    Improvement of instruments of the state cluster-based policy in the contexts of economic entities interrelation assymetry

    The present article suggests the mathematical-statistic approach to increase state policy justification in the sphere of territorial clusters' development. The author made an analysis of the current tools of the cluster development planning, as well as has improved the system of indicators and has complemented the categorical instrument. It was shown that with the limited resources at the regional level the cluster approach produces the maximal effect. The present article has detected the role of dualistic interrelations of economic entities at the labour market. It was shown that the separation of the state policy onto the social and economical problems of spatial development produces the synergistic effect through the activation of economical growth points and human potential building. By the example of regions of the Volga federal district the author evaluates the algorithm for detection of the economic cluster and mechanisms of socio-economic status improvement. © IDOSI Publications, 2013

    Evolution of the spatial models of the economic growth in the analysis of urbanization in Russian regions

    © Medwell Journals, 2016.The researchers analyzed the evolution of models of economic growth with the spatial factor. Based on panel data shows the influence of the geographic factor including urbanization and economic potential for the growth of the differences in labor productivity in the cities of Russian regions. The researchers found that urbanization affects the growth of labor productivity in the cities with the power of 13% is higher than the Western European and close to Eastern European and Asian trends. On the spatial model of conditional beta-convergence shows that the less-developed and urbanized regions of Russia closer together among themselves on productivity under the influence of urbanization and Moran's index explains convergence only between them while the most developed regions diverge from the rest. The Russian regions are growing disparities in the level of urbanization due to excessive agglomeration of several cores, who take inputs from the entire periphery

    Evaluating the effectiveness of public health financing based on financial and non-financial indicators in terms of the knowledge economy

    In conditions of the knowledge economy human capital, human value are the main factors of economic growth and prosperity of the state. Qualitative characteristics of human capital are indicators of public health. Therefore, one of the most important tasks of the state is to assess the effectiveness of financing public health expenditures. The methodological base of the research was the methods of system and economic analysis, mathematical statistics and decision optimization, which resulted in the identification of factors influencing the resource supply, availability and quality of public health. The formation of a comprehensive indicator of the effectiveness of the public health system based on the system of financial and non-financial indicators will allow to form numerically an assessment of the effectiveness of investments in public health and draw conclusions about the resources' provision, level of development, accessibility and quality of public health. The obtained results can be used in making effective public financial decisions, which allow to achieve an increase of accessibility and quality of health care, focusing on the human capital in conditions of knowledge economy.peer-reviewe
