    Biographical NotePaul J. Mitchell was born on January 20, 1926, in Westfield, Massachusetts, to Mary (Saad) and George J. Mitchell, Sr. and grew up in Waterville, Maine, after the death of his grandfather. His mother worked as a weaver in the local woolen mills, and his father worked for the Central Maine Power Company, and later for Colby College. In 1944 Paul enrolled in the Navy’s V-12 program at Bates College. He then matriculated at the University of Maine to complete his degree, graduating in 1949, and received a master’s degree in education from Columbia University. He worked for Liberty Mutual Insurance Company in New York City from 1951 until 1956, when he and his family moved to Boston, where he began to work in sales for Liberty Mutual. In 1958 he moved back to Waterville, buying an insurance agency and serving on the city’s Board of Aldermen. He became very involved in the Urban Renewal Authority in Waterville, serving as its executive director for sixteen years. He has also served as a trustee of the University of Maine. Paul is the brother of Senator George Mitchell, John Mitchell, Robbie Mitchell, and Barbara (Mitchell) Atkins. At the time of this interview he continued to live in Waterville, Maine, with his wife, Yvette.     Irrigation Technology Adoption in the Texas High Plains: A Real Options Approach

    Water scarcity has been a significant issue for several decades in the Texas High Plains, with agriculture identified as the main activity contributing to this scarcity. To address this issue, much effort has been devoted to developing and encouraging adoption of sophisticated irrigation systems with high levels of water application efficiency, such as the low energy precision application (LEPA) system, subsurface drip irrigation (SDI), and variable rate irrigation (VRI). In this study, the economic feasibility of these irrigation systems is evaluated in cotton farming in the Texas High Plains using a real options approach. Results find that only the LEPA system is profitable under current conditions.     EFFECT OF REVENUE INSURANCE ON ENTRY AND EXIT DECISIONS IN TABLE GRAPE PRODUCTION: A REAL OPTION APPROACH

    This study determines the entry and exit thresholds of table grape farming with irreversible investment under uncertainty. Real option approach is adopted to consider the investment and management flexibility. Also revenue insurance is introduced to consider the effect of the risk management programs on the entry and exit thresholds. Results show that revenue insurance increases the entry and exit thresholds by 1% and 4%, respectively, thus discouraging new investment and current farming, as long as the revenue guarantee is less than the exit threshold. Revenue insurance increases the entry threshold by 3% and decreases the exit threshold by 13% as long as the revenue guarantee is greater than the exit threshold. In this case, revenue insurance discourages the investment and encourages the current farmer to stay in farming, further. However, the decrease in the subsidy rate results in the increase in both entry and exit thresholds. Thus, the premium subsidy levels should be carefully considered if the policy objective is to encourage growers to shift to higher-value crops.Risk and Uncertainty,

    SIMPEL: Circuit model for photonic spike processing laser neurons

    We propose an equivalent circuit model for photonic spike processing laser neurons with an embedded saturable absorber---a simulation model for photonic excitable lasers (SIMPEL). We show that by mapping the laser neuron rate equations into a circuit model, SPICE analysis can be used as an efficient and accurate engine for numerical calculations, capable of generalization to a variety of different laser neuron types found in literature. The development of this model parallels the Hodgkin--Huxley model of neuron biophysics, a circuit framework which brought efficiency, modularity, and generalizability to the study of neural dynamics. We employ the model to study various signal-processing effects such as excitability with excitatory and inhibitory pulses, binary all-or-nothing response, and bistable dynamics.Comment: 16 pages, 7 figure

    Single-crystal diamond low-dissipation cavity optomechanics

    Single-crystal diamond cavity optomechanical devices are a promising example of a hybrid quantum system: by coupling mechanical resonances to both light and electron spins, they can enable new ways for photons to control solid state qubits. However, realizing cavity optomechanical devices from high quality diamond chips has been an outstanding challenge. Here we demonstrate single-crystal diamond cavity optomechanical devices that can enable photon-phonon-spin coupling. Cavity optomechanical coupling to 2GHz2\,\text{GHz} frequency (fmf_\text{m}) mechanical resonances is observed. In room temperature ambient conditions, these resonances have a record combination of low dissipation (mechanical quality factor, Qm>9000Q_\text{m} > 9000) and high frequency, with Qmfm1.9×1013Q_\text{m}\cdot f_\text{m} \sim 1.9\times10^{13} sufficient for room temperature single phonon coherence. The system exhibits high optical quality factor (Qo>104Q_\text{o} > 10^4) resonances at infrared and visible wavelengths, is nearly sideband resolved, and exhibits optomechanical cooperativity C3C\sim 3. The devices' potential for optomechanical control of diamond electron spins is demonstrated through radiation pressure excitation of mechanical self-oscillations whose 31 pm amplitude is predicted to provide 0.6 MHz coupling rates to diamond nitrogen vacancy center ground state transitions (6 Hz / phonon), and 105\sim10^5 stronger coupling rates to excited state transitions.Comment: 12 pages, 5 figure

    Preseason Functional Test Scores are Associated with Future Sports Injury in Female Collegiate Athletes

J Strength Cond Res 32(6): 1692–1701, 2018—Recent prospective cohort studies have reported preseason functional performance test (FPT) measures and associations with future risk of injury; however, the findings associated with these studies have been equivocal. The purpose of this study was to determine the ability of a battery of FPTs as a preseason screening tool to identify female Division III (D III) collegiate athletes who may be at risk for a noncontact time-loss injury to the lower quadrant (LQ = low back and lower extremities). One hundred six female D III athletes were recruited for this study. Athletes performed 3 FPTs: standing long jump (SLJ), single-leg hop (SLH) for distance, and the lower extremity functional test (LEFT). Time-loss sport-related injuries were tracked during the season. Thirty-two (24 initial and 8 subsequent) time-loss LQ injuries were sustained during the study. Ten of the 24 initial injuries occurred at the thigh and knee. At-risk athletes with suboptimal FPT measures (SLJ #79% ht; (B) SLH #64% ht; LEFT $118 seconds) had significantly greater rates of initial (7.2 per 1,000 athletic exposures [AEs]) and total (7.6 per 1,000 AEs) time-loss thigh or knee injuries than the referent group (0.9 per 1,000 AEs; 1.0 per 1,000 AEs, respectively). At-risk athletes were 9 times more likely to experience a thigh or knee injury (odds ratio [OR] = 9.7, confidence interval [CI]: 2.3–39.9; p = 0.002) than athletes in the referent group. At-risk athletes with a history of LQ sports injury and lower off-season training habits had an 18-fold increased risk of a time-loss thigh or knee injury during the season (adjusted OR = 18.7, CI: 3.0–118.1; p = 0.002). This battery of FPTs appears useful as a tool for identifying female D III athletes at risk of an LQ injury, especially to the thigh or knee region
