Pion double charge exchange on 4He

The doubly differential cross sections for the $^4$He$(\pi^+,\pi^-) 4p$ reaction were calculated using both a two-nucleon sequential single charge exchange model and an intranuclear cascade code. Final state interactions between the two final protons which were the initial neutrons were included in both methods. At incident pion energies of 240 and 270 MeV the low-energy peak observed experimentally in the energy spectrum of the final pions can be understood only if the contribution of pion production is included. How the Srebrenica Massacre Redefined US Foreign Policy

This special perspectives section features commentary on the implications of the Srebrenica massacre for U.S. foreign policy. Given the 20-year anniversary of the massacre, we felt that it was appropriate to invite a range of scholars to participate in a forum to address different aspects of the tragedy and its aftermath in the context of U.S. foreign policy. The forum is structured around a commentary by David Gibbs, author of First Do No Harm: Humanitarian Intervention and the Destruction of Yugoslavia, Vanderbilt University Press, 2009. Gibbs article, How the Srebrenica Massacre Redefined U.S. Foreign Policy, is featured below. Within the next month, we will have responses to Gibbs\u27 argument from several experts on the subject, followed by a closing commentary by Gibbs. As this article goes to press, a new development has emerged: “The Obama administration is moving to designate the Islamic State’s murderous attacks on the Yazidi in Iraq an act of ‘genocide,’” according to a press report. It should be recalled that last year, the regime of Bashir Assad was widely believed to be committing genocide in Syria, and in 2011, Muammar Gaddafi was at least planning a genocide in Libya. And in all of these cases, the claims of genocide were widely accompanied by calls for US and NATO intervention, as a solution. While readers will rightly deplore the atrocities that attended these events, the word “genocide” is being used with notable regularity, in a way that already has and will continue to erode the meaning of this very important concept, through overuse. --Ronald W. The End of Humanitarian Intervention? A Debate at the Oxford Union With Historian David Gibbs and Michael Chertoff

The issue of humanitarian intervention has proven a vexing one of the political left during the post-Cold War era. In light mass violence in Rwanda, Bosnia-Herzegovina, Kosovo, Darfur, Libya, and Syria, many leftists abandoned their traditional opposition to militarism and argued for robust military intervention by the United States and its allies to alleviate these crises. Critics argued in response that interventionism would end up worsening the very crises it was supposed to resolve. These issues were recently debated at the Oxford Union Society at Oxford University on March 4, 2019. The participants were Michael Chertoff -- former Secretary of Homeland Security during the presidency of George W. Bush and coauthor of the USA Patriot Act – who presented a qualified defense of humanitarian intervention; and myself, who argued against the practice

Identifying the Impact of Universal College Testing on State Academic Testing at the Eleventh Grade

The purpose of this study was to determine the effect of the Universal American College Test (ACT) administration as part of a required high school assessment program on eleventh-grade students’ achievement on state level assessments. The study focused on four groups of eleventh-grade students. The first group, eleventh-graders who scored met on the 2010 NeSA Reading assessment and did not participate in the district implementation of the Universal ACT but took the 2010 ACT (n = 103). The second group, eleventh-graders who scored exceed on the 2010 NeSA Reading assessment and did not participate in the district implementation of the Universal ACT but took the 2010 ACT (n = 35). The third group, 2013 eleventh-graders who scored met on the 2013 NeSA Reading assessment and did participate in the district implementation of the 2013 Universal ACT (n = 108). The fourth group, 2013 eleventh-graders who scored exceed on the 2013 NeSA Reading assessment and did participate in the district implementation of the 2013 Universal ACT (n = 58). Overall, the results of this study suggest that Universal ACT administration does not significantly impact results on state level assessments, results obtained for students who met or exceeded state assessment expectations did not change after implementation of Universal ACT administration

Concussion Incidence and Recurrence in Professional Australian Football Match-Play: A 14-Year Analysis.

BACKGROUND: Concussion incidence rates in professional Australian football may be underreported due to the injury classification definition. A myriad of factors contribute to concussion risk; however, there is limited long-term surveillance in Australian football. This study analysed concussion in one Australian football team over an extended period. METHOD: Match-play concussion injuries in one team (n = 116 participants) were diagnosed and treated by the team physician over 14 years. Analysis of factors related to concussion including matches played, time of day and season, and return to play provided an insight into occurrence and recurrence rates. RESULTS: 140 concussions were recorded (17.6 per 1000 player match hours). A strong relationship was evident between matches played and concussion incidence (r = 0.70) and match conditions did not negatively affect the concussion rate. Whether an athlete returned to play in the same match or suffered a loss-of-consciousness concussion (p = 0.84), their ensuing rate of concussion was not affected. CONCLUSION: Concussion in professional Australian football was related to the number of matches played. Further, neither previous incidence nor loss of consciousness affected future concussion risk. This study provides ecologically valid evidence of the concussion incidence rate in professional Australian football and has implications for the management of athletes sustaining concussion injuries

Representative Ensembles in Statistical Mechanics

The notion of representative statistical ensembles, correctly representing statistical systems, is strictly formulated. This notion allows for a proper description of statistical systems, avoiding inconsistencies in theory. As an illustration, a Bose-condensed system is considered. Bose-Einstein-condensed gases with arbitrary strong interactions

Bose-condensed gases are considered with an effective interaction strength varying in the whole range of the values between zero and infinity. The consideration is based on the usage of a representative statistical ensemble for Bose systems with broken global gauge symmetry. Practical calculations are illustrated for a uniform Bose gas at zero temperature, employing a self-consistent mean-field theory, which is both conserving and gapless.Comment: Latex file, 23 pages, 4 figure
