The article deals with utilization problems of contemporary personnel appraisal techniques in HR-management. The item is aimed at both analysis of present state of personnel appreciation system and its key features and crucial trends. Moreover appraisal methods' efficiency depending on the business tasks, validity problem of these modern methods, as well as their practical use in modern companies are considered. Furthermore the article underlines the importance of new social oriented approaches in staff appreciation, which are to resolve complicated difficulties in HR-management. These appraisal methods' utilization enables the company to lower staff opposition to appraisal procedures, to stimulate employees' initiative in appraisal performance neutrality, to improve staff and experts' rapport and corporate climate. In the present article is explained the role of personnel evaluation in the companies of PRC (as: shortage of the qualified experts, responsible for the stuff-evaluation; non-structural evaluation procedure; existence of unprompted evaluation procedures; absence of feed-back from the evaluated staff; drawbacks in the practical employing of foreign methods by the Chinese head executives. The article deals with the basic resources and the vectors of ecological tourism development in Albania as a new region for eco travel, previously not popular but having great prospects for development through mainstreaming the rational nature management. The authors highlight the impact of tourism development on the environment, the role of ecological tourism in sustainable development of the countries of the world, the value relevance of environmental management tourism and its basic principles. The article also describes the prerequisites, trends and prospects of development of ecological tourism in Albania, the main objectives for optimization and further efficient formation of ecological tourism as a basic direction in the tourism sphere of the country. The article explores the prospects for the development of the cluster approach in management of tourism industry in Albania. The analysis of the main economic indicators of Albania is given, its place in the world market of tourist services is determined, the indicators characterizing the steady growth of the tourism sector in the country (the growth of the share of tourism in GDP, the number of arrivals of foreign tourists in the dynamics of recent years, etc.) are revealed. The main problems that prevent a more dynamic growth of the tourist sphere in the country are revealed, including social, personnel, infrastructural, economic problems. The relevance of the cluster approach in management of tourism in Albania is justified; it is proposed to distinguish four main tourist clusters in the country depending on thematic tourism (ecological, sports, health, cognitive). The choice of these clusters for the development of the tourism sector of Albania is explained; non-profitable directions for the cluster approach in the country's tourism are revealed. The main advantages of the cluster approach in tourism for Albania (attracting additional investments, innovative development, improving the quality of labor resources, increasing the competitiveness of the tourism industry of Albania in the world market of tourist services) are highlighted. Knowledge Management: A Tool for Implementing the Digital Economy
The issues of application of knowledge-management technologies in modern economic conditions are stated. The aspects of digitalization of the economy, including those at the corporate level, are considered. The concept of βknowledge managementβ is analyzed from the point of view of foreign researchers; it is noted that knowledge has become an important intangible asset and a factor of competitiveness. The main results of knowledge customization (knowledge maps, knowledge packages, resource catalogs, forums and chats, practice communities, storytelling, corporate blogs, and a bank of ideas) are distinguished. Application of ontological models and gamification in order to involve staff in the dissemination and exchange of knowledge is shown. Human resources as a factor in ensuring the security of the Russian Federation economic development
The article examines human resources in the Russian Federation and identifies main aspects of personnel security. It also reveals the nature and structure of personnel security, describes the role of the human resources evaluation system in the process of ensuring this type of security, presents briefly the structure and specificities of the Russian human resources taking into consideration such indicators as: population size, dynamics of population changes, economically active population, unemployment rate, GDP per capita, the number of people whose income is below the poverty line, the ethnic composition, and a set of the following modern integrated indices: Human Development Index, The Global Competitiveness Index, Education Index, Quality-of-life index, The Gender Equity Index. In accordance with the findings obtained, the main threats for the safe development of the economy of the regions in the country are the following: depletion of human resources; neet-youth, provoking many social ills; erosion of traditional system of qualified personnel training; the prevalence of private interest over national ones; the collapse of spiritual and moral values especially among the younger generation; and poverty of the population. The article highlights the significance of searching for effective methods of eliminating unfavorable threats to human resources development at the governmental, regional and municipal levels

Knowledge Management: A Tool for Implementing the Digital Economy
The issues of application of knowledge-management technologies in modern economic conditions are stated. The aspects of digitalization of the economy, including those at the corporate level, are considered. The concept of βknowledge managementβ is analyzed from the point of view of foreign researchers; it is noted that knowledge has become an important intangible asset and a factor of competitiveness. The main results of knowledge customization (knowledge maps, knowledge packages, resource catalogs, forums and chats, practice communities, storytelling, corporate blogs, and a bank of ideas) are distinguished. Application of ontological models and gamification in order to involve staff in the dissemination and exchange of knowledge is shown. The article explores the prospects for the development of the cluster approach in management of tourism industry in Albania. The analysis of the main economic indicators of Albania is given, its place in the world market of tourist services is determined, the indicators characterizing the steady growth of the tourism sector in the country (the growth of the share of tourism in GDP, the number of arrivals of foreign tourists in the dynamics of recent years, etc.) are revealed. The main problems that prevent a more dynamic growth of the tourist sphere in the country are revealed, including social, personnel, infrastructural, economic problems. The relevance of the cluster approach in management of tourism in Albania is justified; it is proposed to distinguish four main tourist clusters in the country depending on thematic tourism (ecological, sports, health, cognitive). The choice of these clusters for the development of the tourism sector of Albania is explained; non-profitable directions for the cluster approach in the country's tourism are revealed. The main advantages of the cluster approach in tourism for Albania (attracting additional investments, innovative development, improving the quality of labor resources, increasing the competitiveness of the tourism industry of Albania in the world market of tourist services) are highlighted.
