Methodical Approach to Determining the Cost of Using the Armed Forces

In the Armed Forces of Ukraine, work continues to improve the efficiency of defense planning and management of defense resources. The algorithm of defense planning for the development of the Armed Forces of Ukraine, step by step, uses the results of the analysis of the experience of the leading countries of the world, which have moved from defense planning based on threats to defense planning, focused on the acquisition by troops (forces) of the capabilities necessary to fulfill the tasks assigned to them. The list of tasks of the Armed Forces of Ukraine is determined on the basis of probable scenarios of their use. One of the key points in the effective planning of the use of the Armed Forces according to the corresponding scenario is a real and reasonable determination of the amount of necessary defense resources (human, logistical, financial). At the present stage of transformation of the defense planning system to NATO standards, as well as the application of the planning method based on capabilities in the General Staff of the Armed Forces of Ukraine, it is necessary to improve the existing methodological approaches to determine the needs for defense resources for the use of the Armed Forces of Ukraine according to certain scenarios of their use. Also, an urgent task today is the need to assess the sufficiency of the real economic and temporary capabilities of the state to ensure the use of the Armed Forces for the scenarios of their use determined by it. The general algorithm for assessing the cost of defense resources for the use of the Armed Forces of Ukraine in conflicts of varying intensity should take into account the economic realities of the development of the country's national economy. In the article, the authors proposed their views on improving the existing approaches to calculating the amount of necessary defense resources, the procedure and content of assessing their cost according to the corresponding scenarios for the use of the Armed Forces in order to further assess the economic capabilities of the state to provide them. The main results of the article are the procedure for assessing the cost of fulfilling the tasks assigned to the Armed Forces of Ukraine and the cost of conducting hostilities of varying intensity, as well as the general algorithm for making calculations

Logical-linguistic Model of Condition Assessment Military and Economic Security of the State

Modern trends in the development of the theory and practice of the formation of the national interests of the state and the assessment of the state of their security show that one of the defining elements of the modern security environment for any country is the state of development of its military and economic components. The close connection of these two components of Ukraine's national security allows them to be combined into a single concept – the military-economic security of the country. Today, military-economic security can be considered as the state of protection of the national economy of the country from external and internal threats, in which it is able to meet the economic needs of a military organization for its construction, maintenance and development in order to ensure the necessary level of protection of the national interests of Ukraine as a whole. In the article, the authors present one of the possible approaches to assessing the state of the country's military-economic security in the presence of an indefinite set of input and output parameters using the method of fuzzy sets and a logical-linguistic approach. The application of this approach will make it possible to form general assessments of the state of the military-economic security of the state in order to make appropriate managerial decisions on its further development, as well as the use of fuzzy set theory during the assessment will make it possible to correlate the sensitivity and stability of the decisions made to possible changes in the input data

Methods of Assessing the Ability of the National Economy to Ensure A Sufficient Level of State Military Security

Today there are many contradictory views on the possibility of assessing the relationship between indicators of the level of military security of the state and indicators of its resource security, which characterize the state of the national economy, but there is no clear consistent approach to this task. Therefore, the method proposed by the authors in the article is a sequence of actions that should allow assessing the level of military security of the state for a certain planned time or period of its formation based on assessments of the state or level of security of various resources and their components. Based on the results of the received practical calculations, practical recommendations and proposals are formed, which will be taken into account for the next planning period of formation of the required level of military security of the state, taking into account assessments of the national economy's ability to provide this level. The methodology is intended for use by specialists of defense planning at the strategic level during medium-term and long-term defense planning, as well as specialists in the economic sphere, who are involved in determining and forecasting the level of military and economic security of the state. Based on the results of using the methodology, it is planned to reasonably determine or clarify the indicators of the required level of development of the national economy in the direction of resource provision of military security of the state at the planned time (period) of assessment during medium and long-term defense planning; to assess the levels of resource capacity of the national economy at a given time of assessment and planning period; reasonably, effectively adjust the indicators of the level of military security of the state and resource security for the components of the national economy for a certain period of time (period); determine the sensitivity of the obtained estimates to possible changes in the input data and characterize the stability of decisions based on the obtained estimates

Methodological Fundamentals of Defense Resources Management in the Armed Forces of Ukraine

In the current conditions of state development, when Ukraine's defense planning system adapts to NATO standards, the development of the Armed Forces (AF) of Ukraine should be based on indicators of the required level of defense capabilities of the country, taking into account its economic capabilities to meet defense resources. For Ukraine, the issues of defense management, defense planning based on the principles of program-targeted management and defense resources management are insufficiently studied. The leadership of the Armed Forces of Ukraine and the state as a whole wants to move to defense planning according to NATO standards as soon as possible, namely using the “capability-based planning” method. However, today in Ukraine there is no methodological basis for the management of defense resources, which has negative consequences. Analysis of modern research shows that today the term management of defense resources is actively used, however, in the literature there are many ambiguous interpretations. In addition, it is difficult to find a unified approach to defense resource management. Therefore, it is necessary and urgent to define the term “resource management” and to outline the methodological basis for the management of defense resources in the Armed Forces of Ukraine. The formed methodological bases should give answers to the questions concerning the list, the maintenance and algorithm of realization of methods of management of defense resources, and also to open questions of practical significance of process of management of defense resources. The proposed methodological bases of defense resources management are essentially a set of refined (standard for all levels of the Armed Forces of Ukraine) conceptual and terminological apparatus, developed concept of further development of the defense resources management system and methodological apparatus of military-economic substantiation of the Armed Forces of Ukraine, which is a set of methods. receptions, ways of research of questions of management of defense resources. Further research may be related to the development of practical recommendations for the creation and development of a separate branch of government in the Armed Forces of Ukraine, which is directly responsible for the management of defense resources

Financial and Material Ukraine's Opportunities to Ensure the Necessary Level of Military and Economic Security Elements Development

Purpose: determining and assessing the levels of opportunities to provide financial and material resources for military and economic security of the state.     Design/Method/Approach: the authors of the article on the basis of their own observations, results using the method of expert survey and analysis of foreign experience made a comparative evaluation of the results of the authors' ratios to 2021 inclusive, which affect the financial and material capabilities of military and economic security.   Findings: calculated the levels of opportunities to provide financial and material resources (military-economic aspect) of the economy until 2021 inclusive, which allowed to assess not only their current state, but also the dynamics over the past decade. Theoretical implications: the result of the assessment of Ukraine's capabilities to ensure the required level of development of such components of military and economic security as financial and material steel, defined by the authors, the limits of the relevant indicators-relations. On the Question of Evaluating the Sufficiency of Human Resources of Ukraine to Ensure the Necessary Level of Defense Capacity and the Military-economic Security of the State

Links determining and evaluation between economic development and state's defense capability is an important step to justification possibilities of the national resources reproduction and rational using. One of the main elements of ensuring the required level of the state's defense potential is competent management of the human resources qualitative and quantitative characteristics. Determining and controlling their constituent elements ratio is one of the parts of the national security-enhancing and economic progress driving force. Forecast of Economic Consequences of the First Stage of the Russian-Ukrainian War for Russia : (Loss of Personnel and Weapons and Military Equipment, Costs, Possible Consequences)

Purpose: on the basis of statistics on losses and expenses of Russia in the Russian-Ukrainian war to predict the possible consequences for the Russian economy for different durations of the active phase of hostilities in Ukraine, taking into account the effects of economic sanctions against Russia imposed on the world for attacking Ukraine. Design/Method/Approach: the main research methods are methods of statistical analysis, military-economic analysis, expert survey and forecasting methods.  Findings: statistical information was collected and an analysis of Russia's losses and expenses during the 38 days of the Russian-Ukrainian war was conducted; On the basis of the obtained results, the possible consequences for the Russian economy for different periods of the war were predicted, and the views on the further development of events for Russia and Ukraine were determined.. Main Aspects of Ensuring the Defense Sufficiency of the State Taking Into Account the State of Development of Its National Economy

Purpose: disclosure of the main theoretical aspects of ensuring the defense sufficiency of the state, taking into account the state of development of its national economy and the forecast directions of the development of the state military and economic strategy of Ukraine. Design/Method/Approach: the main methods of research are the methods of empirical analysis and synthesis, as well as the method of structural analysis, data formalization, and military-economic evaluation and comparison. Findings: the main components of the defense significance of the military and economic strategy of Ukraine are defined and their content is disclosed, attention is focused on the peculiarities of their practical direction in the modern conditions of the development of Ukraine and ensuring the necessary level of defense sufficiency. Theoretical implications: the article theoretically proves that the maximum result of the task of increasing the country's defense capability can be achieved under the condition of correct (logically verified) comprehensive use of all elements of the principle of defense sufficiency.
