    Willingness to Pay for Weather Derivatives by Australian Wheat Farmers

    A theoretical optimal hedging model is developed to determine potential demand from Australian farmers for a hedging tool to remove the economic consequences of climate related variability in wheat yield. In the past, financial instruments have been developed to hedge price risk on capital markets; however, in more recent times new financial instruments, weather derivatives, have been developing that hedge the volumetric risk associated with unfavourable weather. Weather derivatives have the ability to effectively hedge weather related volume risk for the agricultural, mining, energy and manufacturing industries, while also providing a risk management tool for construction firms and special events organisers, although there are still many hurdles to implementing agricultural weather derivative contracts in Australia.     Contributions of the Earned Income Tax Credit to Community Development in Indian Country

    The earned income tax credit (EITC) has become a central element in a suite of programs and polices that promote “asset building” for the poor. Increasingly, it has become a way not only for individuals but also communities to turn their economic circumstances around. The Center for Social Development in collaboration with Kathryn M. Buder Center for American Indian Studies engaged ten Native community organizations currently providing free tax preparation services in a study that examined uptake and potential uses of Earned Income Tax Credit (EITC) income by Native people. Through community surveys we learned that a majority of survey respondents (88.26%) have bank accounts. Respondents indicated that they would use their tax refunds to cover personal expenses such as emergencies and catching up on bills. 24.13% indicated that they plan to put their tax return in a savings account while others plan to use the refund to obtain necessary household items such as vehicles and furniture. Community members expressed strong interest in getting information about matched savings accounts, homeownership and financial management education, as well as starting their own business. These findings provide insight into the kinds of community infrastructure and programs that help dollars stay in a community and help citizens leverage their assets

    Interacting Frobenius Algebras are Hopf

    Theories featuring the interaction between a Frobenius algebra and a Hopf algebra have recently appeared in several areas in computer science: concurrent programming, control theory, and quantum computing, among others. Bonchi, Sobocinski, and Zanasi (2014) have shown that, given a suitable distributive law, a pair of Hopf algebras forms two Frobenius algebras. Here we take the opposite approach, and show that interacting Frobenius algebras form Hopf algebras. We generalise (BSZ 2014) by including non-trivial dynamics of the underlying object---the so-called phase group---and investigate the effects of finite dimensionality of the underlying model. We recover the system of Bonchi et al as a subtheory in the prime power dimensional case, but the more general theory does not arise from a distributive law.Comment: 32 pages; submitte

    VITA Sites: Linking Tax Returns and Asset Building Strategies in Indian Country

    On an individual and family basis, the Earned Income Tax Credit (EITC) has important poverty alleviation characteristics. Few populations or places in the United States are as needful of the dollars provided by EITC receipt as Indian Country. The receipt of EITC will not alleviate poverty in Indian Country alone, but can be a viable start by providing thousands of dollars to families in Native communities. During the two years this project has been underway, more than 9,000 tax returns have been filed at 14 Voluntary Income Tax Assistance (VITA) sites serving Indian Country. The study examined the number of Native community members who are eligible for EITC, the amount of money flowing to Native community members through EITC, potential uses of EITC income, and opportunities to build community infrastructure and programs that could help EITC and other tax dollars remain in Native communities and serve as leverage for further asset building

    Identifying and testing adaptive management options to increase river catchment system resilience using a Bayesian Network model

    The cumulative impacts of future climatic and socioeconomic change threaten the ability of freshwater catchments to provide essential ecosystem services. Stakeholders who manage freshwaters require decision-support tools that increase their understanding of catchment system resilience and support the appraisal of adaptive management options to inform decision-making. Our research aims to test the ability of a Bayesian Network model to identify adaptive management scenarios and test their effectiveness across future pathways to 2050. Using the predominantly arable river Eden catchment (320 km2) in eastern Scotland as a case study, we invited stakeholders from multiple sectors to participate in a series of workshops aimed at addressing water quality issues and achieving good ecological status in the catchment both now and in the future. Our participatory methods helped stakeholders overcome multiple layers of complexity and uncertainty associated with future-focused water management. Outputs of a Bayesian Network model simulated both current and future catchment resilience to inform the identification of six management scenarios. The effectiveness of each management scenario was tested using the Bayesian Network model. Two adaptive management scenarios increased catchment resilience and helped achieve good ecological status; a ‘Best Available Technology’ scenario, including aerobic granular sludge treatment, and a management scenario focused on ‘Resource Centre’, including phosphorus recovery from wastewater treatment works and constructed lagoons for crop irrigation. Stakeholders were interested in a 'Nature Based' management scenario including options such as wetland wastewater treatment methods and rural sustainable drainage systems, which improved water quality in the catchment, but had lower certainty in achieving desired outcome. Findings led to a recognition that innovative and collaborative action was required to improve current and future freshwater conditions
