The Effectiveness of Digitizing Land Services to Prevent Land Mafia in Vietnam

This research aims to analyze: 1) Implementation of digitization of land services. 2) Effectiveness of digitizing land services to prevent land mafia. The approach method used in this research is a sociological juridical approach. The research specifications used are analytical descriptive research. This type of data uses primary data and secondary data obtained through interviews and literature study. The data analysis method used in this research is descriptive analysis. The research results were concluded: 1). The implementation of digitization of land services is carried out through a special agrarian internet site. Currently, the Ministry of Agrarian Affairs has implemented four digital land services, including Electronic Mortgage Rights, checking certificates, Land Registration Certificates, and Land Value Zone information. There are two electronic services that will be added by the AGRARIAN Ministry, namely land sale and purchase deeds and transfer of rights. The implementation of digitalization of land services at AGRARIAN AGENCY Vietnam, apart from using a special agrarian internet site, is also carried out through the Touch application. Touch My Land is an application created to answer various community land problems. 2) The effectiveness of digitizing land services to prevent land mafia can effectively prevent land mafia practices and achieve the strategic goals of the Ministry of Agrarian Affairs

Sự biến đổi năng lượng hoạt hóa và ảnh hưởng của xúc tác axit Lewis BF3 trong phản ứng Diels – Alder của isopren với các dẫn xuất etylen

The Diels-Alder cycloaddition reactions of isoprene with derivatives of ethylene were studied by the Density Functional Theory using the B3LYP functional and the 6-311 ++ G (d, p) basis set. In this paper, our result shows that the activation energy of the reactions is correlated linearly with the total deformation energy of the diene and dienophile components. In the presence of the Lewis acid catalyst BF3, the activation energy is decreased because of reducing of HOMO and LUMO distance which is derived from orbital interaction. Keywords. Nghiên cứu phản ứng Diels–Alder của isopren với CH2=CH-Y (Y= -H, -C2H3, -C6H5, -CN, -COOH, -CHO, -NO2, -CH3, -OCH3) bằng phương pháp hóa học tính toán

Effects of substituents on reactivity, stereoselectivity of Diels-Alder reaction of isoprene and derivatives of ethylene were investigated. The optimal structure of reactors and transition state were determined at B3LYP/6-311++G** level. Results from calculated HOMO, LUMO energies of dienophile component at HF/3-21G showed that when hydrogen atom in ethylene molecule is substituted by: -C2H3 (vinyl), -C6H5 (phenyl), HOMO energy increases and LUMO energy decreases. If it is substituted by electrophilic groups: -CN, -COOH, -CHO, -NO2, both HOMO and LUMO energies decrease, but if it is replaced by the nucleophiles (-CH3, -OCH3), both HOMO and LUMO energies increase. When electrophiles: -CN, -COOH, -CHO, -NO2 significantly reduce LUMO energy, the result is lessening the HOMO(isoprene) and LUMO(dienophile) gap and so the reaction occurs faster. The Frontier Molecular Orbital Theory cannot bring out a reliable prediction of reactivity of Diels-Alder reaction of isoprene and derivatives of ethylene with substituents: -C2H3, -C6H5, -CH3, -OCH3.
