tutioner, der er uafhængige af myndigheder og bygherrer.A number of Danish cases involving public participation in environmental assessment are analysed and shows some unintended and dis- torted impacts. More or less the tools lead to a kind of acceptance planning on the costs of actual environmental protection and favour legality instead of legitimacy brought about by public inclusion. Herby both developers and public authorities are freed from practicing real environmental planning and protection and, instead, practice economic efficiency. Unwillingness, both among private as well as public investors, to consider environmental costs as a long-term issue can thus be observed. Such a handling of public participation is considered unacceptable and the article concludes in recommending different independent public initiatives or institutions that can secure public inclusion in matters of environmental assessment that do not answer to authorities and entrepreneurs

    Problem-Based Learning Approach Facilitating Sustainable Waste Management

    This work provides inspiration to foster Problem-Based Learning (PBL) in teaching practices related to waste management. Problem-Based Learning is about providing a learning environment where students can work practically and theoretically with problems of relevance for society. In this learning process, students themselves will define societally important problems and direct the problem identification, problem analysis, and problem-solving processes. The PBL approach at the engineering and technical faculties at Aalborg University acts as a case of inspiration to exemplify how the structure of a problem-based project can foster students’ competencies and agency to contribute to a circular economy related to waste.</p
