    Change, Rigidity & Delay in the UK System of Land-use Development Control

    The British system of development control is time-consuming and uncertain in outcome. Moreover, it is becoming increasingly overloaded as it has gradually switched away from being centred on a traditional ‘is it an appropriate land-use?’ type approach to one based on multi-faceted inspections of projects and negotiations over the distribution of the potential financial gains arising from them. Recent policy developments have centred on improving the operation of development control. This paper argues that more fundamental issues may be a stake as well. Important market changes have increased workloads. Furthermore, the UK planning system's institutional framework encourages change to move in specific directions, which is not always helpful. If expectations of increased long-term housing supply are to be met more substantial changes to development control may be essential but hard to achieve.

    This paper reviews pastoral lease arrangements across Australia and considers the extent to which these affect the emergence of non-pastoral land uses. Some 44 per cent of Australia is made up of pastoral leases. The predominant use of these leases is for grazing livestock (primarily sheep and cattle). However, there is increasing demand for this land to be used for non-pastoral uses, such as tourism, farming of nonconventional livestock (such as goats, kangaroos and camels) and conservation of native wildlife.     Four-Dimensional Neuronal Signaling by Nitric Oxide: A Computational Analysis

    Nitric oxide (NO) is now recognized as a transmitter of neurons that express the neuronal isoform of the enzyme nitric oxide synthase. NO, however, violates some of the key tenets of chemical transmission, which is classically regarded as occurring at points of close apposition between neurons. It is the ability of NO to diffuse isotropically in aqueous and lipid environments that has suggested a radically different form of signaling in which the transmitter acts four-dimensionally in space and time, affecting volumes of the brain containing many neurons and synapses. Although ¿volume signaling¿ clearly challenges simple connectionist models of neural processing, crucial to its understanding are the spatial and temporal dynamics of the spread of NO within the brain. Existing models of NO diffusion, however, have serious shortcomings because they represent solutions for ¿point-sources,¿ which have no physical dimensions. Methods for overcoming these difficulties are presented here, and results are described that show how NO spreads from realistic neural architectures with both simple symmetrical and irregular shapes. By highlighting the important influence of the geometry of NO sources, our results provide insights into the four-dimensional spread of a diffusing messenger. We show for example that reservoirs of NO that accumulate in volumes of the nervous system where NO is not synthesized contribute significantly to the temporal and spatial dynamics of NO spread

    Housing Supply and Planning Delay in the South of England

    There is growing international interest in the impact of regulatory controls on the supply of housing The UK has a particularly restrictive planning regime and a detailed and uncertain process of development control linked to it. This paper presents the findings of empirical research on the time taken to gain planning permission for selected recent major housing projects from a sample of local authorities in southern England. The scale of delay found was far greater than is indicated by average official data measuring the extent to which local authorities meet planning delay targets. If these results are representative of the country as a whole, they indicate that planning delay could be a major cause of the slow responsiveness of British housing supply.

    Flexible couplings: diffusing neuromodulators and adaptive robotics

    Recent years have seen the discovery of freely diffusing gaseous neurotransmitters, such as nitric oxide (NO), in biological nervous systems. A type of artificial neural network (ANN) inspired by such gaseous signaling, the GasNet, has previously been shown to be more evolvable than traditional ANNs when used as an artificial nervous system in an evolutionary robotics setting, where evolvability means consistent speed to very good solutions¿here, appropriate sensorimotor behavior-generating systems. We present two new versions of the GasNet, which take further inspiration from the properties of neuronal gaseous signaling. The plexus model is inspired by the extraordinary NO-producing cortical plexus structure of neural fibers and the properties of the diffusing NO signal it generates. The receptor model is inspired by the mediating action of neurotransmitter receptors. Both models are shown to significantly further improve evolvability. We describe a series of analyses suggesting that the reasons for the increase in evolvability are related to the flexible loose coupling of distinct signaling mechanisms, one ¿chemical¿ and one ¿electrical.

    High Contrast L' Band Adaptive Optics Imaging to Detect Extrasolar Planets

    We are carrying out a survey to search for giant extrasolar planets around nearby, moderate-age stars in the mid-infrared L' and M bands (3.8 and 4.8 microns, respectively), using the Clio camera with the adaptive optics system on the MMT telescope. To date we have observed 7 stars, of a total 50 planned, including GJ 450 (distance about 8.55pc, age about 1 billion years, no real companions detected), which we use as our example here. We report the methods we use to obtain extremely high contrast imaging in L', and the performance we have obtained. We find that the rotation of a celestial object over time with respect to a telescope tracking it with an altazimuth mount can be a powerful tool for subtracting telescope-related stellar halo artifacts and detecting planets near bright stars. We have carried out a thorough Monte Carlo simulation demonstrating our ability to detect planets as small as 6 Jupiter masses around GJ 450. The division of a science data set into two independent parts, with companions required to be detected on both in order to be recognized as real, played a crucial role in detecting companions in this simulation. We mention also our discovery of a previously unknown faint stellar companion to another of our survey targets, HD 133002. Followup is needed to confirm this as a physical companion, and to determine its physical properties.Comment: 8 pages, 4 figure
