    Organization and development of the ritual and funeral industry in Moscow

    The demand for ritual and funeral services, which substantiates the importance of the development of the ritual and funeral industry for the Moscow is considered. It is noted that the legal basis for the organization of the ritual and funeral industry has ceased to correspond to the pace and level of its development, and a new version of the basic Federal law is currently being developed. Significant shortcomings in the organization of the ritual and funeral industry and the maintenance of burial places that hinder its development are revealed. From the point of view of the assessment of these problems, the main directions of improvement of this industry are determined, including: improvement of legislation, organization of an effective system of market activities, increasing the protection of citizens in the provision of ritual and funeral services

    The article substantiates the special significance of the development of the cultural and leisure sphere for the city of Moscow. The paper describes the organization of its management system. The author presents the results of the analysis of the main directions of the development of the cultural and leisure policy of the city of Moscow in three components: content,  infrastructure and territorial. The issues of providing the services of cultural and leisure facilities to the residents of the peripheral territories of the city of  Moscow are of paramount importance at the present time. At the same time, the study notes the peculiarities of creating conditions for organizing leisure activities and providing residents with cultural services in the context of the COVID-19 pandemic. The author identifies the most significant shortcomings that hinder the further development of cultural and leisure activities in the territory of the city of Moscow and determines the main directions of its further development

    A significant form of constitutional rights implementation by Russians is the institution of local self-government, which has an important role to play in the civil society formation. Federal Law dated on December 21, 2021, No. 414-FZ “On the General Principles of the Organisation of Public Power in the Constituent Entities of the Russian Federation” reveals the constitutional provisions for the public power unified system organisation in the constituent entities of the Russian Federation. Currently, a draft federal law reflecting the general principles of the local self-government organisation in the public power single system is being discussed. The article analyses the main provisions of this draft law related to the public self-government development, civil society and the representative power formation at the municipal level and identifies their imperfections

    The author studies the problems of socio-economic development of municipalities included in the conditional boundaries of urban agglomerations. When developing the foundations of the state policy of the Russian Federation for the development of local self-government, these issues come to the fore. Their solution is the key to the successful achievement of the goals of national projects and strategic objectives of the spatial development of Russia. The article considers models of management of urban agglomerations, generalizes regional experience on the use of mechanisms of socio-economic development of municipalities within agglomerations, identifies tools that contribute to the integrated development of agglomerations and obstacles that prevent it, substantiates the need to improve federal regulation of the formation and development of agglomerations, preferably in the form of a federal law

    Solid municipal waste as part of production and consumption waste occupy a small share. However, the volume of their burial in Russia is growing rapidly, while in many countries they are signicantly reduced. In 2016, the monitoring of the progress in reforming the sphere of waste management revealed, in particular, that many subjects of the Russian Federation violated the regulatory terms for the development of territorial schemes. In the result the decision on the postponement of the start of activities of the regional operators by 1 January 2019. This article describes the territorial schemes of treatment of solid municipal waste at the stage of their revision and attempts to analyze them from the position of compliance with the General principles of reform of the sphere of waste management
