In 1822, Delaware authorized the Blackbird Creek Marsh Company to bank and drain the Blackbird Creek in New Castle County. Subsequently, Thompson Wilson and others destroyed the structure built by the marsh company. The marsh company subsequently sued Mr. Wilson for the damage to its property. The parties eventually appealed their dispute to the Supreme Court of the United States. The Court held that Delaware’s authorization to bank and dam the creek did not conflict with the federal government’s exclusive authority to regulate commerce between the several states. Ultimately, the Court decided Willson in a manner inconsistent with its earlier decision in Gibbons v. Ogden and subsequent decisions regarding navigation of U.S. waters. Additionally, Mr. Wilson likely chose not to bring a Fifth Amendment takings claim due to the lack of legal support for such a claim at the time

Radar signal categorization using a neural network

Neural networks were used to analyze a complex simulated radar environment which contains noisy radar pulses generated by many different emitters. The neural network used is an energy minimizing network (the BSB model) which forms energy minima - attractors in the network dynamical system - based on learned input data. The system first determines how many emitters are present (the deinterleaving problem). Pulses from individual simulated emitters give rise to separate stable attractors in the network. Once individual emitters are characterized, it is possible to make tentative identifications of them based on their observed parameters. As a test of this idea, a neural network was used to form a small data base that potentially could make emitter identifications

Antimicrobial stewardship practices in Virginia

The Society of Healthcare Epidemiology of America, the Centers for Disease Control and Prevention, and the President\u27s Council of Advisors on Science and Technology recognize the need to combat antimicrobial resistance through the promotion of antimicrobial stewardship programs. Health care facilities in Virginia were surveyed using a 23-item survey focused on facility characteristics and antimicrobial stewardship strategies. Telemedicine coverage for post-operative ICU patients.

Introduction There is an increased demand for intensive care unit (ICU) beds. We sought to determine if we could create a safe surge capacity model to increase ICU capacity by treating ICU patients in the post-anaesthesia care unit (PACU) utilizing a collaborative model between an ICU service and a telemedicine service during peak ICU bed demand. Methods We evaluated patients managed by the surgical critical care service in the surgical intensive care unit (SICU) compared to patients managed in the virtual intensive care unit (VICU) located within the PACU. A retrospective review of all patients seen by the surgical critical care service from January 1st 2008 to July 31st 2011 was conducted at an urban, academic, tertiary centre and level 1 trauma centre. Results Compared to the SICU group ( n = 6652), patients in the VICU group ( n = 1037) were slightly older (median age 60 (IQR 47-69) versus 58 (IQR 44-70) years, p = 0.002) and had lower acute physiology and chronic health evaluation (APACHE) II scores (median 10 (IQR 7-14) versus 15 (IQR 11-21), p \u3c 0.001). The average amount of time patients spent in the VICU was 13.7 + /-9.6 hours. In the VICU group, 750 (72%) of patients were able to be transferred directly to the floor; 287 (28%) required subsequent admission to the surgical intensive care unit. All patients in the VICU group were alive upon transfer out of the PACU while mortality in the surgical intensive unit cohort was 5.5%. Discussion A collaborative care model between a surgical critical care service and a telemedicine ICU service may safely provide surge capacity during peak periods of ICU bed demand. The specific patient populations for which this approach is most appropriate merits further investigation

N-Cadherin cleavage during activated hepatic stellate cell apoptosis is inhibited by tissue inhibitor of metalloproteinase-1. [In supplement: 11th International Symposium on the Cells of the Hepatic Sinusoid and their Relation to Other Cells]

Apoptosis of hepatic stellate cells (HSC) has previously been shown to occur during spontaneous resolution of experimental liver fibrosis. TIMP-1 has also been shown to have a key role because of its ability to inhibit apoptosis of HSC via matrix metalloproteinase (MMP) inhibition. This has led to further study of novel substrates for MMPs that might impact on HSC survival. N-Cadherin is known to mediate cell-cell contacts in fibroblasts. In this study we demonstrate that N-Cadherin is expressed by activated rat HSC. Furthermore, during apoptosis of HSC, the N-Cadherin is cleaved into smaller fragments. Apoptosis of HSC may be inhibited by TIMP-1. This is associated with reduced fragmentation of N-Cadherin. N-Cadherin may have an important role in supporting HSC survival while N-Cadherin cleavage may play a part in promoting HSC apoptosis in recovery from liver fibrosis

Surface Distributions for Eddy Current Probes

This paper is concerned with the computation of the thin-skin solution for eddy current distributions induced in the presence of surface breaking flaws. Earlier work [1], [2], [3], [4] dealt with cases where the distribution induced in the absence of a flaw was uniform. An unfolding technique was developed which reduced the determination of the surface field to a classical two-dimensional potential problem. Exact solutions were obtained by complex potential methods for circular-arc cracks in [1], [2] and for rectangular and triangular cracks in [3], but the main focus of attention in this last work was on semi-elliptical cracks since it is found in practice that many surface fatigue cracks grow with a plan form which can be closely approximated by a half ellipse. This case was not amenable to exact treatment, but the introduction of elliptic co-ordinates allowed a Fourier series solution to be calculated

On the eutectoid transformation behavior of the Ti-Zn system and its metastable phases

To date, Zn has not been used as an alloying addition in structural Ti alloys. The main obstacle has been the disparity between their melting and vaporization temperatures. A novel processing technique was developed to create a Ti-Zn compound. The equilibrium phases and microstructures were studied by electron microscopy and x-ray diffraction techniques. Results show the presence of pearlitic domains of α-Ti (hexagonal closed packed crystal structure) and Ti2Zn (body center tetragonal structure) in regions that have a near eutectoid composition. Solutionizing and water quenching results in the formation of martensite along with intermetallic laths, suggesting that the eutectoid transformation is active

Cultivar Selection, Seed Stratification and Surface Cover Effects on Switchgrass Establishment on Coal Mine Spoil

Surface mining in the Appalachian region of Kentucky often involves steep slopes and spoil limitations for revegetation not encountered in other reclamation situations. Herbaceous species (mono cultures or mixtures) provide quick cover required in revegetation of mined land for control of erosion as well as promoting soil development, improving wildlife habitat, and livestock production through hay and pasture production as well as a potential use as renewable energy for cofiring with high sulfur coal. However, due to the many challenging chemical and physical characteristics of mine spoil, selection of adaptable herbaceous species should be carefully considered
