    Productive Efficiency in Water Usage: An Analysis of Differences among Farm Types and Sizes in Georgia

    In Georgia, the price of irrigation water is equal to the cost of extraction, including pumping and diversion, storage, treatment, and delivery costs. These water-pricing conditions are repeated in locales around the world. In lieu of established water markets, water use and its efficient use are driven more by farm-level characteristics and management strategies than by the resource price. The purpose of the research presented herein is to examine what factors guide Georgia farmers’ water use decisions. Using data envelopment analysis (DEA) to calculate technical water use efficiency scores, a second step Tobit model is estimated to determine the effect of farm type and farm size.     Floristic Inventory of Woollen’s Gardens Nature Preserve, Indianapolis, Marion County, Indiana, USA, With Quantitative Vegetation Sampling of Permanent Plots in 2003 and 2016

    Urban forest fragments face challenges to habitat quality due to small size, isolation from larger natural areas, and close association with anthropogenic disturbance. Monitoring changes in vegetation can inform management practices targeted at preserving biodiversity in the face of these threats. Woollen’s Gardens is a high-quality mesic upland forest preserve in the city of Indianapolis, Indiana, USA, with a beechmaple older-growth forest and a significant display of showy spring wildflowers. The entire preserve was inventoried and quantitative vegetation analysis along seven 100 m transects was conducted in 2003 and again in 2016 to track changes. Data from both years document a high-quality flora with few non-native plants. Floristic Quality Index values for native species, derived from Floristic Quality Assessment, were 50.2 in 2003 and 47.3 in 2016. Native mean C-values of 4.5 and 4.3 for each year support that the site is comparable to the highest quality natural areas in central Indiana. Values declined little when non-natives were included, indicating non-natives are having little negative impact on the flora. Although non-natives comprised less than 10% of the flora, 11 of the 16 species are considered invasive in Indiana. In 2003, invasive Amur honeysuckle (Lonicera maackii) was among species in plots with the highest relative importance value. In 2016, invasive wintercreeper (Euonymus fortunei) was among these species. Limited public access to Woollen’s Gardens minimizes human disturbance, but invasive species are a threat to vegetation quality. Continuation of eradication efforts is strongly recommended before populations of these non-natives become more difficult to control

    This paper synthesizes the conceptual and empirical literature on place-based approaches to meeting the needs of young children and their families. A specific focus of the paper is on the potential contribution of place-based approaches to service reconfiguration and coordination. Outline The paper begins by outlining the sweeping social changes that have occurred in developed nations over the past few decades and their impact on children, families and communities. It explores the ‘joined up’ problems faced by families and communities in the contemporary world, and highlights the need to reconfigure services to support families more effectively. The paper then focuses on ‘joined up’ solutions, on what we know about how to meet the challenges posed by the complex problems that characterise our society. Next, the paper explores what a place-based approach involves, and what role it can play in supporting families with young children. The rationale underpinning place-based approaches is outlined and the evidence for the effectiveness of the approach is summarised. The paper then looks at what can be learned from efforts to implement place-based initiatives in Australia and overseas, and explores the issues that need to be addressed in implementing this strategy. The ways in which the early childhood service system might be reconfigured are also considered, and the paper ends with a consideration of the policy and implementation implications.&nbsp

    Valuing a Spatially Diverse Non-Market Good: The Benefits of Reduced Non-Point Source Pollution in Green Bay, WI

    This article presents an empirical approach to correcting for spatial interactions in stated preference data when valuing large-scale, spatially variable environmental improvements. This approach is presented in the context of a contingent valuation study estimating the benefits of reduced non-point source pollution in Green Bay, Wisconsin. The significant spatial variation of water clarity conditions in this large water body was captured using satellite-derived GIS data. This article focuses on two significant challenges: first, ensuring respondents are adequately informed of how the proposed change will impact their individual utility stream; second, dealing with the spatial effects within the estimation model. The GIS water clarity data were used to measure the initial conditions faced by each individual parcel. Including this information in the analysis significantly increased the estimated expected WTP of some individuals but decreased that of others.     Valuing a Spatially Variable Environmental Resource: Reducing Non-point Source Pollution in Green Bay, WI

    This article investigates the value of reducing non-point source pollution in Green Bay, WI. Using stated preference methods, we find the lower bound on the benefits of reducing runoff enough to universally increase water clarity by four feet is greater than $9 million annually. Using a unique survey design, we show that because current water clarity in Green Bay is spatially variable, the value that a household places on this universal improvement depends on the distance of the household's residence from the Bay and on the particular geospatial location of the residence. This has important implications for estimating aggregate benefits.

    Living \u3cem\u3eMore Than\u3c/em\u3e Just Enough for the City: Persistence of High-Quality Vegetation in Natural Areas in an Urban Setting

    Urban environments pose special challenges to flora, including altered disturbance regimes, habitat fragmentation, and increased opportunity for invasion by non-native species. In addition, urban natural area represents most people’s contact with nature, given the majority of the world’s population currently live in cities. We used coefficients of conservatism (C-values), a system that ranks species based on perceived fidelity to remnant native plant communities that retain ecological integrity, to quantify habitat quality of 14 sites covering 850 ha within the city of Indianapolis, Indiana, in the Midwestern United States. All sites contained significant natural area and were inventoried via intensive complete censuses throughout one or two growing seasons within the last 15 years. Mean C-values for five sites were high, especially when compared to values reported for the highest quality preserves in central Indiana. However, for most sites the difference in mean C-value with and without non-natives was rather high, meaning that natural quality is likely to have been compromised by the presence of non-natives. Sites receiving the highest levels of stewardship and those with the least public access via trails had the highest mean native C-values. A total of 34 invasive non-native species were found across all 14 sites. Most were woody species. Mean C-value over all sites was significantly negatively correlated with the number of non-natives present, especially those considered invasive. These results demonstrate for the Indianapolis area, and likely other urbanized Midwestern cities, remnant natural areas can retain high ecological value, especially if they receive regular environmental stewardship

    Informing High School Choices: The Progress & Challenges of Small High Schools in Philadelphia

    In the School District of Philadelphia in 2007-08, almost one third of high school students attend one of the district's 32 small high schools. Of these, 26 have been newly created or significantly changed since 2002. These small schools have a range of admissions criteria with two thirds being selective admission and one third neighborhood high schools. Along with this increase in high school options has been a growing interest in high school choice, with 73% of eighth graders applying to high schools outside their neighborhood in 2006. However, within the School District of Philadelphia, there is only one 'choice'-the neighborhood high school-for the 51% of rising ninth graders who try to exercise choice but are not accepted to any of their preferred choices. For those students who do attend small high schools, our research suggests that this more personalized environment is demonstrating promising outcomes with regard to improved school climate, improved interpersonal relationships between adults and students and student-to-student, and students' perceptions of their school experience. The small high school model is particularly promising for neighborhood high schools where positive relationships may help stem high dropout rates. Among our five case study high schools, the one small neighborhood high school reported great improvements in climate compared to its previous large configuration, although some lingering climate challenges remained. While positive relationships and improved climate create the conditions for learning, principals and teachers at all five case study schools reported that more was needed to develop and maintain a rigorous academic program for all students. They described the need for common faculty planning time to strengthen their academic program and more flexibility and resources to meet the unique staffing and rostering challenges of small high schools

    A Comparison of Approaches to Mitigate Hypothetical Bias

    We compare two approaches to mitigating hypothetical bias. The study design includes three treatments: an actual payment treatment, a contingent valuation (CV) treatment with a follow-up certainty question, and a CV treatment with a cheap talk script. Our results suggest that both the follow-up certainty treatment and the cheap talk treatment produce willingness-to-pay (WTP) estimates consistent with the actual payment treatment. However, the follow-up certainty treatment provides response distributions at all offer amounts that are statistically similar to the actual payment treatment, while the cheap talk treatment provides similar responses only at some offer amounts. Furthermore, the cheap talk treatment is effective only for inexperienced individuals.
