    Is there an 'emboldenment' effect: Evidence from the insurgency in Iraq

    Does wartime debate in democracies during counterinsurgency campaigns embolden insurgent adversaries? Despite the historical frequency of this claim, there is little direct evidence assessing this ‘emboldenment’ hypothesis. This paper develops a novel test of this argument during the US counterinsurgency campaign following the invasion of Iraq in 2003. We find that following spikes in US domestic debate over the Iraq war, there is no evidence that insurgent attacks on military or civilian targets increased in regions of Iraq with greater access to US news compared to regions with less access. Overall, these results offer no support for the emboldenment claim

    Who's Out of Touch? Media Misperception of Public Opinion on US Foreign Policy

    Although experts in the United States are often criticized as being “out of touch” for failing to understand the political views of average Americans, arguably no group has been more susceptible to this charge than the media. In this article, we exploit unique paired surveys to measure how accurately US foreign policy media experts assess public opinion compared to other foreign policy experts on the critical issue of American engagement in the world. We find that while experts, on average, substantially underestimate how favorable US citizens are toward international engagement, the media is more inaccurate than other types of experts. We suggest potential reasons for these findings that may serve as the basis for future research. Overall, our study contributes to a growing literature on elite misperceptions of the public and underscores the particular inaccuracies of the media in understanding the attitudes of Americans

    The moral foundations of restraint: Partisanship, military training, and norms of civilian protection

    How does partisan identification shape the attitudes of US military officers toward the protection of civilians in war? Drawing on unique cross-cohort surveys of soon-to-be commissioned officers in 12 Army Reserve Officers’ Training Corps (ROTC) training battalions, we find that Democratic-leaning cadets generally prioritize norms of civilian protection more than Republican-leaning cadets when confronted with competing values of military advantage and force protection as part of a ‘combatant’s trilemma’. This gap remains partially resilient after sustained exposure to military training and socialization, including in the norms of restraint embodied by principles of combat ethics and the law of war. We attribute these partisan differences to insights from Moral Foundations Theory (MFT), which suggests that the moral values of Democrats and Republicans guide their views toward the individual use of force in combat. Our findings have important implications for comprehending the impact of political ideology and military training and socialization on attitudes regarding restraint toward civilians in war. Given the widely recognized conservative composition of the US military’s membership, these findings may help to further inform understanding of US military operations and the underlying causes of US adherence to – or violation of – the laws of armed conflict

    Whole breast and regional nodal irradiation in prone versus supine position in left sided breast cancer

    Background: Prone whole breast irradiation (WBI) leads to reduced heart and lung doses in breast cancer patients receiving adjuvant radiotherapy. In this feasibility trial, we investigated the prone position for whole breast + lymph node irradiation (WB + LNI). Methods: A new support device was developed for optimal target coverage, on which patients are positioned in a position resembling a phase from the crawl swimming technique (prone crawl position). Five left sided breast cancer patients were included and simulated in supine and prone position. For each patient, a treatment plan was made in prone and supine position for WB + LNI to the whole axilla and the unoperated part of the axilla. Patients served as their own controls for comparing dosimetry of target volumes and organs at risk (OAR) in prone versus in supine position. Results: Target volume coverage differed only slightly between prone and supine position. Doses were significantly reduced (P < 0.05) in prone position for ipsilateral lung (Dmean, D2, V5, V10, V20, V30), contralateral lung (Dmean, D2), contralateral breast (Dmean, D2 and for total axillary WB + LNI also V5), thyroid (Dmean, D2, V5, V10, V20, V30), oesophagus (Dmean and for partial axillary WB + LNI also D2 and V5), skin (D2 and for partial axillary WB + LNI V105 and V107). There were no significant differences for heart and humeral head doses. Conclusions: Prone crawl position in WB + LNI allows for good breast and nodal target coverage with better sparing of ipsilateral lung, thyroid, contralateral breast, contralateral lung and oesophagus when compared to supine position. There is no difference in heart and humeral head doses

    REQUITE: A prospective multicentre cohort study of patients undergoing radiotherapy for breast, lung or prostate cancer

    Purpose: REQUITE aimed to establish a resource for multi-national validation of models and biomarkers that predict risk of late toxicity following radiotherapy. The purpose of this article is to provide summary descriptive data. Methods: An international, prospective cohort study recruited cancer patients in 26 hospitals in eight countries between April 2014 and March 2017. Target recruitment was 5300 patients. Eligible patients had breast, prostate or lung cancer and planned potentially curable radiotherapy. Radiotherapy was prescribed according to local regimens, but centres used standardised data collection forms. Pre-treatment blood samples were collected. Patients were followed for a minimum of 12 (lung) or 24 (breast/prostate) months and summary descriptive statistics were generated. Results: The study recruited 2069 breast (99% of target), 1808 prostate (86%) and 561 lung (51%) cancer patients. The centralised, accessible database includes: physician-(47,025 forms) and patient-(54,901) reported outcomes; 11,563 breast photos; 17,107 DICOMs and 12,684 DVHs. Imputed genotype data are available for 4223 patients with European ancestry (1948 breast, 1728 prostate, 547 lung). Radiation-induced lymphocyte apoptosis (RILA) assay data are available for 1319 patients. DNA (n = 4409) and PAXgene tubes (n = 3039) are stored in the centralised biobank. Example prevalences of 2-year (1-year for lung) grade >= 2 CTCAE toxicities are 13% atrophy (breast), 3% rectal bleeding (prostate) and 27% dyspnoea (lung). Conclusion: The comprehensive centralised database and linked biobank is a valuable resource for the radiotherapy community for validating predictive models and biomarkers. Patient summary: Up to half of cancer patients undergo radiation therapy and irradiation of surrounding healthy tissue is unavoidable. Damage to healthy tissue can affect short-and long-term quality-of-life. Not all patients are equally sensitive to radiation "damage" but it is not possible at the moment to identify those who are. REQUITE was established with the aim of trying to understand more about how we could predict radiation sensitivity. The purpose of this paper is to provide an overview and summary of the data and material available. In the REQUITE study 4400 breast, prostate and lung cancer patients filled out questionnaires and donated blood. A large amount of data was collected in the same way. With all these data and samples a database and biobank were created that showed it is possible to collect this kind of information in a standardised way across countries. In the future, our database and linked biobank will be a resource for research and validation of clinical predictors and models of radiation sensitivity. REQUITE will also enable a better understanding of how many people suffer with radiotherapy toxicity

    Multilateralism and the Use of Force: Experimental Evidence on the Views of Foreign Policy Elites

    International relations scholars have found that multilateral approval increases public support for the use of military force and have developed competing explanations for this phenomenon. However, this literature has given little attention to the attitudes of individuals who participate directly in the foreign policy process or shape foreign policy debates. In this research note, we administer a survey experiment to both a cross-section of US foreign policy elites and a nationally representative sample of the US public. We find that US foreign policy elites are more responsive to multilateral approval than the US public, with elites with direct foreign policy decision-making experience valuing it especially highly. These findings point to the importance of considering differences between elites and the public when investigating or theorizing about the impact of multilateral cooperation on domestic politics

    Fish Passage Assessment of an Advanced Hydropower Turbine and Conventional Turbine Using Blade-Strike Modeling

    Hydropower is the largest renewable energy source in the world. However, in the Columbia and Snake River basins, several species of Pacific salmon and steelhead have been listed for protection under the Endangered Species Act due to significant declines of fish population. Dam operators and design engineers are thus faced with the task of making hydroelectric facilities more fish friendly through changes in hydro-turbine design and operation. Public Utility District No. 2 of Grant County, Washington, applied for relicensing from the U. S. Federal Energy Regulatory Commission to replace the 10 turbines at Wanapum Dam with advanced hydropower turbines that were designed to increase power generation and improve fish passage conditions. We applied both deterministic and stochastic blade-strike models to compare fish passage performance of the newly installed advanced turbine to an existing turbine. Modeled probabilities were compared to the results of a large-scale live-fish survival study and a Sensor Fish study under the same operational parameters. Overall, injury rates predicted by the deterministic model were higher than experimental rates of injury, while those predicted by the stochastic model were in close agreement with experimental results. Fish orientation at the time of entry into the plane of the leading edges of the turbine runner blades was an important factor contributing to uncertainty in modeled results. The advanced design turbine had slightly higher modeled injury rates than the existing turbine design; however, no statistical evidence suggested significant differences in blade-strike injuries between the two turbines, thus the hypothesis that direct fish survival rate through the advanced hydropower turbine is equal to or higher than that for fish passing through the conventional turbine could not be rejected
