    IR spectral analysis for the diagnostics of crust earthquake precursors

    Some possible physical processes are analysed that cause, under the condition of additional ionisation in a pre-breakdown electric field, emissions in the infrared (IR) interval. The atmospheric transparency region of the IR spectrum at wavelengths of 7–15 μm is taken into account. This transparency region corresponds to spectral lines of small atmospheric constituents like CH<sub>4</sub>, CO<sub>2</sub>, N<sub>2</sub>O, NO<sub>2</sub>, NO, and O<sub>3</sub>. The possible intensities of the IR emissions observable in laboratories and in nature are estimated. The acceleration process of the electrons in the pre-breakdown electrical field before its adhesion to the molecules is analyzed. For daytime conditions, modifications of the adsorption spectra of the scattered solar emissions are studied; for nighttime, variations of emission spectra may be used for the analysis

    The role and principles of tourist zoning in Bulgaria

    The article describes the experience with tourist zoning in Bulgaria - main principles and goals of the tourism zoning into separate tourist regions. The tourist regions and their main indicators have been analyzed. The Concept was approved in 2015 and plays a key role in the development of the Bulgarian tourist product on the international market and the popularization of the country as an all-year round tourist destination. Currently the tourist zoning occupied the entire territory of the country and consists of nine regions: Danube Region, Balkan Mountains Region, Rose Valley Region, Thracian Region, Rhodope Region, Rila-Pirin Region, Sofia Region, Northern Seaside Region, Southern Seaside Region. Each of the above regions has its own specialization and uniqueness, which allows for a more effective regional marketing and makes each region more recognizable. The article summarizes the system of management of the regions and the government’s support in the creation of organizations which participate in the management of the tourist regions. A comparative analysis of the tourist zoning has been made in comparison with other EU countries like Ireland, Croatia, and Romania. The result of the analysis shows that the other countries also have regions with disproportionate allocation of territory and level of development of tourist development. As a conclusion, a well-developed tourist zoning is an effective instrument for the development of the tourism potential and the diversification of the tourist product taking into account the needs of the international markets. The tourist zoning experience can be used by Russia in the development of a marketing plan for the international market for tourist services

    Methodological and analytical provision of region monitoring

    The article reflects methodological and applied aspects of the quality and completeness of information provided to the monitoring taking into account the level of spatial aggregation. The authors suggest an algorithm on forming informational blocks of monitoring on the region level which allows to implement the functions of the given analytical tool. Furthermore, the article provides the reasons for integrating information within the united methodological and legal area of Russian public statistics in order to form the representative database for regional monitoring and analysis.peer-reviewe

    Informational and analytical support of social and labor aspects of an urban settlement

    Purpose: The aim of this article is to identify and assess the key problems of the city of Rostov-on-Don in social and labor aspects in order to determine the competitive position of the city relative to the million-plus cities regarding its advantages and key trends. Structure/Methodology/Approach: To realize the goals of strategic planning, it seems appropriate: first, to obtain an analytical assessment of the state of the social and labor sphere of the city of Rostov-on-Don; second, to obtain a comparative assessment of the state relative to the cities of one million Russian citizens; third, to formulate the key problems that have arisen in this field and, fourth, to formulate the competitive position of the city of Rostov-on-Don. Results: To arrange strategic directions for the development of the city of Rostov-on-Don, authors determined the competitive position of the city in the social and labor sphere in the form of advantages, key problems and key trends. Practical implications: The results could be implemented at the municipality level in the formation of the spatial policy of urban development and improving the quality of life of the population. Originality/Value: The main contribution of this study is to implement a system approach to the process of improving and developing information and analytical support for the management of municipal territories.peer-reviewe
