Palmer´s web metrics were used to investigate the effects of key website characteristics on intention to return, satisfaction and self-efficacy. Partial least squares estimation was used to estimate both the measurement and structural parameters in our structural equation model.     Public sector ICT strategic planning: framework of monitoring and evaluating process

    A successful implementation of the ICT strategic plan (ISP) lies in the monitoring and evaluation (M&E) practice. However, M&E is often neglected due to the usage of impractical methods. Furthermore, the current ISP methodology does not account for M&E process. M&E should be appropriate to the organization’s environment and accordingly fits the characteristics of the type of planning. This study aims to identify strategic planning M&E processes and activities to produce the best practice of M&E process for ISP implementation vis a vis serve as a guide to public organizations. The Malaysia public sector was chosen as a case study with interview and documents analysis as data collection techniques.The results revealed that the M&E process involves four phases and 10 steps which were then used as the basis for the development of the proposed framework that are named as MEISP framework. The framework could serve as a guide for the public agencies for practicing M&E for the ISP implementation

    This study adopted Ajzen’s Behaviour Planning Theory and Rogers’s Innovation Diffusion Theory in identifying whether attitude, subjective norms dan behaviour control perception have any influences on the acceptance of knowledge management technology (KMT) among knowledge workers in Malaysia. The study specifically focuses on the KMT as this technology seems to be currently applicable to most organisations. A survey adopting questionnaires as the instrument for data collection was used involving 162 respondents. Findings showed that both attitude and behaviour control perception are more significant in accepting KMT compared to social influence.Specifically, relative advantage perception, suitability, trialability and risk are also influencing the acceptance of KMT. The feel of confidence in KMT and the support from the government in the implementation of the k-economy are among other factors significant to the KMT acceptance

Knowledge sharing is a mechanism which can result in the establishment of knowledge repository. This repository enables knowledge deposited be retrieved for further usage other than a way for preserving knowledge in Institution of Higher Learning (IHLs). The Reuse of knowledge from repository can improve the teaching performance and innovation among lecturers. The knowledge sharing initiative among lecturers enable knowledge deposited be retrieved for further usage other than a way for preserving knowledge in Institution of Higher Learning (IHLs). However, knowledge sharing initiative has not been established base on any guide or framework. Furthermore, factors influencing the initiative to the teaching performance and innovation ought to be revealed since there is no such research has been carried out. It is the objective of this paper to propose a conceptual framework for knowledge sharing initiative in Public Institution of Higher Learning (IHLs) in Malaysia which eventually improve the teaching performance and innovation. Qualitative approach is adopted by means of reviewing the literature in the area. The technology, organization and environmental framework (TOE) was used as a base to propose the conceptual framework. It is discovered that knowledge sharing framework ought to be tailored according to the jurisdiction of IHLs. Such a framework could serve as a guideline for future planning in setting up knowledge sharing initiatives, particularly among lecturers later

    Knowledge management practice among local commercial banks in Malaysia: A study of cause and effect

    Knowledge Management (KM) practice is the beginning of the emergence of knowledge-based banking institutions.Local banks integrate KM practice as a tool for more competitive amid financial liberalization and the merging of local bank institutions era.The objectives of this study are to identify the causal factor and also the effect results of such practice among local commercial banks in Malaysia.A questionnaire survey was used as data collection technique. A population study on the Human Resource Manager in ten local commercial banks was adopted. Analysis of data affirmed that there is a relation between the cause and the effect of implementing KM practice. Findings also revealed that the increase in knowledge sharing, both horizontally and vertically, alongside with the increase in workers’ efficiency, seem to be the common effects resulting from adopting the practice.It is hoped that this study served as an opening to the local banks to maximize the benefits that KM could offer

    Kajian ini menggunakan Teori Perancangan Gelagat Ajzen dan Teori Difusi Inovasi Rogers untuk mengenal pasti sikap, norma subjektif dan persepsi kawalan gelagat yang mempengaruhi penerimaan teknologi pengurusan pengetahuan (TPP) di kalangan pekerja berpengetahuan di Malaysia. Fokus kajian adalah kepada teknologi pengurusan pengetahuan (TPP) kerana teknologi tersebut merupakan teknologi terkini bagi organisasi. Tinjauan menggunakan soal selidik sebagai alat pengumpulan data melibatkan seramai 162 responden. Hasil kajian mendapati sikap dan persepsi faktor kawalan gelagat adalah signifikan terhadap penerimaan teknologi pengurusan pengetahuan (TPP) berbanding pengaruh sosial. Secara khususnya, persepsi kelebihan relatif, kesesuaian, kebolehujian dan risiko mempengaruhi penerimaan teknologi pengurusan pengetahuan (TPP). Keyakinan terhadap teknologi pengurusan pengetahuan (TPP) dan sokongan kerajaan kepada pelaksanaan k-ekonomi merupakan faktor yang signifikan terhadap penerimaan teknologi pengurusan pengetahuan (TPP).

    Penggabungan organisasi perbankan domestik dan liberalisasi kewangan menuntut kewujudan organisasi perbankan yang berpengetahuan. Kajian ini bertujuan mengenalpasti amalan pengurusan pengetahuan (APP) dalam aspek Po & PgP (Perolehan & Penguasaan Pengetahuan) dan L & M (Latihan & Mentor) di sektor perbankan domestik. Kaedah tinjauan yang menggunakan teknik soal selidik untuk pengumpulan data digunakan. Bancian dilakukan terhadap Pengurus Sumber Manusia di 10 buah bank perdagangan tempatan di Malaysia. Empat aspek Po & PgP dan enam aspek L & M dianalisis untuk melihat perbezaannya. Hipotesis membuktikan kewujudan amalan pengurusan pengetahuan (APP) dalam aspek Po & PgP dan L & M. Item utama amalan pengurusan pengetahuan (APP) dalam aspek Po & PgP memperlihatkan organisasi perbankan memperoleh dan menggunakan pengetahuan daripada persatuan industri, pesaing, pelanggan dan pembekal. Pekerja digalakkan untuk terlibat dalam pasukan projek dengan profesional luaran. Manakala, aspek L & M mendapati item utama amalan pengurusan pengetahuan (APP) ialah menggalakkan pekerja melanjutkan pendidikan dengan membayar balik yuran bagi kursus yang berkaitan dengan kerja. Organisasi juga menggalakkan pekerja yang berpengalaman untuk memindahkan pengetahuan kepada pekerja yang kurang atau tidak berpengalaman. Di samping itu, latihan tidak rasmi untuk amalan pengurusan pengetahuan (APP) dan pemantapan kemahiran sedia ada dipraktikkan dalam organisasi. Kajian ini memotivasikan organisasi perbankan untuk menerima pengurusan pengetahuan (PP) sebagai suatu amalan baru yang harus diterapkan.     The Implementation Guidelines of Digital Document Management System for Malaysia Public Sector: Expert Review

    Digital Document Management System (DDMS) is a system adopted by the Malaysian Public sector for managing documents and records. Despite giving many benefits, the adoption of the system is still below satisfaction. A guideline should be in place to accelerate the adoption rate of such a system. Accordingly, a guideline for DDMS implementation is proposed as was suggested in a previous study involving 439 DDMS users by the same authors. The proposed guidelines consist of 6 main factors which are: system capability; implementation policy; security, training; awareness programs, and top management/team members (colleague) supports. This paper aims to verify the content of the proposed guidelines in order to seek for its suitability in the Malaysian public sector context. Data was collected via a face-to-face interview with four panels of experts (practitioners) who have vast experience in DDMS implementation. The finding thence confirmed and verified the content of the proposed guidelines. The proposed guidelines is expected to assist the DDMS implementation team especially the three leading agencies such as the Malaysian Administrative Modernization and Management Planning Unit (MAMPU), Chief Government Security Office (CGSO) and the National Archives of Malaysia (NAM) in coordinating and planning for the implementation of DDMS initiative at the agencies level vis-a-vis increase the level of user adoption. This guideline also can be used as a reference to develop a detailed DDMS implementation policy by the committee and the project team

    Urban Farming Activities in Southeast Asia: A Review and Future Research Direction

    The activities of urban farming in Southeast are still limited and scattered. In order to give valuable insights into the urban agriculture of Southeast Asia and to support researchers, we need to know in details the available options and gaps in this research direction that will serve future researchers. Thus, in this study, a review is conducted to map the research landscape into a coherent taxonomy. The research procedure focuses on all these subject matters related to urban farming system activities, technology application and their use in the urban farms and smallholder farming activities in Southeast Asia. These studies selected from the three major digital databases, namely, the ScienceDirect, Web of Science, and Scopus. The study selection process consists of research into literature sources, followed by three iterations of screening and filtering, excluded duplicate articles, screening the titles and abstracts and reading of the full-text articles. The final included result is 88 articles, which will be adopted on in this study. Further, a review in details of the layout of the research landscape of literature is conducted into a cohesive classification with its descriptive analysis. We also identify the essential characteristics of this emerging field in the following aspects: benefits of using urban farming activities in Southeast Asia, challenges hindering utilization, and recommendations to improve the acceptance and use of urban farming applications in literature
