    While government is frequently the subject of feature films, we have only a limited understanding on how government’s portrayal on films affect audience’s perceptions of state institutions. In new research, Michelle C. Pautz looked at the impact of two recent films, Argo and Zero Dark Thirty, on audience’s perceptions of government. She finds that after viewing the two films, many of the study participants’ views changed, with most expressing greater levels of trust in government and having a more positive view of government performance

    Reconsidering Accountability for Environmental Inspectors: Trading \u27Compliance by Computer\u27 for Relationship Building

    Demands for government accountability extend into all the aspects of government service and the environmental realm is no different. Environmental inspectors — the front-line workers in environmental protection agencies — are among the many civil servants who face demands for accountability. Unfortunately, although accountability is desirable normatively speaking, in practice it is not so simple. Accountability for environmental inspectors frequently involves measures such as the number of inspections completed, the efficiency of data entry in agency databases, and the turnaround time on inspection reports. Such measures leave environmental inspectors, who ideally want — and practically need — to be in the field, stuck in the office ensuring compliance by computer ; extensive interviews with environmental inspectors in Virginia and Ohio substantiate these assertions. Yet inspectors desire (along with their supervisors) positive and cooperative relationships with the regulated community. Overwhelming majorities of inspectors in Virginia and Ohio see good relationships as necessary for the success of environmental regulation. The sentiments of inspectors are echoed in much of the accountability literature that questions the tendency to embrace various performance measures over the importance of dialogue and an emphasis on discretion. This paper argues that compliance by computer is detrimental to the existing environmental regulatory system and maintains that accountability should be sought by building positive relationships between inspectors and the regulated community

    Since the beginnings of the motion picture industry, with the one small Edison studio in New Jersey in the early 1900s, America has fallen in love with films. One could argue and debate the reasons, employing everything from sociology to psychology to economics; but one thing is certain: This love affair has changed over the years. This change is perhaps most evident in the decline in the percentage of the United States population that goes to the cinema weekly. One interesting aspect of cinema attendance is that during the Great Depression, which swept the United States in the 1930s, a higher percentage of the population went to the cinema each week than during the times of economic expansion and great prosperity since. What has brought about such a change in Americans\u27 sentiments about going to the cinema that is reflected in such a decline in cinema attendance

    Are They Ready for Their Close-Up? Civil Servants and their Portrayal in Contemporary American Cinema

    Norma Desmond famously says in Billy Wilder’s Sunset Blvd. (1950), “All right, Mr. DeMille, I’m ready for my closeup.”1 Since then, this phrase has been uttered countless times to ensure the camera does not start rolling until everyone is ready. But all are not afforded the opportunity to get ready and civil servants fall squarely into this category. We know that government bureaucrats are among those individuals that Americans love to hate and attacks on the civil service come from a plethora of sources.2 And because of the ability of film (as well as other narrative forms) to influence perceptions and stereotypes about government (c.f. McCurdy 1995; Holzer and Slater 1995; Lichter, Lichter, and Amundson 2000; Holley and Lutte 2000), it is important to understand how civil servants are portrayed in American film. Unfortunately, the empirical exploration of civil servants in film remains understudied. The existing research on the portrayal of government in film is inadequate for several reasons. First, a large scale examination of a wide range of films has not been conducted to ascertain how films portray government, and specifically, bureaucrats. In addition, most of the scholarship focuses on small samples or employs case study methodology that looks at a handful of predetermined films to examine the different views of government offered by Hollywood. Finally, often the films that are profiled are rather obscure and one would have difficulty finding many individuals who have actually heard of the films examined, let alone seen them. Thus, the question that arises is how is government, and more specifically civil servants, portrayed in the most popular films in the United States? In an effort to more fully explore the depictions that contemporary American film presents of government and civil servants, this paper endeavors to address many of the omissions of the existing literature. The films selected for study are the top ten domestic box office grossing films in the United States from 1992 through 2006. These 150 films are the films most likely to have been seen by the majority of Americans. As a result of this large sample, the films included are the ones that have the greatest exposure to the movie-going public in the United States; accordingly, a holistic assessment of how Hollywood routinely portrays civil servants is possible. In the end, we find that the U.S. government is frequently depicted in a negative light, but that civil servants are a different story, especially in the last five years. Civil servants are, more often than not, presented as intelligent, well-trained, and efficient. This paper first presents an overview of perceptions and how they are informed by various narrative forms, particularly film. Then it turns to the treatment of fiction and film in the public administration literature and considers the sparse research to date that explores how government is portrayed in film. After establishing the context for our research, the methods are presented and the findings from 150 films that depict more than 300 civil servants are summarized. Finally, it concludes with a discussion of our findings and their implications

    Undergraduate Research Needs: Faculty-Librarian Collaboration to Improve Information Literacy in Policy Papers

    To improve the quality of semester-long policy projects of upper-division political science students, a faculty member and research librarian collaborated to reframe the assignment in hopes of improving students’ research skills and information literacy, revising the traditional one-way model of faculty sending students to the library to get information. The outcomes over the course of two semesters have been promising. Citations in two sets of student papers showed a remarkable increase in the number and quality of sources used. This suggests that when faculty work with librarians throughout the semester, such collaboration can improve students’ information literacy and thus their coursework and overall learning

    The Lilliputians of Environmental Regulation: The Perspective of State Regulators

    When we think about environmental policy and regulation in the U.S., our attention invariably falls on the federal level and, more specifically, the U.S. Environmental Protection Agency. Although such a focus is understandable, it neglects the actors most responsible for the implementation and maintenance of the nation\u27s environmental laws — the states. Recognition of the importance of the states still ignores an even smaller subsection of actors, inspectors. These front-line actors in state environmental agencies are the individuals responsible for writing environmental rules and ensuring compliance with those rules. They play an important role in the environmental regulatory state. With data collected from more than 1,200 inspectors across 17 states, the authors take a closer look at these neglected actors to better understand how environmental regulators perceive the regulated community and how they characterize their interactions with them. In doing so, they explore the role these front-line actors play, what it is like to be them, what they think of their place in the environmental regulatory system, and how they interact with the regulated community

    One HACCP, two approaches: experiences with and perceptions of the Hazard Analysis and Critical Control Points (HACCP) food safety management systems in the US and the EU

    This paper explores the differences in the use of the Hazard Analysis Critical Control Point (HACCP) system to manage food safety risks in the food chain from farm to fork in the EU and the US. In particular, this paper investigates the current uses and potential expansion of HACCP as a mechanism for the delivery of safe agricultural products, particularly safe produce. It considers not only whether HACCP systems are the best mode of governance for delivering safe food, and describes why HACCP has achieved an important role in the regulatory framework that governs food safety, but asks why this role is different in the EU and US. Within the EU, HACCP is compulsory at all stages of the food chain other than primary production, whereas the mandatory use of HACCP in the US is less widespread. However, the empirical work found that HACCP is being used by businesses in both the EU and US as a basis for organizing their business, even when not required by regulation. Using data derived from semi-structured interviews with regulatory actors in the EU and US, this paper argues that the different approach to HACCP is a result of differing ideas about the role that it plays in the governance of food safety, and the different concepts of the role of regulation in securing safe food. Finally, the paper explores the difficulties of utilizing HACCP to manage produce safety risks, and raises further challenges that must be met in order to ensure that HACCP can successfully fulfill its potential as a governance mechanism
