    Challenges in Employing BASEL II at Military Commercial Joint Stock Bank

    This paper is conducted for examining the framework for risk management in the Basel II accord, the Basel II risk management model at the Military Commercial Joint Stock Bank. Data were collected from annual reports for the period from 2015 to 2017 of the Military Commercial Joint Stock Bank. The results show that the implementation of risk management under Basel II at Military Bank still faces many difficulties in the pressure of capital increase, database system, human resource quality, and cost of implementation. The study suggests some solutions for Military Bank to implement successfully Basel II, emphasizing the role of human resource quality, modernizing the data system and the specific mechanism for raising capital. The results of this research is a reference for Vietnamese commercial banks in identifying, controlling and responding various risks in banking activities in the context of Vietnam in particular and in emerging countries in general.     Robust Adaptive Cerebellar Model Articulation Controller for 1-DOF Nonlaminated Active Magnetic Bearings

    This paper presents a robust adaptive cerebellar model articulation controller (RACMAC) for 1-DOF nonlaminated active magnetic bearings (AMBs) to achieve desired positions for the rotor using a robust sliding mode control based. The dynamic model of 1-DOF nonlaminated AMB is introduced in fractional order equations. However, it is challenging to design a controller based on the model\u27s parameters due to undefined components and external disturbances such as eddy current losses in the actuator, external disturbance, variant parameters of the model while operating. In order to tackle the problem, RACMAC, which has a cerebellar model to estimate nonlinear disturbances, is investigated to resolve this problem. Based on this estimation, a robust adaptive controller that approximates the ideal and compensation controllers is calculated. The online parameters of the neural network are adjusted using Lyapunov\u27s stability theory to ensure the stability of system. Simulation results are presented to demonstrate the effectiveness of the proposed controller.The simulation results indicate that the CMAC multiple nonlinear multiple estimators are close to the actual nonlinear disturbance value, and the effectiveness of the proposed RACMAC method compared with the FOPID and SMC controllers has been studied previously

    Effects of Electroporation on Biological Membranes Exposed to High Potentials

    This study first considers that voltages of cellular organelle membranes could significanly surpass these of plasma membranes under the influence of ultrashort and high-intensity electric pulse. This is due to the voltages induced on the membrane. Using an approximate theory coordinated with the Kotnik's analytical method, considering the electroporation, we focus on the reactions of cell membranes placed in a trapezoidal pulse. Then, we discuss conductive power dissipations of normal cell and cancer cell generated by a sinusoidal exposure which include dielectric relaxation effects. In comparison with  the complex numerical calculations of Joshi \textit{et al}, our results are in very good agreement

    A new species of the Cyrtodactylus chauquangensis species group (Squamata, Gekkonidae) from Lao Cai Province, Vietnam

    We describe a new species of the genus Cyrtodactylus based on five adult specimens from Bac Ha District, Lao Cai Province, northern Vietnam. Cyrtodactylus luci sp. nov. is distinguished from the remaining Indochinese bent-toed geckos by a combination of the following morphological characteristics: medium size (SVL up to 89.5 mm); dorsal tubercles in 17–19 irregular transverse rows; ventral scales in 32–34 longitudinal rows at midbody; precloacal pores present in both sexes, 9 or 10 in males, 8 or 9 in females; 12–15 enlarged femoral scales on each thigh; femoral pores 9–12 in males, 5–10 in females; postcloacal tubercles 2–4; lamellae under toe IV 21–23; dorsal pattern consisting of 5 or 6 irregular dark bands, a thin neckband without V-shape or triangle shape in the middle, top of head with dark brown blotches; subcaudal scales transversely enlarged. Molecular phylogenetic analyses recovered the new species as the sister taxon to C. gulinqingensis from Yunnan Province, China, with strong support from all analyses and the two taxa are separated by approximately 8.87–9.22% genetic divergence based on a fragment of the mitochondrial ND2 gene. This is the first representative of Cyrtodactylus known from Lao Cai Province

    Logging intensity drives variability in carbon stocks in lowland forests in Vietnam

    Forest degradation in the tropics is generating large carbon (C) emissions. In tropical Asia, logging is the main driver of forest degradation. For effective implementation of REDD+ projects in logged forests in Southeast Asia, the impacts of logging on forest C stocks need to be assessed. Here, we assess C stocks in logged lowland forests in central Vietnam and explore correlations between logging intensity, soil, topography and living aboveground carbon (AGC) stocks. We present an approach to estimate historical logging intensities for the prevalent situation when complete records on logging history are unavailable. Landsat analysis and participatory mapping were used to quantify the density of historical disturbances, used as a proxy of logging intensities in the area. Carbon in AGC, dead wood, belowground carbon (BGC) and soil (SOC) was measured in twenty-four 0.25 ha plots that vary in logging intensity, and data on recent logging, soil properties, elevation and slope were also collected. Heavily logged forests stored only half the amount of AGC of stems ≥10 cm dbh as lightly logged forests, mainly due to a reduction in the number of large (≥60 cm dbh) trees. Carbon in AGC of small trees (5–10 cm dbh), dead wood and BGC comprised only small fractions of total C stocks, while SOC in the topsoil of 0–30 cm depth stored ~50% of total C stocks. Combining logging intensities with soil and topographic data showed that logging intensity was the main factor explaining the variability in AGC. Our research shows large reductions in AGC in medium and heavily logged forests. It highlights the critical importance of conserving big trees to maintain high forest C stocks and accounting for SOC in total C stock estimates

    Low birth weight of Vietnamese infants is related to their mother’s dioxin and glucocorticoid levels

    We aimed to determine the relationship between dioxin congeners in maternal breast milk and maternal glucocorticoid levels with newborn birth weight after nearly 45 years of use of herbicides in the Vietnam War. The study subjects comprised 58 mother–infant pairs in a region with high dioxin levels in the soil (hotspot) and 62 pairs from a control region. Dioxin levels in maternal breast milk were measured by HRGC-HRMS. Salivary glucocorticoid levels were determined by LC-MS/MS. Dioxin congener levels in mothers from the hotspot were found to be two to fivefold higher than those in mothers from the control region. Birth weight was inversely correlated with 2,3,7,8-TeCDD and 2,3,4,7,8-PeCDF congener levels. The rate of newborns whose birth weight was less than 2500 g was threefold higher in the hotspot (12 %) than in the control region (4 %). Salivary glucocorticoid levels in mothers with low birth weight infants were significantly higher than those in the normal birth weight group. Low birth weight of Vietnamese newborns in a hotspot for dioxin levels is related to some dioxin congener levels and high glucocorticoid levels in mothers. This finding in mother–infant pairs suggests that excess maternal glucocorticoid levels are related to dioxin burden and they result in low birth weight. © 2016 Springer-Verlag Berlin HeidelbergEmbargo Period 12 month

    Locating Fault on Transmission Line with Static Var Compensator Based on Phasor Measurement Unit

    The flexible alternating current transmission systems (FACTS) have been widely used in modern power systems. Because of the presence of the FACTS devices, distance relays in transmission lines may inaccurately locate fault locations. Therefore, it is significant to find a mechanism for locating fault in transmission lines connected to FACTS in which a static var compensator (SVC) is investigated in this work. Based on the development of a phasor measurement unit (PMU) with global positioning system (GPS), this paper proposes a new method for calculating apparent impedance seen by the distance relay location while a short-circuit fault occurs in a transmission line connected the SVC to the midpoint of the line. According to the method, sampled voltage and current measurement at the relay and SVC locations are synchronized using PMUs and the synchronized measurements are then used to calculate a new apparent impedance and to locate the fault location in the line. The method in this paper has the capability for fast calculation and it also has the robustness for identifying different fault types in power systems. Matlab/Simulink software is applied to simulate the study results and to evaluate the correctness of the modeling and effectiveness of the proposed method for locating fault in this paper

    Design and Implementation of Real-time Fault Location Experimental System for Teaching and Training University Students

    The fault location problem is one of the most important issues in power system operation and control. To obtain an experimental system for teaching and training electrical engineering students, this paper performed a study to design and implement a real-time fault location laboratory-scale model from practical hardware components. The impedance-based fault location method is embedded in the system to determine the distance to fault in the transmission line. Furthermore, the monitoring and controlling program is designed by the Matlab App Designer – A new professional app to create the graphical user interface and use the integrated editor quickly. Several fault types including three-phase fault, phase-to-phase fault, phase-to-ground fault are created to evaluate the performance of the fault location experimental system. The real-time measurement results which are acquired and observed on the user guide interface of the program confirm the effectiveness of the experimental system; therefore, the system can be considered a powerful tool for electrical engineering students
