The specialization in public health and the services of health in Brazil 1970 to 1989

Rio de Janeiro, RJ, Brasil.Esse trabalho procura recuperar alguns marcos da formação de sanitaristas no Brasil nas décadas de 70 e 80, priorizando a articulação do ensino com as políticas de saúde e com os movimentos de recomposição da Saúde Pública que emergiram da conjuntura estudada. O estudo tomou, como espaços privilegiados de análise, a Escola Nacional de Saúde Pública da Fundação Oswaldo Cruz-ENSP/FIOCRUZ e a Faculdade de Saúde Pública da Universidade de São Paulo-FSP/USP, no que se refere aos cursos de especialização de áreas da Saúde Pública assim identificadas: Saúde Pública, Planejamento e Epidemiologia. Dada a sua importância na organização do ensino do período, também foi considerado o programa de Residência em Medicina Preventiva e Social. A ênfase principal é a relação do ensino com as políticas de saúde e as estratégias adotadas pelas instituições consideradas, na organização de suas programações. Esse trabalho, também, procura resgatar experiências de articulação dessas Escolas com o movimento de expansão do ensino de Saúde Pública no período, e uma possível atuação em rede, a partir das duas Escolas com outros centros de formação em Saúde Pública do País.This paper tries to recover some landmarks of the public health professional formation in Brazil in the decades of 70 and 80, prioritizing the articulation of the teaching with the policies of health and with the movements of recomposition of the Public Health that emerged from the studied conjuncture. The study took, as privileged spaces of analysis, the National School of Public Health of the Fundação Oswaldo Cruz–ENSP/FIOCRUZ and the School of Public Health of the University of São Paulo–FSP/USP, in what refers to the courses of specialization of areas of the Public Health identified as: Public Health, Planning and Epidemiology. Given its importance in the organization of the teaching of the period, the program of Residence in Preventive and Social Medicine was also considered. The main emphasis is the relationship between the teaching and the policies of health and the strategies adopted by the institutions considered, in the organization of its programmings. This paper also tries to recover experiences of articulation of those Schools with the movement of expansion in the teaching of Public Health in the period, and a possible performance in net, beginning with the two Schools and using the other formation centers in Public Health of the Country
