ΠΠΈΠ±Π»ΠΈΠΎΡΠ΅ΠΊΠ° ΠΈ ΡΠ΅ΡΡΡΡΡ ΠΎΡΠΊΡΡΡΠΎΠ³ΠΎ Π΄ΠΎΡΡΡΠΏΠ°: ΡΠ³ΡΠΎΠ·Ρ vs Π²ΠΎΠ·ΠΌΠΎΠΆΠ½ΠΎΡΡΠΈ
The open science initiatives, growing number of open resources (digital collections, institutional repositories, open educational resources, scientific data, etc.), changing user information needs and preferences hang like a sword of Damocles over the libraries and threaten with the absence of demand for science and education support. The purpose of the study is to identify librariansβ awareness of the world open access resources (OAR) and their role in developing library and information products and services. The author analyzes OAR structure, Russian librariansβ awareness of 50 largest OAR structured by document type (books and articles, dissertation, preprints, data sets, learning materials, patents and standards, encyclopedias and dictionaries, scientific information retrieval systems). She also emphasizes the problems of mastering global OAR by Russian academic librarians, their interest toward practical use of OAR in library and information user services. The purpose of the study is to reveal trends in the open science information ecosystem in the era of global crisis (COVID-19, etc.). Based on the findings, the author argues that the international interaction intensifies, publications and research findings are available in open access, research data dissemination, reproduction, preservation and seamless access are demanded and offered as never before. The examples of the resources made accessible for research and educational purposes are provided. Introduction. The concept of open science, actively promoted in recent decades, as well as technological innovations, make the culture of information retrieval a significant element in the development of the information society, which has a significant impact on scientific activity, education, management, social processes, etc. Indicators of the level of culture of information retrieval are knowledge of basic methods and means of obtaining information, including skills and abilities to work with information resources and search engines. The culture of information retrieval helps improve the quality of information extraction from increasingly large open information arrays. Open tools for searching scientific content are the most important, but require training during operation, they are components of the global market of information resources and services, allowing the selection of relevant information from large data sets in accordance with user requests.Purpose setting. The study sets the task of studying the applicability of individual scientific search systems (Google Scholar, Semantic Scholar, Internet Archive Scholar and BASE) for information searching when conducting research and in educational processes, developing competencies to improve the level of information culture of specialists in the field of library and information sciences.Methodology and methods of the study. The research was carried out using comparative and system analysis methods, mathematical methods for processing statistical data, and content analysis of documentary sources of information. The methodological basis was practice-oriented and competency-based approaches aimed at developing the professional skills of librarians and library scientists in searching for digital content and using open access resources.Results. The analysis made it possible to draw conclusions about the capabilities of search systems, methods for retrieving information and the specifics of the reflection of publications in them, as well as the most acceptable conditions for information retrieval in the field of Β«library and information sciencesΒ», which makes it possible to more rationally use the potential of systems and quickly obtain complete and relevant scientific information on the topic.Conclusions. The results of the study add a new dimension to our knowledge of scientific search engines. The study presents evidence that Google Scholar is a powerful tool for searching Russian literature in the field of library science in terms of articles from scientific journals, as well as detecting a limited volume of some other types of publications with the ability to evaluate with Google Scholar Metrics. It is concluded that Google Scholar, Semantic Scholar, Internet Archive Scholar and BASE, despite being positioned as effective tools for searching scientific information in various disciplines, require caution in use, because these systems cannot guarantee comprehensive results and are not complete sources of bibliographic data, but can be considered in conjunction with other resources, taking into account the availability of advanced search engines and additional services. The key library vectors of activities depend upon the open science concept (pragmatic, infrastructural, civil, democratic, or validating) and supporting collaborative scientific activities, access to data and information, advocating open science initiatives, OA resources management, including institutional repositories, library catalogs, new analytical products, content-based learning, etc. The examples of introducing and promoting OA paradigm in library services are given. The key librarian competences of OA resources acquisition, dissemination, exchange and promotion of related services are defined. The competences comprise knowledge of open science regulations, principles and technologies of OA resource organization, their types and metadata types. With this knowledge the librarians are fit for research process, rendering research findings to meet the OA standards, and teaching OA skills. The need for studying and promoting web-archiving for longterm information preservation and accessibility in future is substantiated. The existing technologies of web-archiving are specified and the problems related to the web dynamic character, errors, content complexity, are revealed. Successful experience in the world librariesβ web-archiving is discussed (selection, search, description technologies, access terms, etc.). The study findings demonstrate that web-archives are selected to supplement the librariesβ digital collections on hot topics, like COVID-19, or to meet the demands of specific user groups. For the purpose of cultural heritage preservation, the national libraries often focus of acquiring web-sites by the domains in the corresponding country. The university libraries focus on acquiring web-archives that meet research and educational demands of their users; and public libraries prefer the resources of interest to their local community. The programs, forms, approaches and practice of training specialists in open science within the global initiative projects and organizations (FOSTER, Creative Commons, Digital Curation Center, COS, etc.), and individual organizations/universities (Humboldt university, Delft University of Technology) are explored. Global trends in library web-archives
The need for studying and promoting web-archiving for longterm information preservation and accessibility in future is substantiated. The existing technologies of web-archiving are specified and the problems related to the web dynamic character, errors, content complexity, are revealed. Successful experience in the world librariesβ web-archiving is discussed (selection, search, description technologies, access terms, etc.). The study findings demonstrate that web-archives are selected to supplement the librariesβ digital collections on hot topics, like COVID-19, or to meet the demands of specific user groups. For the purpose of cultural heritage preservation, the national libraries often focus of acquiring web-sites by the domains in the corresponding country. The university libraries focus on acquiring web-archives that meet research and educational demands of their users; and public libraries prefer the resources of interest to their local community. The findings may be used by world libraries for developing their digital collections
