    Hearing Foreigners’ Voices: Unprecedented Communication for Hearing Foreigners’ Voices in Saudi Arabia

    After the Arab Spring uprisings, specifically the events in 2012, the Saudi Arabian Ministry of Labor inaugurated a participatory management department to engage with citizens via the introduction of new policies to meet Saudi citizens’ needs. The department adopted two approaches with which to promote citizen participation and hear and respond to the public’s voice. The approaches were social dialogue and the use of digital communication. The objective of this study is to investigate whether the Ministry of Labor allowed foreigners to participate in and engage with other Saudis to meet their interests in terms of employment, education, and other needs to enjoy the life in Saudi Arabia. The theoretical framework adopted for this paper is based on Nico Carpentier’s work. Data for the present study were collected through document analyses, in-depth interviews, and focus group discussions. The paper shows that opportunities for foreigners to engage and make their voices heard were given to specific groups. These groups, who hold various types of power, were included with ordinary Saudi citizens in terms of the level of participation given by the Saudi government. These foreigner groups were listened to because they had the power to persuade the Minister of Labor to include them with other Saudis. Additionally, ignoring these powerful foreigner groups could have lead them to act against the Saudis’ best interests, which was a main consideration of the Saudi government and Ministry of Labor

    Rapid Assessment of Vietnam\u27s Labor Inspection System

    [Excerpt] In July 2010, a team from the U.S. Department of Labor (USDOL) visited Vietnam to conduct an assessment of the Ministry of Labor, War Invalids & Social Affairs’ (MOLISA) labor inspection system. This effort was requested by the SIIR project (funded by USAID) as part of its aim of identifying MOLISA’s needs and providing assistance, per MOLISA’s request. The Assessment focuses on: 1) assessing facts related to the labor inspection system; and 2) providing initial recommendations for improving the system. Part I discusses MOLISA’s history, legal and regulatory framework, structure and organization, Department of Labor Inspections (including workforce, forms and data collection, and IPZ). Part II discusses issues and presents recommendations related to data collection, labor inspector training, inspectorate staffing levels, educational outreach, research and networking, systems of continuous improvement, and coordination with international and private buyers

    Targeting the Poor in Vietnam using a Small Area Estimation Method

    To estimate the poverty rate at the commune level, the Ministry of Labor, Invalids and Social Affairs firstly collects information on households’ income per capita, and compares their income with a defined poverty line. A household is identified as a poor one if their income per capita is below the poverty line. Then, the poverty rate of a commune is simply the ratio of the defined poor households in that commune. This method can raise questions about the quality of the collected data on income. This paper examines the quality of expenditure data collected in this simple way. It is found that the expenditure data collected in the simple way are considerably lower than expenditure data collected using detailed questionnaires. Thus collection of expenditure or income data using simple questionnaires tends to underestimate the actual expenditure or income. For poverty targeting in small areas such as communes or districts, this paper suggests the application of this small areas estimation method

    A State’s Gendered Response to Political Instability: Gendering Labor Policy in Semi-Authoritarian El Salvador (1944-1972)

    Unlike much of the gender and welfare literature, this study examines why a regime that constrains pressure from below would adopt gendered social policies. The Salvadoran case (1944-1972) suggests that political instability rather than societal pressures may prompt semi-authoritarian regimes to adopt gendered labor reforms. We extend the motivations for adopting gendered labor reforms to include co-opting labor by examining gendered labor reforms in the context of El Salvador’s historically contingent labor strategy. This gendered analysis helps explain how a semi-authoritarian regime secured political stability and reveals the special appeal gendered labor reforms may have to semi-authoritarian regimes

To increase the financial literacy is the interest not only for government organizations, notably the Ministry of Finance and the Ministry of Labor and Social Affairs, but also for banks. Increasing of the financial literacy will be reflected in improving of the portfolio on the one hand and on the other hand there can be expected lower profit.Příspěvek je zaměřen na analýzu mezi vztahem finanční gramotnosti a řízením rizika v bankách. Na zvyšování finanční gramotnosti mají zájem nejen státní organizace, zejména Ministerstvo financí ČR a Ministerstvo práce a sociálních věci ČR, ale také banky.
